M I N U T E S ADJOURNED REGULAR MEETING OF THE WEST COVINA CITY COUNCIL October 1, 1990 The adjourned regular meeting of the West Covina City Council was called to order by Mayor Tarozzi at 6:30 pm in the Multipurpose Room at City Hall, 1444 W. Garvey Avenue, West Covina.The Pledge-6f Allegiance was led by Councilmember Manners. ROLL CALL Mayor Tarozzi, Mayor Pro Tem McFadden, Councilmembers Herfert, Jennings, Manners Others Present: Thomas, Hanna, Haley, Wylie, Holler, Panas, Holmes, McClelland, Koniarsky, Wolff, Mayer, Diederichs, Fertal, Miller, Yoshizaki, Berry CLOSED SESSION Mayor Tarozzi recessed the City Council meeting at 6:30 pm to conduct a closed session pursuant to Govern- ment Code Sections 54956.9 et seq. and 54957 to discuss the following: a. National Union & Fire Insurance Company v BKK. b. Potlach v City of West Covina (claim) C. Personnel matters Council reconvened at 7:30 pm to continue with the remainder of the Council Agenda. • ORDINANCES FOR ADOPTION Council reviewed the staff report. City Clerk presented: ORDINANCE NO. 1859 - AN ORDINANCE OF THE CITY COUNCIL Ordinance 1859 - OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CERTAIN Business licenses SECTIONS OF CHAPTER 14, SECTION 68 OF THE WEST COVINA MUNICIPAL CODE TO ADD CATEGORY Z: MISCELLANEOUS BUSINESSE; ORDINANCE NO. 1860 - AN ORDINANCE OF THE CITY COUNCIL Ordinance 1860 - OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CERTAIN Business licenses SECTIONS OF CHAPTER 14, SECTION 84 OF THE WEST COVINA MUNICIPAL CODE TO ADD CATEGORY Z: MISCELLANEOUS BUSINESSE! Motion by Herfert, seconded by McFadden, and -unani- mously carried to waive further reading of the ordinances Motion by Herfert, seconded by McFadden to adopt both ordinances. Motion carried by roll call vote: AYES: Herfert, Jennings, Manners, McFadden, Tarozzi NOES: NOne NEIGHBORHOOD COMPATIBILITY INTERIUM URGENCY ORDINANCE Planning Director Haley presented the staff report. City Attorney Hanna explained the urgency ordinance process of the proposed ordinance. City Clerk presented: Ordinance 1861 - ORDINANCE NO. 1861 - AN URGENCY ORDINANCE OF THE urgency ordinance re CITY COUNCIL OF THE CITY OF WEST COVINA DECLARING A • neighborhood compatibility LIMITATION ON THE SIZE OF THE EXPANSION OR CONSTRUCTION OF SINGLE FAMILY RESIDENCES AND DECLARING THE URGENCY THEREOF Motion by Manners, seconded by Herfer to adopt the urgency ordinance. Motion carried by roll call vote: AYES: Herfert; Jennings, Manners, McFadden, Tarozzi NOES: None - 1 - • 1 J • CITY COUNCIL MINUTES October 1, 1990 Page Two ORAL COMMUNICATIONS Harvey Burton, president of the West Covina Fire Asso., addressed the issue of enhancing the paramedic program Harvey Burton.. of the Fire Department. Jean Arneson, 1112 Donna Beth, reminded Council of her suggestion to tax the BKK Landfill for the generating Jean Arneson plant to increase revenues for the City. Katherine Castucci, 430 S. Pima Avenue, asked questions about the Redevelopment Agency's debt: how much is Katherine Castucci principal and how much is interest. CONTINUED STUDY SESSION - FISCAL PLANNING Recess ADJOURNMENT ATTEST V City C1erk,Berry Interim City Manager Thomas presented introductory remarks concerning fiscal planning for the City, noting that the first item for consideration would be the issue of enhancing the paramedic program. Fire Chief McClelland presented the staff report, dis- cussing first alternatives for enhancing the program and secondly various funding methods.' Mayor Tarozzi called a recess at 9:25 pm. Council reconvened at 9:33 pm. Council discussed in depth the various alternatives offered. -Staff-was directed to agendize the matter for final determination on the October 8, 1990 City Council meeting. Motion by Manners, seconded by McFadden, and unanimously carried to adjourn the meeting at 10:50 pm to 6:30 pm on October 8, 1990 for a closed session. - 2 - Mayor Tarozzi
