06-11-1990 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING WEST COVINA CITY COUNCIL June 11, 1990 • The regular meeting of the West Covina City Council was called to order at 7:30 pn in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, by Mayor Tarozzi. The Pledge of Allegiance was led by Mayor Tarozzi and the invocation was given by Rev. Keith Hubbell of First Baptist Church. ROLL CALL Mayor Tarozzi, Mayor Pro Tem McFadden, Councilmembers Herfert, Jennings, Manners Others Present: Fast, Hanna, Thorson, Eliot, Thomas, Miller, Wylie, Wolff, Holmes, Holler, Koniarsky, Haley, Fertal, McClelland, Berry APPROVAL OF MINUTES Councilmember Herfert requested the minutes of May 29 be amended to include a statement made by Iris Delameter that the strawberry field was graded the day after it was approved. Motion by Manners, seconded by Jennings, and unani- mously carried to approve the minutes of the adjourned regular meeting of May 22, 1990, and the regular meeting of May 29, 1990, as amended. Mayor Tarozzi welcomed students from West Covina High School, Councilmember Manners acknowledged a suggestion by student Fred Afare that separate bins be located in the City parks to encourage recycling. PRESENTATIONS Mayor Tarozzi proclaimed June, 1990, as SELECTIVE SERVICE SYSTEM AWARENESS MONTH and presented the proclamation to Richard Lewis Richard Lewis who is a member of the Selective Service Appeals Board. Mayor Tarozzi presented a resolution of commendation to Lupe Camacho a representative from St. Christopher's School for completing an Emergency Preparedness Program. Mayor Tarozzi presented a resolution of commendation to Richard Zimmerman, Richard Zimmerman, a retiring Police Reserve Officer, for :nineteen 3years of outstanding service to the City. Sherwin Elkins Mayor Tarozzi presented a resolution of commendation to Sherwin Elkins, a retiring Fire Engineer, for twenty- eight years of outstanding service for the City. HEARING ZONE CHANGE NO, 630 NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT Applicant: Noel Novarro and Richard Longobardo Location: South side of Cortez, west of Forestdale The hearing is to consider a change of zone from • Zone Change No, 530 Residential -Agricultural (R-A); Area District V to Negative Dec. Single -Family Reisdential (R-1), Area District IV. This would permit the creation of three lots for single family residential development. City Clerk Berry verified the affidavit of mailing and publication. Planning Director Haley explained the requirements for time of sewer hookups for the lots. Mayor Tarozzi commenced Council discussion, addressing the concern that the property will be divided into three lots, rather than'two as preferred by those.speaking in opposition. Mayor Tarozzi.called to order the Redevelopment Agency at 8:25 pm to conduct a joint public hearing on the following matter. 11EARING JOINT PUBLIC HEARING - FINAL ENVIRONMENTAL IMPACT REPORT AND PROPOSED MITIGATION MEASURES FOR THE EASTLAND REDEVELOPMENT PROJECT AREA AMENDMENT The City Council/Redevelopment Agency will consider approving a resolution certifying the Final EIR and Final EIR re Eastland adopting proposed mitigation measures for the East - Project Area Amendment. land Redevelopment Project Area Amendment. General Counsel explained that the EIR - 2 - CITY COUNCIL MINUTES June 11, 1990 Page Three at the'.library was complete and has been on file since November, 1988. The incomplete copy was availabe for only two hours and replaced as soon as discovered. He further explained the action requested of the Agency Board and Council for this evening, and • that actions will be requested again on the project when it come before them for consideration. In other words, certifying the EIR does not preclude a no vote on the project in the future. Council discussed whether to take testimony this evening, defer the testimony until the next meeting, take action this evening or defer it t6 another meeting. The consensus was to take testimony this evening, defer action until the next meeting with an opportunity for those at the next meeting to speak to the issue. The staff report was presented by Redevelopment Manager Yoshizak: who stated the record contains the following: 1) Draft EIR on the Eastland Redevelopment Project Area Amendment for Areas A through G, and Area H. 2) The Final EIR on the Eastland Redevelopment Project Area Amendment for Areas A through G, and Area H. Recess Mayor Tarozzi called a recess at 9:03 pm. Council reconvened at 9:15 pm with all members present. Public —Testimony Mayor Tarozzi opened the public testimony portion of the hearing City Clerk Berry stated that no written communications had been received regarding the EIR. Mayor Tarozzi asked for verbal comments and those speaking were: Emma Fischbeck Emma Fischbeck, 1137 Auburn Drive, stated her concerns: • a) An overlay map would have been extremely helpful in understanding the public hearing notice in the paper. b) The BKK Landfill area is quite large and will generate a large increase in traffic on Azusa and Amar. c) The developer should be required to replace the vegetation that will be removed. d) Perhaps the alley way behind the Azusa Avenue homes should be improved for those homeowners in the event three lanes of.traffic are required on Azusa Avenue. e) Where will the children from the newly developed residential areas attend school if the schools are removed. f) Will there be emergency access roads if the El Dorado site developes into a walled community. Peter Thorson Peter Thorson, Agency General Counsel, commented on the separateness of the EIR and blighted area designations. Jean Arneson Jean Arneson, 1116 Donna Beth, referred to pages 177 and 178 wherein a 1982 study was referenced. She suggested that seismic activity be included in the EIR. She commented on several other items and submitted them in writing. Royal Brown Royal Brown, 2153 Aroma Drive, protested the proceedings because the library copy was incomplete, the Final EIR was not avail- able for review. He said well contamination exists and the EIR should include site mitigations and'monitoring wells. He sug- gested using detention basins to catch groundwater runoff and • that more current data is available than that referenced in the EIR. Nancy Adin Nancy Adin, 2633 Maureen Street, reminded Council that odors stil emit from BKK in the evenings. She felt the EIR did not adequately address traffic issues sufficiently and offered alternatives that were not mentioned in the EIR. - 3 - • CITY COUNCIL MINUTES June 11, 1990 Page Four Iris Delameter Iris Delameter, 1212 W. Eckerman, agreed with the concerns expressed about the traffic increase in_the whole vacinity of Amar and Azusa Avenues. City Manager Fast stated that staff would respond to the comments in writing and would submit the responses at the next meeting in two weeks. Council comments Mayor Tarozzi reminded the audience that the City could not take over school sites - it takes action by the Mayor Tarozzi School District. He also noted that testimony would also be taken at the next meeting, as this matter wo6ld. be held over until June 25, 19,90. Councilmember Herfert Councilmember Herfert asked for a clarification of the size of the landfill area in question and noted that future developments would eliminate the wildlife. Matter held Motion by Manners, seconded by McFadden, and unanimously over until 6/25/90 carried to hold over action until June 25, 1990. The Redevelopment Agency was recessed at this point, 10:14 pm, to allow Council to move forward with the Council agenda. HEARING CITYWIDE SEWER STANDBY AND AVAILABILITY CHARGES - 1990/91 METHOD OF COLLECTION City Clerk Berry verified the affidavit of publication. Motion by Manners, seconded by Herfert, and unanimously carried to receive and file the affidavit. Public Mayor Tarozzi opened the hearing and the staff report was -Testimony presented by City Engineer Thomas. Mayor Tarozzi asked None for public comments and no one address the Council. Pima Avenue, commented that signs are needed on Ashdale to indicate that vehicles over six feet in height are prohibited from parking (Item C-6h) and wondered if additional trips and play- ground equipment could be funded from Prop A funds. (Item D-3). 'Jean Arneson, 1116 Donna Beth, clarified her earlier • points and asked what it costs to produce the "Directions" Jean Arneson newsletter. Iris Delameter, 1212 W. Eckerman, spoke on behalf of Nancy Adin regarding West Cvoina and neighboring cities to address the timing of the railroad trains at Valley Iris Delameter and Nogales. HUMAN SERVICES DEPARTMENT 1) BUS STOP SHELTER MAINTENANCE CONTRACT Council reviewed the staff report. Bus Stop Shelter Maintenance - Motion by Jennings, seconded by Herfert, and Valley Light Industries unanimously carried to authorize the Mayor to execute • a contract with Valley Light Industries for the cleaning of bus stop shelters in a non -to -exceed amount of $21,760. OPERATIONAL SERVICES DIVISION No items scheduled for this meeting. • PUBLIC SAFETY DIVISION DER Appropriation FISCAL SERVICES DIVISION DER APPROPRIATION Council reviewed the staff report. Motion by Jennings, seconded by Herfert, and unani- mously carried to approve the appropriation of $80,000 from available DER funds to the SET account: 117-2135. No items scheduled for this meeting. REDEVELOPMENT AGENCY Mayor Tarozzi recessed the City Council meeting at 11:29 pm to convene the Redevelopment Agency meeting. Council reconvened at 11:30 pm with all members present. COUNCILMEMBERS' REPORTS Councilmember Manners recommended that the Commute Management Plan be forwarded to the Personnel Commission Manners for review and comment. McFadden Mayor Pro Tem McFadden announced his appointment to the League of Cities Environmental Quality Committee and suggested a committee of two Councilinembers.andrstaff to work on a consensus on waste management issues. Herfert Councilmember Herfert-expressed concern about the missing 70 pages in the Redevelopment EIR.
