05-20-1991 - Regular Meeting - MinutesM I N U T E S ADJOURNED REGULAR MEETING WEST COVINA CITY COUNCIL AND THE REDEVELOPMENT AGENCY May 20, 1991 The adjourned regular meeting of the West Covina City' -.Council and Redevelopment Agency was called to order by Mayor Jennings at 11:00 am in the Management Resource Center at City Hall, 1444 W. Garevey Avenue, West Covina. Mayor Jennings led the Pledge of Allegiance. COMBINED CITY COUNCIL AND REDEVELOPMENT AGENCY - BUDGET WORKSHOP To ensure that the preparation of the operating budget by staff corresponds to the objectives of Council, the workshop began with a discussion of basic philosophical assumptions used in the development of the budget docu- ments. These include: 1) continuation of the current • compensation policy for City employees (placing them at or about the median of survey cities); 2) maintaining an appropriate mix of in-house vs contract services; 3) maintenance of existing service levels; 4) the tradition of a lean staff; and 5) striving for self- sufficiency of fee -supported programs to the "maximum desired" extent. Assistant to the City Manager Wylie presented an overview of the budget structure. Recess Mayor Jennings recessed the City Council at 12:40 pm for a lunch break. Council/Agency reconvened at 1:15 pm with all members present. Discussions continued with an overview of the projected revenues for the next two fiscal years. Council pre- sented suggestions for new programs or enhanced levels of service. The discussions focused on youth oriented programs, CIP set -aside funds, and level of public safety services. Ideas for reductions in expenditures and ideas to enhance the City's revenue base were offered by Council. Councilmember McFadden left the meeting at 4:00 pm.
