03-25-1991 - Regular Meeting - MinutesLJ 0 •< M I N U T E S WEST COVINA CITY COUNCIL REGULAR MEETING March 25, 1991 The regular meeting of the West Covina City Council was called to order by Mayor Tarozzi at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by Councilmember Manners and the invo- cation was given by Mr, Syd Friedstad of West Covina Assembly of God. Jennings, Manners APPROVAL OF MINUTES Motion by Herfert, seconded by Jennings, and unanimously carried to approve the minutes of the regular meeting of February 25, 1991 and the special meeting of March 11, 1991. PRESENTATIONS Mayor Tarozzi presented the following proclamations: CABLE TELEVISION MONTH (April, 1991) HEALTH FAIR EXPO (4/19 - 4/21) EARTHQUAKE PREPAREDNESS MONTH (4/91) HEARING WEED ABATEMENT - 1991 City Clerk Berry verified the affidavit of mailing. Motion by Herfert, seconded by McFadden, and unanimously carried to receive and file the affidavit. Weed Abatement - 1991 Mayor Tarozzi opened the hearing and the staff report was presented by Fire Chief McClelland. Mayor Tarozzi asked for public comments and no one addressed the City Council. The public testimony portion of the hearing was closed. Motion by Manners, seconded by Herfert, and unanimously carried to order the abatement of weeds:and rubbish on those properties described in Resolution of Intention. No. 8658. AGENDA AND ORAL COMMUNICATIONS Rita Heieck, 1313 S. Sunkist Avenue, favored the Mello Roos Rita Heieck bond issue. Kathy Howard Kathy Howard, 1428 E. Merced, opposed the.Mello Roos bonds. Jim Lloyd, 3240 Whitebirch, favored the project and Mello Jim Lloyd Roos bonding mechanism. Dan Moser Dan Moser, 662 E. Workman, Covina,.favored the Mello Roos., Damon Petta Damon Petta, 1415 Montezuma Way, spoke in favor of same. George Tracy, 808 S. Cajon, spoke in favor of Gulf War George Tracy Veterans memorial and asked questions re Mello Roos. Father Ray Smith, 1026 S. Rimsdale, spoke favorably re Father Ray Smith Mello Roos. Susan Moser Susan Moser, 662 E, Workman, spoke in favor. Emma Fischbeck, 1137 Auburn Drive, opposed Mello Roos and Emma Fischbeck commented on recommended legislation action. Mustang, Orange, retained by Ziad Alhassen to develop a marketing plan for the project, and spoke in Al Lewis favor.of the Mello Roos bond issue. Katherine Castucci, 430 S. Pima Avenue, spoke against the Katherine Castucci Mello Roos issue. Lollie Bergman Lollie Bergman, 426 S. Leaf, opposed the issue. Rudy Valles Rudy Valles, 1927 Jacaranda Drive, spoke in favor. Audrey Lynberg Audrey Lynberg, 1311 Golden Vista Drive, spoke favorably. Ben Wong Ben Wong, 232 S. Glendora Avenue, also spoke in favor. Xavier Hermosillo Xavier Hermosillo, 1930 Shamwood Street, spoke against it. Wayne Heieck Wayne Heieck, 1313 S. Sunkist Avenue, spoke in favor., Iris Delameter Iris Delameter, 1212 W. Eckerman, opposed the issue, and on another issue - favored using the Boys Club to clean up graffiti. Fred Romens Fred Romens, 1863 Woodgate Drive, opposed Mello Roos. Robert Reich Robert Reich, 2135 E. Vine Avenue, opposed it too. Michael Pinkus Michael Pinkus, 600 S. Magnolia Avenue, spoke in support. Ziad Alhassen Ziad Alhassen of South Hills Homes Association, read a prepared statement regarding his request for the Mello Roos bond issue. Recess Mayor Tarozzi recessed the City Council at 9:47 pm. Council reconvened at 10:12 pm. City Clerk Berry read a letter Carl Bennitt letter from Carl-.Bennitt of Pace Lithographers, supporting the Mello Roos bond issue. Motion carried by roll call vote: AYES: Herfert, Jennings, Manners, McFadden, Tarozzi NOES: None In City'Manager Thomas and Bond Counsel Murphy addressee the issues involved surrounding Ordinance No. 1872. Councilmember Herfert noted that he has changed his mind about the Mello Roos bond issue and no longer favors it. Ordinance held over Motion by Jennings, seconded by Herfert to deny adoption to 4/8/91 of the ordinance. A substitute motion was offered by Manners and seconded by McFadden to delay action on the ordinance until April 8th Council meeting. Motion passed by the following roll call vote: AYES: Jennings, Manners, McFadden, Tarozzi NOES: Herfert Recess Mayor Tarozzi called a recess at 11:25 pm. Council re- convened at 11:42 pm with all members present. A roll call vote was taken to approve the Shuttle Agreement Shuttle amendment amendment. The amendment was approved by the following approved roll call vote: AYES: Herfert, Jennings, Manners, McFadden, Tarozzi NOES: None PUBLIC WORKS -DIVISION No items scheduled for this meeting. • COMMUNITY SERVICES DIVISION OFFICE OF COMMUNITY SERVICES 1) WASTE -BY -RAIL PROJECTS STATUS Waste -by -Rail status Council reviewed the staff report. report Motion by McFadden, seconded by Jennings, and unanimously carried to receive and file the report. 2) RECYCLING SERVICES PROPOSAL Council reviewed the staff report. Recycling services Motion by Manners, seconded by Jennings, and unani- mously carried to support the concept of a Generalized Buy-back and/or Dropp-off Recycling Center that would provide the West Covina residents with a more com- prehensive service, perhaps on a regional approach. •" 3) COVINA ANNEXATION Council reviewed the staff report and Councilmember Manners addressed the issue. Covina annexation Motion by Tarozzi, seconded by Herfert, and unani- mously carried to continue discussions with County Supervisor and staff to stop the annexation. George Aiassa memorial Motion by Herfert, seconded by Jennings, and unani- mously carried to approve the use of a boulder and plaque in honor of Mr. George Aiassa and determine the appropriate amount and source of funds. 2) OLDER AMERICANS RECOGNITION DAY Council reviewed the staff report. In addition to the the selection of Fran Andreozzi, Councilmember Manners Older Americans nominated Barbara Clothier and Council was receptive.
