03-26-1990 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING March 26, 1990 The regular meeting of the West Covina Council was called to order at 7:30 p.m. by Mayor Bacon in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by Al Garcia and Boy Scout Troop 448 and the invocation was given by Reverend Don Bommarito. ROLL CALL Mayor Bacon, Mayor Pro Tem Lewis, Councilmembers McFadden and Tarozzi. Councilmember Manners arrived at 8:00 p.m. Others Present: Fast, Hanna, Wylie, Eliot, Thomas, Wylie, Holler, Holmes, Koniarsky, Jones, Jung, McClelland, Virata, Keating, Diederichs, Haley, Johnson, Bommarito, Clark, Cleary, Perkins APPROVAL OF MINUTES Motion by Lewis, seconded by Tarozzi, and unanimously carried to approve the Minutes of the regular meeting of February 26, 1990 and the Minutes of the regular meeting of March 12, 1990. PRESENTATIONS Steve Lange of South Hills Little League presented Mayor Bacon with a replica of the dedication plaque at the South Hills field. A replica plaque was also presented to Greg Jones, Recreation Department. HEARING Draft Housing Element TP—ublic Testimony Portion of Hearing Closed) Draft Housing Element Deputy City Clerk Perkins stated the affidavits of publication and mailing were on file. Mayor Bacon explained that the Council would consider adoption of the Draft Housing Element. Planning Director Haley presented the staff report. Council discussion ensued. Mayor Bacon pointed out that Council Discussion we are one of only about 40 cities that have met the 13, requirements for the Housing Element. Council questions were answered by staff. City Attorney presented: RESOLUTION NO. 8474 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING THE REVISED HOUSING ELEMENT OF THE CITY OF WEST COVINA GENERAL PLAN. Motion by Tarozzi, seconded by Lewis, and unanimously carried to waive further reading of the resolution and adopt. HEARING Oversized Vehicle Parkjn R7%riition Ordinance ' E TP—ublic Testimony Port n Oversized Vehicle Parking Mayor Bacon opened the hearing and explained that this Restrictions hearing is to consider the recommendations made by the Ad Hoc Committee. City Engineer Harry Thomas presented the staff report. Motion by McFadden, seconded by Tarozzi for sake of discussion, to amend the 72 hour limit to apply to oversized vehicles only. Motion failed by the following vote: AYES: McFadden NOES: Lewis, Manners, Tarozzi,.Bacon The City Attorney presented: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-22(a) OF THE WEST COVINA MUNICIPAL CODE RELATING TO THE REMOVAL OF VEHICLES FROM CITY STREETS. Motion by Tarozzi, seconded by Manners, and carried by the following vote to introduce the ordinance: AYES: Lewis, Manners, Tarozzi, Bacon NOES: McFadden Motion by Tarozzi, seconded by Lewis, and unanimously carried to: a) Direct the Planning Commission and staff to conduct a study and prepare an appropriate draft ordinance providing for recreational vehicle storage facilities within the City including consideration of procedures for allowing rental parking spaces on single family lots. b) Direct staff to prepare a brochure or other document describing City parking regulations, suitable for public dissemination. c) Direct staff to prepare a report on the feasibility of a City -owned and/or operated recreation vehicle storage facility. Motion by Bacon, seconded by Tarozzi, and carried unanimously to appropriate that amount out of contingency reserves until finalization of funding alternatives closer to the time of delivery. PUBLIC WORKS DIVISION Establishment of Street Tree Grant Account Recommendation is to: a) Establish City Project MP-90124, and MP-90124 - Street b) Appropriate $35,340.00 in Proposition 70 Park Bond Tree Grant Account Grant Program funds to project MP 90124. The City Council reconvened at 9:13 p.m. with all members present. Recess Mayor Bacon recessed the City Council meeting at 9:14 p.m. for a short recess. The City Council reconvened at 9:25 p.m. with all members present. CITY MANAGER Extension of MSAC Cablevision Agreement Council reviewed the staff report. Recommendation is to adopt the following: Resolution 8478 - MSAC RESOLUTION 8478 - A RESOLUTION OF THE CITY COUNCIL OF Cablevision Contract THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE AGREEMENT extension BETWEEN THE CITY OF WEST COVINA, MT. SAN ANTONIO COLLEGE, AND CENCOM CABLE TELEVISION REGARDING THE COMMUNITY ACCESS CABLE TELEVISION PROGRAMMING. Motion by Manners, seconded by McFadden, and unanimously carried to support and request an amendment to SB 1980, and oppose AB 2779, AB 2541, and SB I unless amended. Motion by Manners, seconded by Lewis, to oppose AB 1776, motion carried by the following vote: AYES: Lewis, Manners, Bacon NOES: McFadden, Tarozzi San Gabriel Valley Image Project Council reviewed the staff report. Mayor Bacon commented on the history and importance of this project. Motion by Manners, seconded by McFadden, and unanimously carried to appropriate $1,000 from unappropriated excess Business Improvement Tax funds to complete the start up phase of the project. Ot Appeais boara members Council reviewed the staff report. Discussion ensued regarding the required number of votes to approve an action and the appointing process. Motion by Manners, seconded by Lewis, and unanimously carried to approve the amended Relocation Appeals Board Bylaws, as amended regarding votes. Motion by Manners, seconded by Lewis, and carried by the following vote to appoint the following individuals to the Relocation Appeals Board and to approve such appoint- ments: Curtis Bonneville Wendell Wellman William Fowler Teri Anderson Anna Lee Farber Don Bommarito (Alternate) AYES: Lewis, Manners, Bacon NOES: McFadden, Tarozzi APPROVAL OF DEMANDS Motion by Lewis, seconded by McFadden, and unanimously carried to approve Demands totaling $1,719,797.73 as listed on check registers FI 114735 through 115517. ORAL COMMUNICATIONS Iris Delameter, 1212 West Eckerman, commended on the footrace from Baker to Las Vegas in which 20 off -duty West Covina Iris Delameter officers participated and did very well. MAYOR'S REPORTS Pasadena Light Rail Line Council reviewed the staff report. Discussion ensued regarding the rail line service to the San Gabriel Valley and on the funding aspects through Proposition III and 108. Mr. William Forsyth, of Foothill Transit, answered Council questions. Motion by Manners, seconded by McFadden, and unanimously carried to support the early construction of the Pasadena light rail line and commuter rail line to San Bernardino. CITY COUNCIL MINUTES COUNCILMEMBERS' REPORTS MARCH 26, 1990 PAGE SIX Proclamations Mayor Bacon proclaimed March, 1990, as Home Safety Measures Month (Earthquake Survival Program). Mayor Bacon proclaimed April 2-7, 1990, as Public Health Week '90. Mayor Bacon proclaimed April, 1990, as Fair Housing Month. Landscape Maintenance District #6 Rate Stabilization Fund Reagendizing (Tarozzi) Councilmember Tarozzi requested that no action on this item because he was satisfied that citizen had been addressed. There were no objections. be taken concerns Councilmember Tarozzi explained his reasons for voting no on the Relocation Appeals Board appointees. He also commented on a recent visit by the Mayor of LaTrinidad, Tarozzi Benguet, Philippines and the tour she took of City Hall. Councilmember McFadden reported on the groundbreaking ceremony he attend for the Takaneka building. He also explained his reason for voting against the Oversized Vehicle Parking ordinance. Councilmember Manners presented a plaque to Mayor Bacon from SCAG for his service on the Environmental Quality Manners Committee. Councilmember McFadden congratulated Mayor Bacon on his recognition by SCAG and Councilmember Manners for being McFadden named Woman of the Year by the Legislature. Lewi s Bacon Tarozzi McFadden Closed Session ADJOURNMENT Councilmember Lewis commented on his upcoming meeting with eight Japanese exchange students and encouraged some of the other Councilmembers to be there also. Mayor Bacon commented on West Covina's excellence in municipal government. He reviewed some of his past comments. He commented on the need for voters to consider how much time council candidates have to devote to the City,what their motivation is for running, and their past record of service. Councilmember Tarozzi commented on the amount of Council travel and suggested the Mayor or his appointee should attend conferences, etc. and bring back tapes for the rest of the Council. He also commented on his stand on the Fashion Plaza expansion. Councilmember McFadden commented on earlier references to his running for State Senate and that he is here to stay in West Covina and will be running for reelection. Mayor Bacon called a recess at a closed session on litigation at 11:26 p.m. 10:50 p.m. for the purpose of matters.
