40 The adjourned regular meeting of the West Covina City Council was called to order
by Mayor Tarozzi at 6:30 pm in the multipurpose room at City Hall, 1444 W. Garvey
Avenue, West Covina.

CLOSED SESSION Mayor Tarozzi-conducted a closed session at 6:30 pm
in the City Manager's Conference Room to discuss litiga-
tion matters, 6ohferring with the City Attorney, and to
discuss personnel matters.
Council reconvened at 7:55 pm in the Multipurpose
Room with all members present.
PRESENTATION OF FY 90/91 CITY MANAGER'S PROPOSED BUDGET (CONTINUED)
Community Services Division Manager Miller presented
first the budget for the Office of Community Services.
Community Services The Intragrated Waste Management Plan and budget therefor
Division engendered a lengthy discussion on the requested two
additional positions for the office.

The FY 90/91 �r6posed budgets for Building and Safety
Department, Planiiing, and Human Services were presented
by Division Manager Miller.
Mayor Tarozzi called a recess at 9:20 pm. Council
reconvened at 9:35 with all members present.
Council discussed the requested increase in limited
service personnel for the Senior Citizens Center. It
was noted that these additional people would be avail-
able to work other special events as well.
Operational Services Di�,ision Manager Thomas presented
the budgets for Finance, Personnel Services, and City
Clerk.
Motion by Manners, seconded by Jennings, and unanimously
carried to adjourn the meeting at 10:25 pm until 6:30 pm
the following evening.
