REGULAR MEETING OF
THE WEST COVINA CITY COUNCIL
May 14, 1990
The regular meeting of the West Covina City Council was called to order by Mayor
Tarozzi at 7:30 p.m. in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
• Covina. The Pledge of Allegiance was led by Councilmember Jennings and the invocation
was given by Rev. Kenneth W. Clowdus of Community Christian Center.

ANNOUNCEMENT
Mayor Tarozzi announced the birth of his granddaughter,
Kimberly Michelle today.
APPROVAL OF MINUTES
Motion by Manners, seconded by Herfert, and unanimously
carried to approve the minutes of the regular meeting of
April 9, 1990, the adjourned regular meeting of April 17,
1990, and the regular meeting of April 23, 1990.
PRESENTATIONS
Mayor Tarozzi proclaimed May as Older Americans Month
and presented the proclamation to Fred and Bella Gratz.
Mayor Tarozzi proclaimed July 28, 1990 as Intergeneration
Day for the City of West Covina and presented the
proclamation to Fred and Bella Gratz.
• Mayor Tarozzi presented Fred and Bella Gratz with a
Resolution of Commendation for being named the representatives
for West Covina to the Los Angeles County Older
Americans Recognition Day.

Introduction Mayor Tarozzi took a moment to recognize Aimee Howe and
Sara Wallace of Friend to Friend, a group that will be
participating in Intergeneration Day, who in turn addressed
the Council on the need to have a better understanding
between the older and younger generation.

questioned the administrative costs and Human Resources
Director Salazar went over each line item for the proposed
budget. Councilmember Herfert requested staff to look into
the distribution of the Careship program.

AGENDA AND ORAL COMMUNICATIONS
Shirley Shaffer, California Senior Legislature, (Item N-2)
stated she supports the Senior Citizen Commission. She
introduced Elizabeth Krantz, a senior legislator from West
Shirley Shaffer
Covina.
Louis Gilbert, 428 South Fernwood, (Item N-2), stated his
appreciation for the consideration of a Senior Citizen

Commission.
Paul Wild, 3599 Hillhaven Drive, (Item E3a), urged the
Council to pass this ordinance. He stated over 25 trees
Paul Wild have already been cut down.
Robert Camden, 1104 Don Ridge Way, Covina, (Item E3a)
stated he is very concerned about the destruction of the
Robert Camden trees and urged Council to pass this ordinance.
Katherine Castucci, 430 S. Pima, (Item N-2) stated she
thinks the Senior Citizen Commission is an excellent idea
• Katherine Castucci but questions the method for appointment to the Commission.
Thomas Lorincz, 839 East Herring, (Item E3a) questioned if
this ordinance covered other trees around the City or just
those in this canyon. Also he would like to see stiffer
Thomas Lorincz fines or jail sentence for violation of this ordinance.
Royal Brown, 2153 Aroma Drive, (Item E3a), thinks the
ordinance should reduce the list of trees to only include
Royal Brown those being affected in the canyon.
Hal Ledford, Planner from City of Covina, (Item E3a),
supports this ordinance to solve the immediate problem in
the canyon. He feels this also should be addressed on a
Hal Ledford larger scale.
Oliver Day, 1326 West Glenmere Street, is concerned about the
deterioration of the block wall on Sunset Avenue between
Oliver Day Merced and Francisquito.
Mabel Tronsgard, 1334 Glenmere Street, stated her concern
about the deterioration of the block wall beside her house
and vandalism in the area. She feels the City should pay
Mabel Tronsgard for the repairs to the wall and her home.
• 'Corey Warshaw, 3330 E. Holt Avenue, (Item E3a and C8),
stated his support of this ordinance but is concerned about
the 12 inch caliper measurement and preferred a 6 inch
requirement. He stated his concern about Grand Avenue
being torn up after the street improvements have been

Joan Wild, 3599 Hillhaven Drive, (Item E3a) felt the
fines for violation of the ordinance should be much

Annette Lyford, 3106 E. Los Cerrillos, was concerned about
the Glen Fed project grading and the school district
boundaries. She is concerned that children may cross her
Annette Lyford property on the way to school.
Louis Gilbert, 428 S. Fernwood, (Item E3a), urged the
• Council to pass this ordinance. He stated he had fought
the City for years over the trimming of his trees and thinks
the whole issue of trees and the environment in West Covina
should be referred to the Waste Management and Environmental
Louis Gilbert Quality Commission.

a) Urgency Ordinance for the Protection of Trees of a
Certain Species and Caliper
Tree Preservation The proposal is to pass an urgency ordinance which will
prohibit the destruction, removal, or excessive pruning
of any tree of the Oak, Walnut, Sycamore, and Pepper species
with a caliper of twelve (12) inches or more measured at
four and one-half feet above the natural grade. Planning
Director Haley presented the staff report.
Councilmember McFadden requested the ordinance be changed
to read 6 inch caliper rather than the proposed 12 inch
caliper.

Motion by Manners, seconded by Herfert, and unanimously
carried to waive further reading of the resolution and adopt.

Mayor Tarozzi recessed the City Council meeting at 12:17 a.m.
to convene the Redevelopment Agency meeting. The meeting

Relocation Appeals Board Appointments
Motion by McFadden, seconded by Herfert, and unanimously
carried to hold this item over.
Senior Citizens Commission
Senior Citizens Commission
Council reviewed the staff report.
Councilmember Manners stated she was not convinced there
was a need for such a commission and also felt the appointment
process should be the same as for all commissions.
Mayor Pro Tem McFadden stated he supported the formation
of the commission but didn't agree with the appointment
process. Councilmember Herfert supports the formation
of the commission and that the Human Resources Commission
and Recreation and Parks Commission should be combined.
Councilmember Jennings stated he agreed with Councilmember
Manners in that he isn't convinced of the need and suggested
waiting until there is a complete realignment of all the
commissions.
Motion by Tarozzi, seconded by Herfert, to authorize
the formation of a Senior Citizens Commission. Motion
carried by the following vote:
AYES: Herfert, McFadden, Tarozzi
NOES: Jennings, Manners

five commissioners from recommendations by the Senior
Citizens Center Support Group. Motion failed by the
following vote:

carried to keep the selection of commissioners the same as

Motion by Herfert, seconded by McFadden, and unanimously
carried to waive further reading of the ordinance.
Motion by Jennings, seconded by Herfert, to introduce
the ordinance as amended. Motion carried by the following
vote:

Approval of Resolutions of Commendation
Motion by Manners, seconded by Herfert, and unanimously
carried to approve a Resolution of Commendation for Pete
Reynolds, the Covina Citizen of the Year, and retiring
Police Reserve Sergeant Richard B. Zimmerman.
Proclamations
Mayor Tarozzi proclaimed May 1990 as Emergency Drinking Water
Month as part of the Earthquake Survival Program.
Mayor Tarozzi proclaimed May 1990 as Goodwill Month.

Councilmember Herfert requested that this item be held

Councilmember Herfert requested that this item be held
over.
Councilmember Manners commended Mike Miller for his
efforts to conserve paper by printing his reports on both
sides of the paper. She also passed out water awareness
buttons. She requested a Resolution of Commendation for
Manners St. Christopher's Emergency Preparedness program.
Councilmember Herfert commented on Fire Service Day that
was put on at Fire Station No. 1. It was an excellent
Herfert event.
Councilmember McFadden requested information of the groundwater
cleanup agency dispute and wanted a report on what
the objections are to the proposed EPA program by the
McFadden Upper San Gabriel Valley Water District and other purveyors.
ADJOURNMENT Motion by Manners, seconded by Herfert, and unanimously
carried to adjourn the meeting at 1:14 a.m. to 6:30 p.m. on
May 22, 1990 at Edgewood Middle School.
