04-08-1991 - Regular Meeting - Minutesa • • •, M I N U T E S REGULAR MEETING WEST COVINA CITY COUNCIL April 8, 1991 The regular meeting of the,West Covina City Council was called to order by Mayor Tarozzi at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by members of the Girl Scouts of America and the invocation was given by Mayor Tarozzi. ROLL CALL Mayor Tarozzi, Mayor Pro Tem McFadden, Councilmembers Herfert, Jennings, Manners Others Present: Thomas, Wylie, Haley, Holler, Manheim, Wolff, Keating, Koniarsky, Hanna, Holmes, Jones, Lennard, McClelland, Salazar, Dominquez, Yoshizaki, Berry PRESENTATIONS The following proclamations were presented by the Mayor: TELECOMMUNICATOR'S WEEK ; REMEMBRANCE -OF VICTIMS.:OF THE HOLOCAUST WEEK NATIONAL YOUTH SERVICE DAY BLUE RIBBON WEEK GIRL SCOUT LEADER DAY CALIFORNIA JUNIORS WEEK, VICTIMS OF PORNOGRAPHY WEEK Mayor Tarozzi read a prepared statement regarding the recent death of Patrick Rossetti, the City's assessment engineer and community supporter. APPROVAL OF MINUTES Motion by Manners, seconded by Herfert, and unanimously carried to approve the minutes of the adjourned regular meeting of March 4, 1991 and the adjourned regular meeting of March 13, 1991. Closed Session Mayor Tarozzi recessed the City Council meeting at 7:58 pm to convene a closed session regarding personnel matters. The City Council reconvened at 8:08 pm and considered the following matter. PROPOSED CITY MANAGER EMPLOYMENT AGREEMENT City Manager - Motion by Herfert, seconded by Manners to.hire a new Jim Starbird City Manager, Jim Starbird, and approve the contract agreement. Motion carried by roll call vote: AYES: Herfert, Jennings, Manners, McFadden, Tarozzi NOES: None Councilmember Manners read Mr. Starbird's resume and introduced him to the..audience.'_Council..comments followed. HEARING PLANNING DIRECTOR'S MODIFICATION NO. 3 UNCLASSIFIED USE PERMIT NO. 71, REVISION 5 (AMENDMENT) Planning Director's Mod. BKK Corporation is requesting relocation of the main No. 3 (UUP 71, Rev.S) entrance road and offices at the landfill. City Clerk Berry verified the affidavit of publication and mailing. Special Counsel — -------— Lennard outlined the four options available to Council. • Motion by Herfert, seconded by McFadden to deny the amendment and let it become a part of the solid waste permit process. Motion fails by the following.vote: AYES: Herfert, McFadden NOES: Jennings, Manners, Tarozzi Motion by McFadden, seconded by Jennings, and unani- mously carried to approve the project and negative declara- tion with the condition that no disposal of trash will take place on Dump Site_".D" prior to approval of the Solid Waste Facilities Permit. Iris Delameter, 1212 W. Eckerman, asked for_:a clarification on�the..Bob!s Big. Boy Restaurant;_theoposttoffice-and Iris Delameter Fashion Plaza. She noted her opposition to the Mello Roos • issue. Redevelopment Services Director Wylie explained the trans- actions regarding the post office and Bob's Big Boy. Mayor Tarozzi asked City Attorney Hanna to explain the meaning behind the misleading statement in the legal notice that stated,,in essence, that citizens living outside the Community Facilities.District could be held responsible. Ms. Hanna responded. ADJOURNMENT Mayor Pro Tem McFadden reported that he had followed -up on the Rincon School meeting, getting a first-hand look at the gang activities by riding along with the gang detail officer. Councilmember Herfert commended the Interim City ,Manager for the quick response to Shadow Oak Condos Association. He suggested lighting at Friendship Park, Del Norte Park sites for little league.
