REGULAR MEETING
April 9, 1990
The regular meeting of the West Covina City Council was called to order at 7:30 p.m. by
Mayor Bacon in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The
Pledge of Allegiance was led by Councilmember Tarozzi and the invocation was given by
Reverend Lawrence Cole of the Community Christian Center.

Motion by Lewis, seconded by Tarozzi, and unanimously
carried to approve the Minutes of the regular meeting of
March 26, 1990.
Mayor Bacon proclaimed April 8-14, 1990, as National
Telecommunicators Week and presented the proclamation to
Mary O'Guinn, Communications Supervisor for the City of West
Covina.
Mayor Bacon proclaimed April 22-28, 1990, as California
Juniors Week and presented the proclamation to Maria Shroeder
and Marilyn Driftmeier of the West Covina Jr. Women's Club.
Barbara Cooke from Assemblyman Bill Lancaster's office
presented Mayor Bacon with California Legislature Resolution
Number 808 commending him for his many years of service to
the City and the State.
Temporary Sign Program (Amendment No. 227)
Amendment No. 227 proposes to establish provisions for a
"Temporary Sign Program" for large buildings in nonresi-
dential zones.
Deputy City Clerk Perkins verified the affidavit of publica-
tion. Mayor Bacon opened the hearing and Planning
Director Haley presented the staff report.
Public Testimony Mayor Bacon opened the public testimony portion of the

CHAPTER 26, AS IT RELATES TO TEMPORARY SIGNS FOR LARGER
BUILDINGS IN NON RESIDENTIAL ZONES. (Amendment No. 227)
Motion by Manners, seconded by Lewis, and unanimously
carried to waive further reading of the ordinance and
introduce.
Mayor Bacon called to order the Redevelopment Agency at
8:15 p.m. to conduct the following joint public hearing.

approval of a First Amendment to the Owner Participation
Agreement between the Agency and Sylvan S. Shulman Co./ West
Covina Associates.
Deputy City Clerk Perkins verified the affidavit of publica-
tion. Mayor Bacon opened the hearing and Redevelopment
Manager Yoshizaki presented the staff report.

Mayor Bacon completed the remainder of the Redevelopment
Agency agenda to the end. He recessed the Redevelopment
Agency at 9:30 p.m. and continued with the City Council
agenda.
AGENDA COMMUNICATIONS Doug Stevens, Director, Mid Valley Mental Health, requested
Council to send a letter to the Los Angeles County Department
of Mental Health protesting the cutting of funds for County
Doug Stevens Mental Health services provided by Mid Valley. (Agenda
Item No. K-2)
Henry Palmer, 3436 Acridge Drive, requested the City staff
to have the earthquake faults studied before allowing a 29
Henry Palmer story office building to be built. (Agenda Item No. A-1)

with Community Disposal Company for the work to be performed.
b) Purchase of Fuel Flexible Vehicle
Recommendation is to take the following actions:

a) Authorize a Resolution initiating an agreement
Ford Motor Company
between the City, California Energy Commission and
the Ford Motor Company and all other documents
necessary to implement and carry out the agreement.
b) Authorize staff to purchase one (1) 1989 Ford Crown
Victoria for $17,101.00 plus tax and processing fees
from the State of California.
• c) Purchase of Public Safety Vehicles
Recommendation is to authorize staff to pre -order fifteen
Public Safety Vehicles- 1990 Ford Crown Victoria police sedans from the State of
State of California California with delivery after July 1, 1990, at a cost of
$182,414.29 including tax and purchasing fees.

Recommendation is to adopt the following:

Mayor Bacon commented on funding of CIP projects statewide
and in West Covina, noting that revenues have dropped 18
percent in less than 10 years.

Medfly Eradication Program
Recommendation is that the City Council request the
Governor authorize and the State of California finance
an independent examination of the use of malathion in
the Medfly Eradication Program and report the results
to the public in 90 days. The independent examination
is to consist of medical professionals outside of all

governmental agencies and the agricultural field,
excluding universities, that are qualified to examine
this issue.
Motion by Lewis, seconded by Tarozzi, and unanimously
carried to approve.
3) Integrated Waste Management Task Force

Mayor Bacon announced the dates and locations of the four
roundups scheduled throughout the county. Councilmember

problems created by the parishioners of Calvary Chapel
during services.

Mayor Bacon remarked that West Covina has good government,
good level of services with fewer dollars than most other
cities in Los Angeles County. The average person pays
$44 per year in direct taxes to the City. He suggested
the Tribune should start using 25% recycled paper. He
thanked the many citizens who have appreciated his service.
He also thanked the staff and Councilmember Manners for their
help. He feels the new Council needs to take a hard look at
what has been accomplished and what needs to be done for the
future.
COUNCILMEMBERS' REPORTS Approval of Resolution of Commendation and City Tile
Motion by Lewis, seconded by McFadden, and unanimously
Resolution of Commendation carried to approve a Resolution of Commendation and a City
for Robert Bacon Tile for Mayor Robert Bacon.
Councilmember Tarozzi stated his concern about a location
for the West Covina Playhouse. They have been approached
by another city. He hopes we can help them get a new place
Tarozzi to use.
Councilmember McFadden agreed with Mayor Bacon regarding
the use of recycled paper by the Tribune. He also wants to
see ads run on recycled paper rather than slick stock. He
also commented on the need to find a home for the West Covina
Playhouse, the Historical Society, and the Chamber of
McFadden Commerce.
Councilmember Manners commented on the "Trash 2000" Symposium
sponsored by the Rose Institute she attended in Claremont.
Manners She also commented on the SGVAC Rail Haul effort.
Closed Session Mayor Bacon called a recess at 11:30 p.m. for the purpose of
a closed session on personnel matters. Council reconvened at
11:40 p.m. with all members present.
• ADJOURNMENT Motion by McFadden, seconded by Tarozzi, to cablecast the
Study Session on April 16 and to hold the meeting in the
Council Chambers. Motion failed by the following vote:

McFadden withdrew the motion.

carried to adjourn the meeting to the Multipurpose Room on
April 16 at 7:30 p.m. The meeting was adjourned at
11:59 p.m.
