The adjourned regular meeting of the West Covina City Council was called to order
by Mayor Tarozzi at.6:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue,
West Covina.

• FIRE YEAR STRATEGIC PLAN/BUDGET PARAMETERS STUDY SESSION
Interim City Manager Thomas presented the staff report.
Mayor Tarozzi commenced Council discussion by stating his
Council discussion concerns: need to work with school boards to discuss after
school programs, staff salaries need to.be looked at
seriously, favored graffiti removal by staff, and supports
the general guidelines established in the past.
Councilmember Manners noted the importance of stressing
prevention of gang activities as well as the abatement and
enforcement of perpetrators. She supported after school
programs.
Mayor.'Pro Tem McFadden felt salaries was a major issue
and would like to minimize salary increases, at least to
CPI.or lower if possible while maintaining competitiveness
in the market place.
Councilmember Herfert encouraged staff to conduct an
assessment of using contract services. He noted the loss
of revenues in'the.future with..th& closing of BKK.and the
need to maintain City services. He stressed the importance
of adhering to the policy of minimum employees. He felt
• the City's budget should increase by only 2% in Materials
and Services.with a cap of 4%. He suggested a re-evaluation
of all services, using fee & charge whenever possible.
Councilmember Jennings supported efforts in programs
stressing gang prevention. He did not favor a second City
crew for graffiti removal. He favored contracting out for
work to be done, assessment district concepts, and fees
for paramedic services.
ADJOURNMENT Motion by Herfert, seconded by McFadden, and unanimously
carried to adjouEjl the meeting at 7/:06 pm.
