REGULAR MEETING
WEST COVINA CITY COUNCIL
April 8, 1991
The regular meeting of the,West Covina City Council was called to order by Mayor
Tarozzi at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
Covina. The Pledge of Allegiance was led by members of the Girl Scouts of America
and the invocation was given by Mayor Tarozzi.

Mayor Tarozzi read a prepared statement regarding the
recent death of Patrick Rossetti, the City's assessment
engineer and community supporter.
APPROVAL OF MINUTES Motion by Manners, seconded by Herfert, and unanimously
carried to approve the minutes of the adjourned regular
meeting of March 4, 1991 and the adjourned regular meeting
of March 13, 1991.
Closed Session Mayor Tarozzi recessed the City Council meeting at 7:58 pm
to convene a closed session regarding personnel matters.
The City Council reconvened at 8:08 pm and considered the
following matter.
PROPOSED CITY MANAGER EMPLOYMENT AGREEMENT
City Manager - Motion by Herfert, seconded by Manners to.hire a new
Jim Starbird City Manager, Jim Starbird, and approve the contract
agreement. Motion carried by roll call vote:
AYES: Herfert, Jennings, Manners, McFadden, Tarozzi
NOES: None
Councilmember Manners read Mr. Starbird's resume and
introduced him to the..audience.'_Council..comments followed.
HEARING PLANNING DIRECTOR'S MODIFICATION NO. 3
UNCLASSIFIED USE PERMIT NO. 71, REVISION 5 (AMENDMENT)
Planning Director's Mod. BKK Corporation is requesting relocation of the main
No. 3 (UUP 71, Rev.S) entrance road and offices at the landfill.
City Clerk Berry verified the affidavit of publication
and mailing. Mayor Tarozzi opened the hearing and the
staff report was presented by Planning Director Haley.

amendment and let it become a part of the solid waste
permit process. Motion fails by the following.vote:

Motion by McFadden, seconded by Jennings, and unani-
mously carried to approve the project and negative declara-
tion with the condition that no disposal of trash will take
place on Dump Site_".D" prior to approval of the Solid Waste
Facilities Permit. Mr. Levy stated •.that the condition

Xavier Hermosillo Xavier Hermosillo, 1930 Shamwood Street, suggested using
volunteers to clean up graffiti and locations for city
entrance signs.:
City Attorney Hanna addressed the validation process used
by bond counsel regarding the legal notice published by
Tribune in connection with the Mello Roos issue.
Redevelopment Services Director Wylie explained the trans-
actions regarding the post office and Bob's Big Boy.
Mayor Tarozzi asked City Attorney Hanna to explain the
meaning behind the misleading statement in the legal notice
that stated,,in essence, that citizens living outside the
Community Facilities.District could be held responsible.
Ms. Hanna responded.

Motion by Manners, seconded by McFadden, and unani-

REDEVELOPMENT AGENCY Mayor Tarozzi recessed the City Council meeting at 11:46 pm
to convene the Redevelopment Agency meeting. The City
Council reconvened at 11:50 pm with all members present.

Colen & Lee Renewal Agreement with Colen and Lee, establishing
monthly fees of $4,833 through June 30, 1991, increasing
July 1, 1991 to $5,218 and extending the effective date
of the contract through June 30, 1992.

INSURANCE RESERVE

matter. Motion by Manners, seconded by Jennings, and
City Entrance signs unanimously carried to "refer the matter to the Traffic
Committee. Council concurred on submitting their
suggested locations to the Traffic Committee
individually.

Motion by Herfert, seconded by McFadden, and unani-
mously carried to hold over this item until 5/13/91.
4) TELEVISING COMMISSION MEETINGS
Televising Commission Council reviewed the staff report.
meetings Motion by Herfert, seconded by Manners, and unani-
mously carried that Commissions suggest which meetings
of interest be televised and submit those to Council
for final approval by Council.
ADJOURNMENT
Mayor Pro Tem McFadden reported that he had followed -up
on the Rincon School meeting, getting a first-hand look
at the gang activities by riding along with the gang detail
officer.
Councilmember Herfert commended the Interim City ,Manager
for the quick response to Shadow Oak Condos Association.
He suggested lighting at Friendship Park, Del Norte Park
sites for little league.
Motion by Herfert, seconded by Manners, and unanimously
carried to adjourn the meeting at 12:30 am in memory of
Patrick Rossetti.
