WEST COVINA CITY COUNCIL
April 16, 1990
The adjourned regular meeting of the West Covina City Council was called to order
at 7:30 p.m. by Mayor Bacon in the Multipurpose Room of City Hall, 1444 W. Garvey
• Avenue, West Covina.

AIR QUALITY MANAGEMENT AND INTEGRATED WASTE MANAGEMENT STUDY SESSION
City Manager Fast explained the reason for the Integrated
Waste Management Plan which is mandated by AB 939. Council
has had one Study Session on recycling which is only one
element of this plan. He also mentioned he had met with
the Council -elect and briefed them on AB 939. The City
Manager then turned the meeting over to Community Services
Director Miller.
Recess Mayor Bacon recessed the City Council meeting at 8:17 p.m.
for a short celebration in honor of City Attorney Colin
Lennard for his years of service to the City. The City
Council reconvened at 8:30 p.m. with all members present.
The Community Services Director Mike Miller presented an
overview of the Air Quality Management Plan and the
• Integrated Waste Management Plan required to be completed
by the City. These plans will be amendments to the City's
Environmental Quality Element of the Genera Plan. The
required Hazardous Waste Management Plan will be another
amendment to the same General Plan Element.
The Air Quality Management Plan (ACMP) has specific control
measures that must be considered by the City. The City's
Plan must be completed by January 1, 1991. Failure to meet
this deadline or adequately consider the control measures
could mean: penalties applied to City; withholding of
Federal Funds from City; and/or the control measures will
be imposed by the State or Federal EPA.
The Integrated Waste Management Act of 1989 requires the
City to divert a minimum of 50 percent of the waste generated
in the City from landfills. The City is required to prepare
a Source Reduction and Recycling Element by July 1, 1991.

waste characterization; source reduction; recycling;
composting; solid waste facility capacity; education and
public information; funding; special events; and household
hazardous waste.
Mr. Miller revealed the proposed Integrated Waste Management
Budget for the City to comply with the State mandate. Staff
• proposed the implementation of an Integrated Waste Management
Fee to fund the required City activities. Precisely how
this fee could be applied is yet to be determined. The
proposed budget and the listed activities would allow the
City to comply with the required deadlines. Failure to do
so could mean monetary penalties against the City.

Discussion ensued between the City Council and staff to
clarify the provisions of law, the need for the additional
City staff and the requirements of the two regional plans.
No City Council action was required or taken at this time.
APPROVAL OF RESOLUTION OF COMMENDATION FOR MAYOR PRO TEM LEWIS
Motion by Tarozzi, seconded by Manners, and unanimously
carried to approve a Resolution of Commendation for
Mayor Pro Tem Lewis.
ORAL COMMUNICATIONS Iris Delameter, 1212 W. Eckerman, inquired if a uniform fee
could be imposed on all trash haulers including West Covina
Iris Delameter Disposal at the BKK Landfill.
Bruce Wilder, 2115 Wentworth Way, Upland, inquired as to
what the ongoing budget would be for the Integrated Waste
Bruce Wilder Management Plan. Staff responded.
ADJOURNMENT Motion by Manners, seconded by McFadden, and unanimously
carried to adjourn the meeting at 10:05 p.m.
