AN ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
June 18, 1990
• The adjourned regular meeting was called to order by Mayor Tarozzi at 6:30 pm
in the multipurpose room at City Hall, 1444 W. Garvey Avenue, West Covina. The
Pledge of Allegiance was led by Mayor Tarozzi and the invocation was given by
Stuart York, president elect of the Chamber of Commerce.

Others Present: Fast, Eliot, Miller, Thomas, Wylie, Koniarsky, Keating,
McClelland, Jung, Panas, Holmes, Bommarito, Wolff, Jones,
Parker, Orr, Fields, Leavitt, Holler, Berry
CLOSED SESSION Mayor Tarozzi recessed the City Council meeting at 6:30 pm
to conduct a closed session regarding litigation matters
pursuant to Government Code Section 54956.9 et seq. The
closed session adjourned at 6:45 pm. The regular business
portion of the meeting began at 7:35 pm.
CHAMBER OF COMMERCE REPORT ON 1989/90 BUSINESS IMPROVEMENT ACTIVITIES AND FY 90/91
PROGRAM OF.WORK AND BUDGET
West Covina Chamber of Commerce President Tony Haisman
• reported on the accomplishments of the last year,,noting
the current shortage of staff at the Chamber offices.
West Covina Chamber of Commerce President-elect Stuart
York presented a philosophical discussion on the purpose
and direction of the Chamber for the upcoming year and
their desire to work with other community organizations
in making West Covina an outstanding city to live in.
Council questions about the Chamber's budget and one
particular activity, CounM7on Business.and Industry
(COW, were answered by the Chamber representatives.
PRESENTATION OF FY 90/91 CITY MANAGER'S PROPOSED BUDGET
City Manager Fast presented an overview of the revenues
anticipated for the upcoming fiscal year, detailing them
by source and fund. He also presented an overview of the
appropriations Citywide.
Recess Mayor Tarozzi called a recess at 9:15 pm. Council
reconvened at 9:30 pm with all members present.
PUBLIC SAFETY DIVISION
Police Chief Holmes presented the proposed budget:for
• the Police Department and the Office of Emergency Ser-
vices. Council "asked many questions of the particular
line items contained in the budgets.

Due to the time, Council decided to continue the Public
Safety Division presented the following evening.
ADJOURNMENT Motion by Manners, seconded by McFadden, and unanimously
carried to adjourn the meeting at 10:55 pm until 6:30 pm
on Tuesday evening, June 19, 1990.
