WEST COVINA CITY COUNCIL
April 2, 1990
. The adjourned regular meeting of the West Covina City Council was called to order
at 7:30 pm by Mayor Bacon in the City Hall Council Chambers, 1444 W. Garvey Avenue,
West Covina. The Pledge of Allegiance was'led by Mayor Bacon.
ROLL,CALL Mayor.Bacon, Mayor Pro Tem Lewis, Councilmembers
McFadden, Tarozzi, Manners (arrived 7:34 pm)
Others Present: Fast,Hanna,' Lennard, Thorsen, Eliot, Miller, Wylie,
Keating, Yoshizaki, Winters, Fertal, Cleary, Holler,
Perkins

Closed Session Mayor Bacon calleda recess at'7:32 pm for the purpose
of conducting a closed session regarding personnel
and litigation matters. Council reconvened at 7:43 pm
with all members present.
APPOINTMENT OF CITY ATTORNEY AND ASSOCIATE CITY ATTORNEY
Council reviewed the staff report.
City Attorney presented:
Resolution 8480 - RESOLUTION NO. 8480 - A RESOLUTION OF THE CITY
appointing Betsy Hanna COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
as City Attorney APPOINTING ELIZABETH L. HANNA CITY ATTORNEY AND COLIN
LENNARD ASSOCIATE ATTORNEY OF THE CITY OF WEST COVINA
Motion by Manners, seconded by McFadden, and unani-
mously carried'to waive further reading of.the reso-
lution and adopt.
Recess Mayor Bacon recessed the City Council meeting at 7:48 pm
to convene the Redevelopment.Agency meeting. The
City Councilreconvened at,8:43 pm with all members
present.

Katherine Castucci
Jean Arneson, 1124 Donna Beth, questioned the right of
the Mayor to use the March 26 Council meeting to voice
his opinion on certain Council candidates and Council -
members. The City Attorney confirmed that the Mayor
was within legal boundaries.
James Mohaka, 2317 Curtis Court; Glendora, commented
on eminent.domain,an& the added.traffic problems and
paramedic• services that',will-be created by the expan-
sion of Fashion Plaza.
; •Iris Delametei, 121,2 W. Eckerman, requested clarifica-
tion on,the ownership and funding of the parking area
at Fashion Plaza.

Katherine Castucci, 430.Pima Avenue, stated that she
had remembered that the Eastland Tower was suppose to
provide parking for Charley Brown's Restaurant in the
evening. She had tried to park there one evening but
the garage was closed.
Mayor Bacon noted that he was negotiating with the
developer on.an additional parking structure.

COUNCILMEMBERS' REPORTS Councilmember.McFadden commented on -Fashion Plaza..
He felt there was.a lot of confusion amoung the
citizens.over the project. He thought it was time to
McFadden make a decision and move ahead with the 'project.
• - 'Mayor Bacon.commented on arecent meeting with sixteen
German students during their recent tour of City Hall.
The students were visiting. West Covina High School.
Mayor,Bacon;also discussed his reasons for his
- prior statements made at Council meetings. He commented
further, on budgetary -constrains, the history of,the
Watt project, and Councilmember Tarozzi's reasons
for opposing -the Watt project as well as the Fashion
Plaza expansion project,.
The Mayor discussed other -issues including: =
tax9increments,"benefits of the Redevelopment Agency,
the Council/Manager form of government, recycling,
Bacon infrastructure,needs, etc. -
Councilmember Tarozzi commented on Katherine Castucci's
- - question"regarding the parking situation involving
Eastland Tower and Charley Brown's. He also.discussed
the negotiation process for the Fa7ftion'Plaza project
Tarozzi and the'Ma'yor`s remarks.
Closed Session; Mayor'Bacon°call'ed a recess at 9:30 pm -for the purpose
of conducting a closed.session regarding litigation
matters. Council reconvened at 9:45 pm.
ADJOURNMENT Motion by Tarozzi,.seconded by McFadden, -and unanimously
carried to adjourn�the'meeting at 9:45 pm.
