REGULAR MEETING
WEST COVINA CITY COUNCIL
January 14, 1991
The regular meeting of the West Covina City Council was called to order by Mayor
Tarozzi at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
Covina, California. The Pledge of Allegiance was led by Councilmember Manners and
the invocation was given by Mayor Tarozzi.

Councilmember Herfert felt the proposed amendment was too
restrictive,and could not support it. His intentions
behind the banner idea was to give non-profit organizations
another means by which to advertise their events.
Original motion
Motion by Herfert, seconded by McFadden to refer the
amendment back to the Planning Department for revision.
Further comments and suggestions by Council followed,
with explanati6ns by staff of the particular language
used in the ordinance.

J-3, televising other City meetings. He felt the City
should activate government channel 55 before losing it

Mayor Tarozzi responded to several of the questions and

to convene the Redevelopment Agency meeting. The City
Council. -reconvened at 11:34 pm with all members present.

Council reviewed the summary report. Motion by .c
Manners, seconded by Herfert, and unanimously
carried to receive and file the report.
2) TELEVISING STUDY SESSIONS AND COMMISSION MEETINGS
Council reviewed the staff report. Mayor Pro Tem
McFadden asked for commissioners' input before
a decision is made on this issue. Councilmember
Herfert noted his support for the staff recommenda-
tion.
Motion by Herfert, seconded by McFadden, and
unanimously carried to hold over the item for four
to eight weeks for staff to gain opinions from the
City commissioners.

Council reviewed the staff report. Motion by Herfert,

over the matter until January 28, 1991 due to the late
hour.
McFadden Mayor Pro Tem McFadden reported on the latest meeting
of the League of California Cities' Environmental Quality
Committee.
Herfert Councilmember Herfert suggested the City look into some
type of recognition -or memorial for war veterans. Mayor
Pro Tem McFadden supported the concept. Mayor Tarozzi
asked Council to convey their thoughts to the City
Manager within the next couple of days.
