Garvey Avenue, West Covina. The Pledge of Allegiance was led by Councilmember Herfert and the invoca- tion was ,given by Rabbi Nattiv of Temple Shalom. Council -reconvened at 8:55 pm with all members present. AGENDA AND ORAL COMMUNICATIONS •' Sam Burkhart, 1500 Lahaina Street, spoke to his, letter/ Sam Burkhart - .petition 6ubmitted-under Written Communications. Katherine Castucci, 430 S. Pima Avenue, requested the issue - of the Eastland Towers parking situation (an item listed under Redevelopment Agency Agenda Item 1) be agendized Katherine Castucci for the next Council meeting. Royal Brown, 2153 Aroma Drive, spoke to the Written Com- munication's item re trees at Woodgrove Park. He suggested short trees or bushes at the top of the slope and taller Royal Brown trees at the base of the slope. Delia Chavez-Varela, 105 Poxon Place, addressed Item I of the Traffic Committee Minutes urging approval of requested Delia Chavez-Varela fire lane sign installation. • Arthur Duguay, 1518 Lahaina Street, stated the trees from Arthur Duguay Woodgrove Park were obstructing his view (C-1). Mabel Tronsgard, 1334 Glenmere Street, wanted to speak to Mabel Tronsgard a claim she filed against the City regarding code enforce- ment problems. Mayor Tarozzi stated that since there may be a lawsuit regarding her issue, Council was not permitted to discuss this particular matter with her. - 2 - • • CITY COUNCIL,MINUTES April 23, 1990 Page Three Debra England, 544 N; Osborn'Avenue, encouraged Council to lead the City in being number one in environmental Debra England issues. - Mayor Tarozzi responded to, the comments offered above: It is appropriate that the Written Communications item be referred to the Planning Commission. ' The procedures for installing fire lane signs in -condominiums was explained 'and the Traffic Committee recommended approval to the Council. CONSENT CALENDAR City Manager Fast stated that the issue regarding evening parking at Eastland Towers is scheduled for a closed ses- sion at the next Council meeting. Councilmember Herfert emphasized the two different issues being presented to the Planning Commission regarding City trees: tree preservation and the Woodgrove Park over- grown trees. He encouraged the Planning Commission to understand the two separate issues. Written Communications Petition received from residents adjacent to Woodgrove Park regarding trees blocking their view. PUBLIC WORKS DIVISION 1) CITY PROJECT SP 90125 - STREET MODIFICATIONS FOR WOOD - GATE DRIVE CLOSURE - SELECTION OF CONSULTANT Council reviewed the staff report. Council questions were answered by staff. SP 90125 - Motion by Jennings, seconded by McFadden, and Coory Engineering unanimously carried to a) establish SP 90125, b) appropriate $11,000 from Miantenance District No. 1 Contingency Fund to SP 90125 (181-320-3027-7200), and c) accept the proposal of Coory Engineering in an amount not to exceed $9,000 and authorize the Mayor and City Clerk to execute the agreement. FISCAL SERVICES DIVISION No items scheduled for this meeting. REDEVELOPMENT AGENCY Mayor Tarozzi recessed the City Council meeting at 9:45 pm to conduct the Redevelopment Agency meeting. The City Council reconvened at 9:50 pm. CITY MANAGER 1) APPROVAL OF DEFERRED COMPENSATION INVESTMENT AGREEMENT WITH WEST COVINA FEDERAL CREDIT UNION Council reviewed the staff report. West Covina Federal Credit Motion by Manners, seconded by Herfert, and unani- Union - deferred comp. mously carried to include the West Covina Federal Credit Union in the City's deferred compensation pack- age and authorize the Mayor and City Manager to proceed with the execution of the agreement. 2) LEGISLATION Legislation Council reviewed the staff report. APPROVAL OF DEMANDS Motion by McFadden, seconded by Manners to approve Demands totaling $1,455,879.69 as listed on check registers FI 115451 through 115920. COUNCILMEMBERS' REPORTS Councilmember" Manners announced the City of'Covina's Citizen of the year was Pete Reynolds of Reynolds Buick, West Covina. She suggested the City of West Covina also recognize his contributions to West Covina. Manners She also suggested recognizing Fred and Bella Gratz for Intergeneration Day proclamation and activities. Both items to be agendized for next Council meeting. Mayor Pro Tem McFadden attended the Earth Day festival at City Hall and hoped the .activities would be expanded next year. McFadden He suggested a Council resolution be sent to the legislature requested funds to reopen the Trauma Center at Queen of the Valley Hospital. Agreement was reached that a letter from the Mayor would achieve better results. He requested copies of the claims filed against the City,.,.' After additional comments from Council, City Manager Fast suggested a report to Council on the current procedures would be an appropriate step prior to any Council changes. MAYOR'S REPORTS Mayor Tarozzi also commented on the Earth Day celebrations and the Foothill Transit/LACTC program. Mayor Tarozzi reported that Bill Ryan, a retired long-term employee of the West Covina Police Department, is currently very ill. For all his dedication to the City, Mayor Tarozzi asked Council to consider taking an emergency action to allow discussion and decision regarding the possibility of naming one of the Police Department's con- ference rooms in Bill Ryan's name. Motion by Manners; seconded by Herfert, and unanimously carried to add the item under urgency provisions•ofathe, ` Brown.Act:. Motion by Herfert, seconded by Jennings, and unanimously carried to approve the Mayor's suggestion. Mayor. Tarozzi shared an invitation he received from Angel's Camp, to participate in the Annual Ca:lavezas County Frog Jumping Contest. Mayor Tarozzi proclaimed the following: 1990 NATIONAL EMPLOYEE HEALTH AND FITNESS DAY (5/19) NATIONAL YOUTH SERVICE DAY (4/27/90) DUCK, COVER AND HOLD MONTH (5/90) as part of the Earthquake Survival Program ELKS NATIONAL YOUTH WEEK (5/1 - 5/7) SECRETARIES WEEK (4/22 - 4/29) - 6 - CITY COUNCIL MINUTES April 23, 1990 Page Seven MAYOR'S REPORTS (cont) ANNUAL APPOINTMENTS Mayor Tarozzi reviewed the list of appointments and some changes were made to accommodate conflicts. Motion by Manners, seconded by Herfert, and unanimously carried to concur -with the appointments, except the • appointment as Director on the Consortium Board of Directors. Councilmember Manners expressed her desire to Annual appointments remain in that position. Mayor Tarozzi stated the appoint- ments were the Mayor's perogative and he wished to sit on that Board. Motion by Herfert, seconded by Jennings to approve the appointment of Tarozzi as Director to the Consortium Board of Directors. Motion passed with Manners voting no. Mayor Pro Tem McFadden offered his position as alternate to the Consortium Board of Directors to Manners, who in turn accepted the post. CITY COMMISSION REAPPOINTMENTS Council reviewed the staff report. Council concurred on reappointing the following commissioners: Cy Lichtman (Human Resources Commission), John Sheety (Human Resources Commission), Dorothy Shepherd (Personnel Commission), Russell Gordon (Planning Commission), and William Ketter- ingham (Waste Mgmt/Environmental Quality Commission). These were commissioners who qualified for reappointment and expressed a desire to remain 6n their respective commissions. Mayor.Tarozzi expressed his preference for having the limitationstticken from the Code.
