REGULAR MEETING
WEST COVINA CITY COUNCIL
May 13,:'.1991
The regular meeting of the West Covina City Council was called to order at 7:30 pm
by Mayor Jennings in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
Covina. The Pledge of Allegiance was led by Councilmember Tarozzi and the invocation
was given by Rev. Lawrence Cole of Community Presbyterian Church.

APPROVAL OF MINUTES Councilmember Manners requested.a correction to the April
22nd Minutes to more accurately reflect the election of
Mayor Jennings. The original April 22 Minutes to -be .
corrected by the City Clerk.
Motion by Herfert, seconded by Manners, and unanimously
carried to approve the minutes of April 22, 1991 and the
minutes of April 8, 1991, as corrected above.
PROCLAMATIONS Mayor Jennings presented the following proclamations:

• Mayor Jennings presented a Resolution of Commendation to
Mrs. Fran Andreozzi as an Older American Honoree. Mrs.
Barbara Clothier was not present to receive her Resolution
of Commendation as the other Older American Honoree.
Mayor Jennings introduced newly appointed City Manager
Jim Starbird, who in turn introduced newly appointed
Personnel. -Director Diane Ure.
HEARINGS No hearings scheduled for .this meeting.
AGENDA-,AND'ORAL,COMMUNICATIONS-
Lillian Fine of the East San Gabriel Valley Sane -Freeze
organization, addressed her letter opposing a proposal for
Lillian Fine a low-level radioactive dump'.site at Ward Valley, CA.
Katherine Castucci, 430 S. Pima Avenue, urged Council to
support performance standards for all drive -through
Katherine Castucci businesses (E-1) and hoped to see a different audit com-
pany in the future (F-1a).
Iris Delameter, 1212 W._Eckerman, addressed several Agenda
items including: C-10 (Waste Management Activities Report)
needs to include a scavanger provision and E-1 (Drive -
Iris Delameter Through Facilities) matter should be referred back to Plan-
ning Commission for performance standards for all drive-
thrus.

Xavier Hermosillo
Xavier Hermosillo, 1930 Shamwood, requested clarification

Corey Warshaw
Corey Warshaw, 3330 E. Holt Avenue, urged Council to pass
the.ordinance banning..drive-through facilities in NC zones.
He also read a letter by Bob Andrews, 3101 Joy Street,
voicing the same position.
Susan Harvey
Susan Harvey, Executive Director of the West Covina Chamber
of Commerce, presented Civic Center Directories to the
individual Councilmembers, thanking them for the'.City's
financial assistance with the directories.
Helen Ritson
Helen Ritson, 1119 E. Herring Avenue, submitted a letter
to Council complaining about a neighbor.who does auto
repairs, etc. in his front yard. The letter was signed
by several neighbors.

Letter received May 8, 1991 from David Shaw regarding a
model Code of Ethics, an annual $1.00 property tax for
animal services, re-establishing rock and gravel for
residential off street parking, and parking citation codes.
Letter received May 3, 1991 from Lillian Fine, Chairperson
of East San Gabriel Valley Sane -Freeze, requesting Council
to oppose a proposal for a low-level radioactive dump site

C-la Council discussed David Shaw's letter and commended him
for his model Code of Ethics. Councilmember Manners
reminded,' Council of the City's Organizational Values
Statement that the employees developed a couple of years
ago.
Motion by Herfert, seconded by Manners, and unani-
mously carried to receive.and file the Shaw letter. Staff
to report_.backato,.Council with response and a copy to be
sent to David Shaw.
C-lb Council discussed the proposed low radioactive dump:.site
to.be located 13 miles from the Colorado River, noting
that they are not necessarily opposed to such a site, but
the location was questionable.
. Motion by Tarozzi, seconded by Manners to oppose the
location_of:_the proposedesite,and,:have the Mayor send a
letter stating Councils position to the appropriate
agencies.
A substitute motion was offered by McFadden to request
more information before taking a stand. The motion died
for lack of a second.
Mayor Jennings felt anyuposition taken by Council
would actually be taking action beyond the Council's
jurisdiction.
Mayor Jennings asked for a vote on the original
motion which passed with Jennings voting no.
Recess Mayor Jennings recessed the City Council meeting at
8:52 pm. Council reconvened at 9:04 pm with all.members
present. Upon reconvening the meeting, City Manager
Starbird responded to comments offered under Agenda
Communications. Redevelopment Services Director Wylie
addressed the Mitsubislii'.auto.'dealership questions.

Motion by Tarozzi, seconded by Manners, and
unanimously carried to authorize the Finance Director
to extend the agreement with McGladrey and Pullen to
perform annual audits of City, Agency, and Authorities'
records for the fiscal year ending June 30, 1991
for a sum not to exceed $72,950.
2) NINE -MONTH BUDGET REVIEW
Nine -month Budget review Council reviewed the staff report.
Motion by Manners, seconded by McFadden, and
unanimously carried to receive and file the report.

3) FIXED ASSET INVENTORY AND APPRAISAL CONTRACT
Council reviewed the staff report.
Inventory & Appraisal Motion by Herfert, seconded by Manners, and unani-
Services - Marshall & mously carried to enter into a contract with Marshall
Stevens Inc. and Stevens, Inc. for fixed asset inventory and
appraisal services in an amount not to exceed $19,500.
PUBLIC SAFETY DIVISION No items scheduled for this meeting.
REDEVELOPMENT AGENCY Mayor Jennings recessed the City Council meeting at 10:00 pu
to convene the Redevelopment Agency. The City Council
reconvened at 10:03 pm with all members present.
• CITY MANAGER 1) BUDGET REVIEW PROCESS
CitycMAnager Starbird presented the staff report
and noted that no action was required of Council.
2) RINCON TOWN MEETING FOLLOW-UP STATUS REPORT.
The staff report was presented by Administrative
Analyst'.% Holler.
Motion by Herfert, seconded by Tarozzi to
Rincon Town meeting nominate Jennings and Tarozzi to attend the Community
status report Summit on'gangs as official representatives on behalf
of the Council. Tarozzi amended the motion to include
the appointment of Xavier Hermosillo. Herfert agreed
with the amendment. After a clarification that'the
appointees.!are simply -attending the meeting on behalf
of the Council, action was taken on the motion. The
motion carried unanimously.
. Recess Mayor Jennings recessed the City Council meeting at"!
10:21 pm. Council reconvened at 10:30 pm with all members
present.
APPROVAL OF DEMANDS Motion by McFadden, seconded by Manners to approve Demands

ORAL COMMUNICATIONS Samual Wright, 2253 W. Farlington, complained about Asian
gang activities. City Manager to follow through with
Samual Wright Police Chief.
Katherine Castucci, 430 S. Pima, stated that the Police
event to register vehicles was not well advertised. She
also urged Council to seek -other auditing firms for
Katherine Castucci subsequent years.
Xavier Hermosillo, 1930 Shamwood Street, commented on
Xavier Hermosillo a particular legislative bill regarding Kettleman project.

Councilmember Tarozzi suggested staff prepare a report
as to the contributions and returns to auto dealerships
from the Redevelopment Agency.
MAYOR'S REPORTS 1) ANNUAL APPOINTMENTS
Annual appointments Mayor Jennings reviewed the appointments for the
coming year. Motion by Herfert, seconded by McFadden,
and unanimously carried in concurring with the
appointments with the Audit Committee appointments
to be held over until May 28, 1991.
2) RESOLUTION OF COMMENDATION
• Resolution of Commendation Motion by Herfert, seconded by Tarozzi, and unani-

for retiring Battalion Chief Al Aronson.
3) POTENTIAL ABANDONMENT OF HIGHWAY 39

Motion by Tarozzi, seconded by Manners, and
unanimously carried to waive further reading of
the resolution and to adopt.
COUNCILMEMBERS' REPORTS 1) RESERVATIONS FOR PORTIONS OF CITY PARKS
Councillreviewed the staff report.
Park reservations Motion by Herfert, seconded by Manners, and
unanimously carried to refer this to the Human Ser-
vices Commission to have a policy developed for the
reservation of parks.
2) RESPONSES TO CITIZEN QUESTIONS
Council reviewed the staff report.
Speaker cards Motion by Manners, seconded by Herfert, and
unanimously carried to hold over for a discussion
by a Council subcommittee of the Mayor and Mayor Pro
Tem who will report back at a future Council meeting.

counteract' gang: activity'and noted a proposed volunteer
program to be located at Shadow Oak Park.

on Monday, May 20, 1991 in the Management Resource Center.
