ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
NOVEMBER 5, 1990
The adjourned regular meeting was called to order at 7:30 pm by Mayor Tarozzi in
the Multipurpose Room at City Hall, 1444 W. Garvey Avenue, West Covina. The
Pledge of Allegiance was led by Councilmember Herfert.
ROLL CALL Mayor Tarozzi, Mayor Pro Tem McFadden, Councilmembers
Herfert, Jennings, Manners
Others Present: Thomas, Miller, Salazar, Holler, Wolff, Jones, Hanna, Wylie,
Manheim, Holmes, Berry
RECREATION AND PARKS COMMISSION Chairman Riggins called to order the Recreation and
Parks Commission. Those in attendance were: Riggins,
Godown. Those absent -were: Williams, Moreno, Sotelo
HUMAN RESOURCES COMMISSION Chairman Sheety called to order the Human Resources Com-
mission. Those in attendance were: Sheety, Azpeitia,
Jackson, Jones. Those"absent were: Wash, Brightwell,
Lichtman
ORAL COMMUNICATIONS Nancy Adin, 2632 Orange, commented on the Integrated Waste
Management Program funding alternatives, strongly opposing
Nancy Adin Alternative No. 2.
Jean Arneson, 1116 Donna Beth, commented on the Integrated
Waste Management Program funding and opposed the placing
of the BKK License Tax increase on the ballot for the
Jean Arneson citizens to choose.
COMMISSION CONSOLIDATION
Human Services Director Salazar presented the staff report
regarding the benefits to be derived from consolidating the
Recreation and Parks Commission and the Human Resources
Commission. Upon conclusion, Mayor Tarozzi commenced
discussion by asking comments of each of the meeting par-
tipants.
Recreation and Parks Commission Chair Riggins noted
that his commission members favored the current arrange-
ment, opposing-the'cbnsolidation.
Human Resources Commission Chair Sheety noted that
his commission members favored the consolidation and
looked forward to a change.
Council comments Councilmember Manners and Mayor Pro Tem McFadden stated
their opposition to a consolidation, feeling that the
community would be better served by commissions handling
concerns directly related to their original charge and
expertise.
The remaining Council felt that a combined commission
would pool the differing expertise and concerns, thereby
addressing issues more thoroughly. Also, a combined
commission would eliminate duplication of work at the
commission levels and at the staff level.
Motion by Herfert, seconded by Jennings to approve.the
consolidation of the Recreation and Parks Commission
and the Human Resources Commission into a Human Services

Commission and authorize staff to prepare the necessary
ordinance. Motion included the keeping of twelve commis-
sioners for one year, as a.trail period. The motion
carried with Manners and McFadden voting no.
Interim City Manager Thomas noted that the combined
commission would be effective at the time the appropriate
ordinance becomes effective, thirty days after its adoption.
Chairman Riggins and Chairman Sheety adjourned their
respective commis6ions at 8:32 pm.
Mayor Tarozzi called a recess at 8:35 pm. Council recon-
vened at 8:45 pm with all members of the Council present.
Council reviewed the staff report and discussed the pros
and cons of utilizing the City's newsletter for a question-
naire on recycling, anticipated response, what do', -to with
the responses, the cost involved, and the suggested
individual questions.
Upon conclusion of the discussion, motion by Jennings,
seconded by Herfert to take no action on the newsletter
survey at this time. Motion carried with McFadden voting
no.
Mayor Tarozzi called a recess at 9:15 pm to convene a
closed session in the City Manager:.6."Conference Room
to discuss with the City Attorney litigation matters,
pursuant to Government Code Section 54956.9(b). Council
reconvened at 10:10 pm.
INTEGRATED WASTE MANAGEMENT PROGRAM FUNDING
Council reviewed the staff report.
Mr. Bob Levy and Dr. George Trezek spoke 6n behalf
of the BKK Landfill. Mr. Levy read his letter that had
been submitted to Council earlier that day. Dr. Trezek
reported on a recycling plant that BKK is proposing in
Wilmington.
Royal Brown Mayor Tarozzi permitted Royal Brown, 2153 Aroma Drive,
to address the Council regarding BKK closure and the
staff recommended alternatives.
Mayor Tarozzi noted that he did not supp6rt:incieasing the
business license tax for BKK Landfill, but could support
an increase -in the tipping fees charged to West Covina
Disposal to be placed in abeyance for future City need
regarding the Integrated Waste Management Program.
Motion by Herfert, seconded by McFadden to place the
matter of increasing the BKK Landfill business license
tax on a ballot for citizen d6cision.
Councilmember Manners offered a substitute motion
to defer action on this item until the next Council
meeting of November 12, 1990, because of the November 6th
election and this action was precipitous. Councilmember
Herfert withdrew his motion.

Councilmember Jennings noted the Integrated Waste Manage-
ment costs could be allocated from the City's contingency
funds. He felt strongly that the matter should be decided
by Council and not placed before the voters for a decision.
The substitute motion by Manners to defer action until
November 12, 1990 was seconded by Jennings. The motion
carried by the following roll call vote:
AYES: Jennings, Manners, Tarozzi
NOES: Herfert, McFadden .
ADJOURNMENT Motion by Manners, seconded by McFadden, and unanimously
carried to adjourn the meeting at 11:37 pm.
