MEETING - WEST`COVINA CITY COUNCIL March 19, 1990 The adjourned regular meeting of, the West Covina City Council was called to order at 7:30.pm,in thetCity.Hall;Council Chambers,' 144, W. Garvey Avenue, West Covina, by Mayor Bacon. The Pledge of Ahlegiance was' fed by'Mayor Bacon. ROLL.CALL Mayor Bacon, Mayor Pro Tem'Lewis, Councilmembers Manners, McFadden, Tarozzi Others Present: Eliot, Hanna, Wylie, Holler, Holmes, Miller, McClelland, Perkins. . HEARING CURBSIDE RECYCLING'AND AUTOMATED REFUSE SERVICE' Mayor Bacon explained that.the request is to set a specific date for final„action on curbside recycling and automated refuse service proposals. a Public Testimony Xavier Hermosillo Sherrie Berillon.. Annette Lyford Iris Delameter 0 Paul Johnson Adam Dynowski Louis Fine Fred Romens Katherine Castucci Public Testimony closed Deputy City Clerk Perkins verified the affidavit of publication,Mayor Bacon opened the hearing and Community Services Director Miller presented the staff report. Staff responded to Council questions. Mayor Bacon opened the hearing for public testimony• and the following individuals addressed Council. Xavier Hermosillo, 1930 Shamwood, congratulated staff on.the excellent presentation. He favored some portions of the proposal and opposed others. He supported voluntary recycling and wondered about. the overall costs. Sherrie Berillon, 2428.Cedarwood, stated that she already voluntarily recycles and questioned why she should have to pay to do it. Annette Lyford, 3106E. Los Cerrillos, expressed concern about maneuvering the 95 gallon cans down her driveway.. :She -also suggested requiring drought resistant landscaping on developments to reduce the amount of yard waste. Iris Delameter, 1242 W. Eckerman, requested clarification on recyclable materials. She favored mandatory recycling, but preferred the smaller trash. bins. " Paul Johnson, 307 Morris Avenue, questioned the mechanics of the recylcing bins and suggested the use of trash compactors. Adam Dynowski, 1730 Autumn Drive, askedfor a clarification as to why the trash collection rate would increase. Louis.Fine,.1210 S.,R6bin Road, favored recycling but not automated refuse service. He felt thatthe proposed tia'sh,rate's were too high.. Fred Romens, 1863 Woodgate Drive, opposed an automated refuse service. He stated the Legislature should create markets for recyclabies. Katherine Castucci,. 430 S. Pima Avenue, favored recycling, but opposed automated waste pickup. Community Services Director Miller responded to the citizen comments., Mayor Bacon'closed the testimony portion of the,hearing. COUNCIL' MINUTES'. Council discussion Mayor Bacon commenced Council discussion on the. -issue. - Motion by Manners, seconded by�Tarozzi, and ' unanimously carried to agendize the issue for the second meeting in May, 1990. ORAL COMMUNICATIONS; Larry McDonough, 541 E. Merced Avenue, stated Larry McDonough that he recycles 98% of his trash. ..MAYOR'S REPORTS Mayor Bacon requested that the following items be agendized,for the March 26th Council meeting: a) Pasadena Light Rail System b) At 1776 regarding initiatives and referendums for the SCAOMD regulations c) AB 2541 regarding transit policy making in Los Angeles County. COUNCILMEMBERS' REPORTS Councilmember Manners reported on the San Gabriel Valley Association of Cities Forum on April 19 for the candidates for Los Angeles County First District Manners Supervisor. • Councilmember.McFadden reported meeting Governor McFadden Deukmejian at a recent reception at Frank Hill's home.
