WEST COVINA CITY COUNCIL
October 30, 1990
The adjourned regular meeting of the West Covina City Council was called to order at
7:40 p.m. by Mayor Tarozzi in the Multipurpose Room of City Hall, 1444 W. Garvey Ave.,
West Covina. The Pledge of Allegiance was let by.Councilmember Jennings.

CONTINUED STUDY SESSION: FISCAL PLANNING
Interim City Manager Thomas presented the staff report. He
presented an update on the City's infrastructure needs that
were presented at the February 1989 Study Session with the
Citizens' Committee. He gave an overview of the City's
present standing on infrastructure needs and a review of the
most significant needs. He then presented a review of the
recent changes in legislation and its affect on revenues
since the completion of the Citizens' Committee study.
Interim City Manager Thomas then requested feedback from
Council.
COUNCIL FEEDBACK Councilmember Jennings requested information on paramedic
needs, bare bones infrastructure, Integrated Waste
Management Plan, and the Air Quality Management Plan, with
Jennings various methods of addressing them.
Councilmember Manners stated that relying on unappropriated
balances should be avoided. She stated she prefers the
Mello -Roos approach because it is designated for certain
purposes. She felt the Redevelopment Agency payback should
be structured to maximize the Agency's resources and a more
aggressive approach should be taken in bringing in
redevelopment projects. She also thinks a reassessment of
the cities we compare salaries and benefits with should be
made.
Councilmember Herfert felt the City will have to rely on
Redevelopment Agency payback plus something short term to
take care of immediate problems like infrastructure. He
is in favor of a $1.6 million a year for 20 years payback
Herfert from the Agency to the City.
Mayor Tarozzi asked what happens if we make no Redevelop-
ment Agency expenditures for new projects in this year and
asked what the Agency's balance would be at the end of the
year. He stated that he was in favor of an overall salary
freeze but with no elimination of positions and suggested
Tarozzi reducing BIT subvention to the Chamber of Commerce.
Mayor Pro Tem McFadden felt the rate of salary increases
should be reduced. He felt the City should look at
everything from bonds, loans, and grants and be creative in
McFadden finding new revenues.

Katherine Castucci, 430 Pima Avenue, stated she was glad
that Council was considering a scaled down CIP and not
going forward with the full Citizens' Committee recommenir
ations. She asked if consideration had been given
to ask big business what they could do for the community
that they had an obligation to the community. She also
stated that Emma Fischbeck's husband was in the hospital
an operation and requested each one to remember him in their
prayers.
Interim City Manager Thomas suggested a wrap-up session for
November 28 be set and Council concurred.
The meeting was adjourned at 9:20 p.m. to November 5, at
7:30 p.m. in the Multipurpose Room of City Hall.
