Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Councilmember Herfert and the invocation was given by Rabbi Nattiv of Temple Shalom. City and its..residents (BASURA TOWING COMPANY). HEARING DRIVE THROUGH USES (AMENDMENT NO. 238) City Initiated City Clerk Berry verified the affidavit of publication. Mayor Tarozzi opened the hearing and the staff report was presented by Planning Director Haley. Public —Testimony Mayor Tarozzi opened the public testimony portion of the In Favor: hearing and asked for comments favoring the amendment. Royal Brown Royal Brown, 2153 Aroma Drive The Mayor then asked for comments in opposition to the In Opposition: amendment and the following spoke: Bob Andrews Bob Andrews, 3101 Joy Street Sharon Andrews Sharon Andrews, 3101 Joy Street Donald Cudahy Donald Cudahy, 3107 Joy Street There was no rebuttal and Mayor Tarozzi closed the public testimony of the hearing. Planning Director Haley responded to the comments offered by the citizens. Council discussed the pros and cons of the options avail- able to them regarding the proposed amendment. Motion by Manners, seconded by McFadden to approve Option No. 3 as outlined in the staff report. Motion by Manners, seconded by McFadden to introduce the ordinance. Motion carried with Herfert voting no. Recess Mayor Tarozzi called a recess at 8:35 pm. Council recon-. vened at 8:45 pm with all members present. AGENDA AND ORAL COMMUNICATIONS Louis Gilbert, 428 S. Fernwood Street, commented on the election of mayor process, hoping to see McFadden as mayor. Lou Fine, 1210 Robin Road, agreed. Susan Harvey, Executive Director of the Chamber of Commerce, stated that several of the Chamber Board Members favored M-1 (Support for Los Angeles as the 1994 World Cup Soccer Site), Brenda Ozuna, 1318 Parkside, addressed a program she was desirous of starting with the aid of City funding. Iris Delameter; 1212 W. Eckerman, complained that Fashion Plaza was directed toward the teenage shopper and not adults. HEARING MANSIONIZATION ORDINANCE (_AMENDMENT NO. 237 AND WOODSIDE VILLAGE MASTER PLAN TEXT AMENDMENT NO. 5) City Initiated City Clerk Berry verified the affidavit of publication. Mayor Tarozzi opened the public testimony portion of the hearing and asked for comments in favor of.the ordinance. Lollie Bergman, 426 S. Leaf Iris Delameter, 1212 W. Eckerman Mayor Tarozzi asked for comments in opposition to the ordinance and no one addressed Council. The public testi- mony portion of the hearing was closed and Planning Director Haley responded to Council's questions regarding sideyard setback requirements. COMMUNITY SERVICES DIVISION OFFICE OF COMMUNITY SERVICES AIR QUALITY IMPROVEMENT FUND Council reviewed the staff report. City Clerk presented: Ordinance introduced - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST Air Quality Improvement COVINA, CALIFORNIA, ADMINISTRATING THE IMPOSITION OF Fund ADDITIONAL VEHICLE REGISTRATION FEES TO BE USED FOR AIR QUALITY IMPROVEMENT PURPOSES, AND ESTABLISHING A TRUST ACCOUNT'FOR THE DEPOSIT OF THE CITY'S SHARE OF SUCH FEES RECEIVED FROM THE SOUTH COAST AIR QUALITY MANAGEMENT • DISTRICT Motion by Herfert, seconded by McFadden, and unani- mously carried to waive further reading of the ordinance. Motion by Herfert, seconded by Jennings, and unanimously carried to introduce the ordinance. HUMAN SERVICES DEPARTMENT 1) VETERANS' MEMORIAL Council reviewed the staff report. Councilmember Jennings agreed with the concept.but suggested looking for alternate funding sources. Councilmember Manners suggested ihvolving::the_Cultural Veteran's Memorial Committee on this project. Upon conclusion of the discussion, motion by Tarozzi, seconded by Herfert, and unanimously carried to direct staff to contact the veteran groups for a response in 30 days as to any plans they may have regarding veteran memorials. Staff to include any other organizations that would like to participate. 2) AIASSA MEMORIAL Council reviewed the staff report. Motion by Manners, seconded by McFadden, and unani- mously carried to i) authorize staff to set up the - 5 - CJ • t CITY COUNCIL MINUTES 4/22/91 Page 6 appropriate revenue and expenditure accounts for receipt of donations for the George Aiassa Memorial, and ii) approve the location of the memorial under the silk tree in the civic center. BUILDING AND SAFETY DEPARTMENT GP 91306 - APPROVE PLANS AND SPECIFICATIONS - CITY HALL EXTERIOR PAINTING Council reviewed the staff report. GP 91306 - Motion by Manners, seconded by Herfert, and unanimously Plans & specs approved carried to a) establish GP 01306, b) transfer $50,000 from GP 91303 to GP 91306 (161-320-3135-7500), and c) approve plans and specifications, and authorize the Building and Safety Director to call for bids. OPERATIONAL SERVICES DIVISION No items scheduled for this meeting. PUBLIC SAFETY DIVISION COMMUNICATIONS RADIO PURCHASE FOR POLICE SET TEAM Council reviewed the staff report. VHF.radios - Motion by Herfert, seconded by Jennings, and unani- Motorola mously carried to a) find that the use of the County of Los Angeles' existing contract with Motorola eliminates the need of a formal bid process; and b) authorize staff to purchase 12 VHF portable radios and 2 six unit battery chargersfrom Motorola at a total cost of $22,164.00 including tax and shipping. REDEVELOPMENT AGENCY Mayor Tarozzi recessed the City Council meeting at 9:44 pm to convene the.Redevelopment Agency'meeting.:.The-City .:: Council'recohvened at 9:54 pm for a joint closed session with the•Redevelopment Agency'regarding a) personnel matters and b) real property negotiations. The City Council reconvened again at 10:35 pm. CITY MANAGER 1) GRAFFITI REMOVAL Council reviewed the staff report, discussing the options outlined in the report. Motion by Jennings, seconded by Herfert, and unani- mously carried to approve the following options: 1. Direct staff to research the feasibility of Graffiti removal providing alternative financing for anti -graffiti pro- grams outside of the City's general fund prior to implementing any.new programs. 2. Direct staff to research the feasibility, costs, and funding of a citizen involved program for removing graffiti on a neighborhood basis. 35 Direct staff to implement WeTip's graffiti sign program. A limited program, at a cost of $5,000 may be implemented at this time using existing revenues, or be included in the 91/92 budget with funding to come from existing or new revenues. - 6 - t • • r CITY COUNCIL MINUTES 4/22/91 Page 7 Graffiti Removal (continued) Councilmember Herfert noted that a Neighborhood Watch meeting was scheduled for the near future. Police Depart- ment personnel were directed to contact the judges at Citrus Municipal Court regarding' -.the possibility of imposing the task of removing graffiti to apprehended perpetrators. APPROVAL OF DEMANDS Motion by McFadden, seconded by Manners to approve Demands totaling $1,986,598.34 as listed on check registers PI 123663 through 124008. Motion carried by roll call vote: AYES: Herfert, Jennings, Manners, McFadden, Tarozzi NOES: None ABSTAIN: Herfert re SCE bill ORAL COMMUNICATIONS Emma Fischbeck, 1137 Auburn Drive, reported that she picks up litter during her walks and suggested Council try to instill pride in the citizens of West Covina. Royal Brown, 2153 Aroma Drive, appreciated the action taken earlier by Council regarding the storm drain project, Iris Delameter, 1212 W. Eckerman, suggested community ser- vice hours be imposed on court offenders. MAYORS REPORTS 1). SUPPORT FOR LOS ANGELES AS THE 1994 WORLD CUP SOCCER SITE LA as 1994 World Cup Council reviewed the staff report. Soccer site Motion by Manners, seconded by Herfert, and unani- mously carried to direct staff to work with Southern California Edison in support of bringing World Cup Soccer to the Los Angeles area. 2) Mayor Tarozzi proclaimed: PUBLIC SERVICE RECOGNITION WEEK (5/6.- 5/12) BETTER SLEEP MONTH (5/91) BE KIND TO ANIMALS WEEK (5/5 - 5/11) COUNCILMEMBERS' REPORTS 1) NEW RECREATION PROGRAM PROCESS Council reviewed the staff report, Brenda Ozuna Motion by Herfert, seconded by McFadden, and unani- mously carried to refer the proposal from Brenda Ozuna for merit and if appropriate, work:with',her,.,in', implementing her program: _S,taff :to :report back to Council. 2) ADMISSION OF THE CITY OF DIAMOND BAR TO FOOTHILL TRANSIT DISTRICT Diamond Bar to Foothill Council reviewed the staff report. Transit District Motion by Manners, seconded by Jennings, and unani- mously carried to approve the admission of the City of Diamond Bar and so::notify Foothill Transit District. Mayor Pro Tem McFadden reported on the recent SGVAC meeting and the Earth Day Celebration here at City Hall. He asked staff to report back on an E1 Monte ordinance regulating spray cans and an Azusa ordinance regarding marking pens. - 7 - CITY COUNCIL MINUTES 4/22/91 Page 8 Councilmember Manners noted she received an excellent pamphlet regarding veteran recognition that she requested Manners staff to forward to the Fourth of July Parade & Picnic Committee. She also requested staff to reagendize the matter of limiting Commissioner terms of office. Councilmember Herfert noted he had received a letter from Mariam Tennant of the West Covina Historical Society Herfert requesting black walnut trees be included in the City's tree preservation ordinance. He also reported on Earth Day celebration and felt the City needed to advertize such events more rigorously. - COUNCIL REORGANIZATION Mayor Tarozzi turned the meeting over to the City Clerk for the election of Mayor for the upcoming year. Councilmember Manners nominated McFadden. Council - member Herfert nominated Jennings. There being no further nominations, the City Clerk closed nominations. Richard Jennings Motion by Herfert, seconded by Tarozzi to elect Richard elected Mayor Jennings as Mayor. Manners abstained on that motion. Mayor Pro Tem McFadden stated that he could support that motion, whereupon Councilmember Manners then favored unani- mously support. Motion was approved by the following roll call vote: AYES: Herfert, Jennings, Manners, McFadden, Tarozzi NOES: None Newly elected Mayor Jennings accepted nominations for Mayor Pro Tem. Councilmember Manners nominated Herfert. Steve Herfert There being no further nominations, Mayor Jennings closed elected Mayor Pro Tem nominations. Motion by Manners, seconded by McFadden, and unani- mously carried to elect Steve Herfert as Mayor Pro Tem. Mayor Jennings explained that as Mayor, he automatically becomes the City's delegate to the Los Angeles County Sanitation District. However, the District requires an • Brad McFadden designated alternate delegate to serve in his absence. as alternate to Sand. Councilmember Tarozzi nominated McFadden as the alter - District nate delegate. There were no further nominations and Mayor Jennings closed nominations. Motion by Tarozzi, seconded by Herfert, and unani- mously carried to designate Bradley McFadden as alternate delegate to the Los Angeles County Sanitation District Board. Newly elected Mayor Pro Tem Herfert thanked immeidate past Mayor Tarozzi for the fine year and newly elected Mayor Jennings presented Councilmember Tarozzi with a plaque and gavel. Councilmember McFadden noted his support for the new Mayor and Mayor Pro Tem. ADJOURNMENT Motion by Manners, seconded by Tarozzi, and unanimously carried to adjourn the meeting at 11:26 pm to Tuesday, April 23, 1991 at 4:30 pm for a closed session on per- sonnel matters.
