ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
May 7, 1990
The adjourned regular meeting was called to order at 7:30 pm by Mayor Tarozzi in
the Multipurpose Room, basement area at City Hall, 1444 W. Garvey Avenue, West
Covina. The Pledge of Allegiance was led by Councilmember Manners.

SENIOR CITIZENS CENTER EXPANSION
City Manager Fast noted the use of the current Senior Citizen;
Presentations facility has been excellent and there are CDBG funds still
available to meet the expanding needs of the citizens and
the center.
Building and Safety Director Glover discussed past briefings
and actions thusfar regarding the center.
Recreation Superintendent Jones explained the process used
to address the expanding needs of the center, utilizing the
Functional Use Committee, input from the seniors on a monthly
basis, and the architect. Mr. Jones reviewed the statistical
findings of the programs offered and the ever-increasing
number of participants.
Architect Frank Sata detailed the preliminary plans of the
expansion project and the conceptual use for the additional
building.
Council asked several questions regarding the design, use,
Discussion parking availability, adjacent properties, and the impact
of the expansion on Cortez Park. The architect and staff
responded to the questions. Mr. Sata noted that in the
event use.'of the expanded facility was to increase again,'
it would be advisable to review other locations for another
facility, rather than expand the Cortez center.once moire..
City Manager Fast stated that the next step in the process
would be to present plans and specifications to Council
for approval and authorization to call for bids.
Recess Mayor Tarozzi called a recess at 8:35.pm. Council reconvened
at 8:45 pm with all members present.
CAMPAIGN FINANCING Assistant to the City Manager Wylie presented a comphre-
hensive report covering the City's current ordinance,
requirements of Proposition 73, recommendations of the
report furnished by the Commission on Campaign Financing,
and possible modifications that could be incorporated into
the City's ordinance.
Council discussed several aspects of campaign financing
limitations, such as:
a) extending the City's current disclaimer. re,.ads

• required of PAC's to apply to individuals as well,
b) include a penalty of some sort regarding the vandal-
izing of political signs,
c) limiting PAC expenditures,
d) imposing a blanket $1000 contribution limitation to
all contributors,
e) limiting candidate expenditures,
f) decreasing individual contributions to $25,
g) the difficulty of enforcing campaign financing
regulations.
City Attorney Hanna explained that any limitations on candi-
date or PAC expenditures would-be unconstitutional. She
also discussed the impact and legalities of Proposition 73.
Using the graph provided by staff which!6utlined the dif-.
ferences among the City's'ordinance; the recommendations of
the Commission's report, and Proposition 73's requirements,
Council took each item one by one to reach a concensus.
However, as the conversation continued, the comments
evolved into adopting Proposition 73's requirements.with an
addition or two. This would require the current City ordi-
nance to be repealed in its entirety.
City Attorney to Council agreed to direct the City Attorney to draft an
draft ordinance ordinance incorporating Prop 73 adding the disclaimer phrase
for Council's to include individuals as well.as PACs to apply to all forms
• consideration. of advertising. Council would have an opportunity to add
or delete individual items at the time the ordinance comes
before Council for consideration.
ORAL COMMUNICATIONS Royal Brown, 2153 Aroma Drive, liked the idea of limiting
All contributors to $1000. On another matter, he suggested
a study be conducted in the south end of the City regarding
senior citizens needs before the Senior Citizens Center at
Royal Brown Cortez Park be expanded.
CLOSED SESSION Mayor Tarozzi recessed the City Council meeting at 10:00 pm
to conduct a closed session pursuant to Government Code
Section 54956.9(b), to confer with the City Attorney
regarding pending litigation. Council reconvened at
10:20 pm.
ADJOURNMENT Motion by Manners, seconded by Herfert,,and unanimously
carried to adjourn the meeting at 10:20 pm.
