10-16-1990 - Regular Meeting - MinutesM I N U T E S ADJOURNED REGULAR MEETING WEST COVINA CITY COUNCIL October 16, 1990 The adjourned regular meeting of the West Covina City Council was called to order by Mayor Tarozzi at 6:30 pm in the Multipurpose Room at City Hall, 1444 W. Garvey Avenue, West Covina, California. The Pledge of.Allegiance was led by Councilmember Jennings. ROLL CALL Absent: Others Present: CLOSED SESSION ORAL`COMMUNICATIONS Mayor Tarozzi, Mayor Pro Tem McFadden, Councilmembers Herfert, Jennings Councilmember Manners (excused) Thomas, Miller, Berry, Wylie, Manheim, Holler, Koniarsky, Glover, Wolff, McClelland, Leavitt, Hanna Mayor Tarozzi recessed the City Council meeting to con- vene a closed session to discuss pending litigation with the City Attorney, pursuant to Gov. Code Section 54956.9(b) and personnel matters pursuant to Gov. Code Section 54957. Council reconvened at 7:35 pm. No comments offered at this time. UPDATE'ON WASTE BY RAIL La Verne Councilmember Tom Harvey, representing the San Gabriel Valley Association of Cities, presented an update on Waste by Rail project and suggestions. Mayor Tarozzi allowed citizens comments and the following addressed Council: Xavier Hermosillo, 1930 Shamwood Royal Brown, 2153 Aroma Drive Mr. Harvey answered questions posed by the citizens and the Council. He also responded to questions and comments posed by commissioners of the Waste Management and Environmental Quality Commission. Recess Mayor Tarozzi called a recess at 9:05 pm. Council reconvened at 9:25 pm. LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE RESOLUTIONS Council reviewed the staff report. Council commented on a number of the resolutions and propositions on the November 6th ballot. Council took separate actions on the following items: Resolution No. 6 Motion by Herfert, seconded by Jennings to oppose No. 6: Alcoholic Beverage Taxation. Motion carried by the following vote: AYES: Herfert, Jennings, Tarozzi NOES: McFadden ABSENT: Manners Motion by Herfert, seconded by McFadden to support the Resolution No. 17 staff,:recommendation to support No. 17. Bonds. AYES: Herfert, Jennings, Tarozzi NOES: McFadden ABSENT: Manners Resolution No. 31 Motion by Jennings, seconded by Herfert to oppose Reso- lution No. 31: Federal Military Reductions. Motion carried unanimously. - e. Resolution No. 36 Motion by Herfert, seconded by Jennings, and unanimously carried to support Resolution No. 36: Funding for Anti - Drug Programs. Resolution No. 45 Motion by Herfert, seconded by Jennings, and unanimously carried to support Resolution No. 45: State Budget Actions Adversely Affecting Cities. Motion by Jennings, seconded by Herfert, and unanimously carried to support remaining -resolution recommendations. UPDATING CITY ATTORNEY APPOINTMENT RESOLUTION Council reviewed the staff report. City Clerk presented: Resolution 8581 - RESOLUTION NO. 8581 - A RESOLUTION OF THE CITY appointing Elizabeth L. COUNCIL OF THE CITY OF WEST COVINA APPOINTING ELIZABETH Hanna City Attorney L. HANNA CITY ATTORNEY AND PROVIDING FOR DEPUTY CITY ATTORNEYS. Motion by Jennings,.seconded by Herfert, and unani- mously carriedto waive further reading of the resolu- tion and adopt. APPOINTMENT OF CITY TREASURER Council reviewed the staff report. Motion by Tarozzi, seconded by McFadden, and unani- mously carried to appoint City Clerk Janet Berry as City Treasurer to fill the unexpired term of City Treasurer. COUNCIL MEETING OF OCTOBER 22. 1990 CORTEZ PARK/FIRE STATION NO. 2 ORAL COMMUNICATIONS Jean Arneson Due to the League of California Cities Annual Conference, motion by Jennings, seconded by Herfert, and unanimously carried to foregor•the meeting of October 22 and hold the regularly scheduled meeting on October 29, 1990. Council received an update on this matter by Community Services Division Manager Miller,. noting that any actions by' -Council would be at a future meeting. Councilmember Herfert expressed an interest in having community meetings to gain citizen input before the draft EIR is completed. Jean Arneson, 1116 Donna Beth, asked about a one percent business license tax increase to the BKK Landfill license. Mayor'Tarozzi responded that the matter was postponed until October 29, 1990. - 2 - CITY COUNCIL MINUTES October 16, 1990 Page Three • Irene Cook Irene Cook, 404 S. Citrus, noted her opposition to relocating Fire Station No. 2 to Citrus Street. Oliver Riggins Oliver Riggins, 1239 Rowland Avenue, explained that he would be seeking solicitations for the Easter Seal twenty-four hour relay. Xavier Hermosillo Xavier Hermosillo, 1930 Shamwood, complained about apartment complex problems at the addresses of 1935 and 1945 Garvey Avenue North. Councilmember Herfert explained that the Police Chief's report addressed apartment complexes of 100 units or more and requested the Chief to respond to the com- plaints about those two specific complexes noted by Mr. Hermosillo.
