ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
December 12, 1990
The adjourned regular meeting was called to order by Mayor Tarozzi at 7:30 pm in the
City Hall Multipurpose Room, 1444 W. Garvey Avenue, West Covina. The Pledge of
Allegiance was led by Mayor Pro Tem McFadden.

The following persons addressed the City,:Council, offering
their views on the desired qualities for the new City
Manager:
Katherine Castucci, 430 S. Pima Avenue
Xavier Hermosillo, 1930 Shamwood Street
Fred Gratz, 1846 Broadmoor
CITY MANAGER RECRUITMENT PROFILE
Mayor Tarozzi'turned the meeting over to John Shannon,
president of Shannon Associates, with whom the City has
contracted to perform executive search services for the
position of City Manager. Mr. Shannon provided an over-
view of the recruitment and selection process.
Mr. Shannon introduced Steve Kingsford, also of Shannon
Associates, who conducted an exercise with the Council,
designed to achieve Council consensus on "the preferred
future" for West Covina, and the qualities required of a
City Manager to help achieve the Council's vision. Topics
explored included:
* the desired future of the City
barriers to achieving the desired future
the personal style of the City Manager
experience desired in City Manager candidates
the geographic reach of the search (primarily
California and the West)
* compensation (negotiable, depending upon experience
and qualifications)
