Garvey Avenue, West Covina, California. The Pledge of Allegiance was led by Councilmember Manners and the invocation was given by Mayor Tarozzi. Councilmember Herfert felt the proposed amendment was too restrictive,and could not support it. His intentions behind the banner idea was to give non-profit organizations another means by which to advertise their events. Original motion Motion by Herfert, seconded by McFadden to refer the amendment back to the Planning Department for revision. Further comments and suggestions by Council followed, with explanati6ns by staff of the particular language used in the ordinance. Councilmember Jennings suggested moving ahead with the proposed ordinance and refining it as the need arosL-� A substitute motion was offered by Jennings,.aiid,seconded by Manners to introduce the ordinance as presented by staff. She felt such an action on the part of Council would set a bad precedent'.forrdevelopers. - 3 - CITY COUNCIL -:MINUTES January 14, 1991 PagecFoure Gloria Sullivan, 3938 Holt Avenue, spoke against the Traffic Committee's recommendation and action denying Gloria Sullivan her request for parking'restrictions on Holt Avenue. Kenneth White, 1708 Doublegrove, addressed the emergency water conservation ordinance and requested clarification Kenneth White on several points. Interim City Manager Thomas presented ancexplanation. Xavier Hermosillo, 1930 Shamwood Street, addressed Item J-3, televising other City meetings. He felt the City should activate government channel 55 before losing it Xavier Hermosillo due to inactivity. Maxine Lichter, Walnut resident and West Covina Water Department customer. She too commented on the emergency • water conservation ordinance and made several suggestions Maxine Lichter to conserve water at the customer level. Emma Fischbeck, 1137 Auburn Drive, commented on reclaimed waste water (Item C-8g) noting that it really wasn't Emma Fischbeck available for residents to work with. Mayor Tarozzi responded to several of the questions and bond counsel John Murphy responded to the questions and comments relating to the Mello -Roos issue. City Attorney. agreed with Mr. Brown's comments regarding the need for a 4/5 vote of the Council regarding the urgency ordinance. She suggested the item be acted upon separately.
