ADJOURNED REGULAR MEETING OF
THE CITY COUNCIL AND THE
REDEVELOPMENT AGENCY
June 5, 1991
The adjourned regular meeting of the City Council and Redevelopment Agency was called
to order by Mayor Jennings at 5:40 pm in the Management Resource Center at City Hall,
1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by Councilmember
Manners.

CLOSED SESSION Mayor Jennings recessed the meeting at 5:43 pm to convene
a closed session pursuantito Government Code Section
54956.8 for real property acquisition. The meeting re-
convened at 7:45 pm.

FY 91/92 OPERATING BUDGET AND CAPITAL IMPROVEMENT PROGRAM

Public Works Division Manager Thomas commenced a review
of the Capital Improvement Program. Council discussion
followed, which included the following staff directives:
a) Include funding for band shell/ cultural facility.
b) Review the needs in City parks.
c) Need to begin putting more funds into a capital
improvement reserve fund out of concern that CIP
priorities match community needs.
d) Pursue the refinancing of PERS prior service
liability.
Motion by McFadden, seconded by Herfert, and unanimously
carried to adjourn the meeting at 9:45 pm to 5:30 pm
Thursday, June 10, 1991 in the Management Resource
Center.
