REGULAR MEETING
March 12, 1990
The regular meeting of the West Covina City Council was called to order at 7:34 p.m. by
Mayor Pro Tem Lewis in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.
The Pledge of Allegiance was led by Girl Scout Troop 477 and 455 and the invocation was
given by George Johnstone of the Salvation Army.
ROLL CALL Mayor Pro Tem Lewis, Councilmembers Manners, McFadden, and
Tarozzi. Mayor Bacon arrived at 7:38 p.m.
Others Present: Fast, Hanna, Wylie, Eliot, Miller, Thomas, Holmes, Salazar,
Keating, Johnson, Yoshizaki, Holler, Perkins
PRESENTATIONS Mayor Pro Tem Lewis proclaimed March 11-17, 1990 as Girl Scout
Week and presented the proclamation to members of Girl Scout
Troop 477 and 455.
Mayor Pro Tem Lewis proclaimed March 18-23, 1990 as Daffodil
Days for the American Cancer Society and presented the
proclamation to Erna Stuckey and Cy Lichtman.
Mayor Pro Tem Lewis proclaimed March 18-24, 1990 as National
Employ the Older Worker Week and presented the proclamation
to Rosalie Chavez.
Councilmember Tarozzi announced the first Candidates Forum
would be on Wednesday, March 14 at 7:30 p.m.
Mayor Pro Tem Lewis announced the closure of the L.A. County
Library during the week of April 19-25 for the installation
of a new automated circulation system. For additional infor-
mation citizens may contact the Library at (818) 962-3541.
Mayor Bacon arrived at 7:38 p.m. and conducted the rest of
the meeting.
HEARING Water Well Permit Fees
Water Well Permit Fees Section 23-306C of the Municipal Code allows the City Council
to set Filing and Permit Fees for Water Wells by resolution.
Deputy City Clerk Perkins verified the affidavit of -publica-
tion and mailing. Mayor Bacon opened the hearing and City
Engineer Thomas presented the staff report.
Public Testimony Mayor Bacon opened the public testimony portion of the
Tn Favor: hearing and asked for comments favoring the matter and no
None one addressed the Council.

WELL PERMIT AND FILING FEE FOR WATER WELLS, CATHODIC
PROTECTION WELLS AND MONITORING WELL DRILLING AND ABANDONMENT.
Motion by Tarozzi, seconded by Manners, and unanimously
carried to adopt the resolution.

AGENDA COMMUNICATIONS Katherine Castucci, 430 Pima, (Items No. 0-4 & N-1) urged
the Council to untable the Oversize Vehicle item. She felt
the proposed solutions were good for all concerned. She also
requested that the Council not make any Commission appoint -

Jean Arneson, 1124 Donna Beth Avenue, (Item N-1) urged the

the election. Mayor Bacon pointed out that it is only on the
agenda to adopt a process, and that the appointments would

Carolyn Arndt of the West Covina Food Bank (Item No. 0-1)
wanted to let the Council know she was available to answer

Pearl Aiassa, 1120 South Astell, (Item No. D-4), urged the
Council to untable this item and act on it before the
Pearl Aiassa election.
Doug Stevens, Executive Director of the Mid Valley Community
Mental Health Council (Item No. K-2) requested Council to
hold this item over until the next Council meeting. He had
been in contact with Supervisor Schabarum who indicated that
he would be looking at this in the next few days. Mr.
Stevens indicated he would inform the City Manager of what
Doug Stevens would be needed for the next meeting.
Fred Romens, 1863 Woodgate Drive, (Item No. D-4), urged the
Council to go ahead with the solution the ad hoc committee
Fred Romens had worked out.
• Maurice Dosso from Friends of the Ivory Coast, (Item E-1)
requested Council support for their group to use one of the
Maurice Dosso City facilities to conduct an African Dance Class.
James Squillacote, 1871 Upperton Avenue, Los Angeles,
expressed his thanks and appreciation to the Council for
James Squillacote awarding him his appeal.
Lollie Bergman, 426 S. Leaf, stated her concern about
comments made regarding Councilmembers being "influenced."
She felt the citizens have a responsibility to try to
influence elected officials and it is up to the people to
Lollie Bergman judge the rightfulness of the influence.

Public Works Mutual Aid Agreement for Emergency Services with
the Los Angeles County of Public Works.

Council reviewed the staff report.
Motion by Manners, seconded by Tarozzi, and unanimously
carried to approve the sanctioning of the Friends of the
Ivory Coast to use City facilities to provide African Dance
classes.

REDEVELOPMENT AGENCY Mayor Bacon recessed the City Council meeting at 8:17 p.m.
to convene the Redevelopment Agency meeting. The City
Council reconvened at 9:15 p.m. with all members present.
Recess Mayor Bacon recessed the City Council meeting at 9:16 p.m.
for a short recess. The City Council reconvened at 9:29 p.m.
with all members present.

Council reviewed the staff report.
Study Session Times Discussion ensued on the pros and cons of using the three
and Locations different public meeting rooms in City Hall and the time of
Study Sessions.

Sessions at 7:30 p.m. in the Multi Purpose Room in City
Hall and if the room is deemed too small for any particular
study session, the meeting will be relocated to the Council
Chambers.

APPROVAL OF DEMANDS
Motion by Lewis, Seconded by McFadden, and unanimously
carried to approve Demands totaling $1,605,364.89 as listed
on check registers FI 114437 through 114734.
ORAL COMMUNICATIONS
Bob Cantu, Cantu & Associates Engineers & Developers,
stated he would like to file a complaint against a Department

Head and claimed the City Manager refused to meet with him.
Steve Herfert, 1124 Donna Beth, asked questions regarding
the need for the Interstate Hotels 90-day extension. He also
requested that the recycling and automated waste proposals be

MAYOR'S REPORTS
Expiration of Commissioners' Terms: Procedure for Appointment

report. Motion died for lack of second.
Motion by McFadden to adopt the process as stated in the
staff report but to set last meeting of June as deadline for
appointments. Motion died for lack of second.
Motion by Lewis, seconded by Manners, to agendize the
reappointment of Commissioners for the March 26, 1990 meeting
and then advertise for applications after the number of actual
openings is known. Motion failed by the following vote:

NOES: McFadden, Tarozzi, Bacon
Motion by Bacon, seconded by Manners, and unanimously
carried to agendize the reappointment of Commissioners for the
April 24, 1990 meeting and then advertise for applications
after the number of actual openings is known.
Motion by McFadden, seconded by Tarozzi, and unanimously
carried to complete the entire appointment process by the
last meeting in June.
Older Americans Recoanition Da
Council reviewed staff report.
Older Americans Motion by Manners, seconded by Tarozzi, and unanimously
Recognition Day - carried to nominate Fred and Bella Gratz as the City's
Fred and Bella Gratz nominees for the Older Americans Recognition Day on May 12,
1990. Mayor Pro Tem Lewis commented on the ceremony. He has
• attended with the nominees from West Covina for the past two
years. He would like to see more recognition by the City
of the nominees. The City Manager will report back on
possibilities.

Curbside Recycling and Automated Refuse Proposals
Council reviewed the staff report.
Curbside Recycling and
Discussion ensued regarding the date for the public hearing.
Automated Refuse
Motion by Tarozzi, seconded by McFadden, to have the

public hearing on April 30. After Council discussion Tarozzi
withdrew. his motion. McFadden expressed his desire for the
April 30 date and did not agree to withdraw his second to
the motion. The following roll call vote
was taken to allow the motion withdrawal:

Motion by Manners, seconded by Tarozzi, and unanimously
carried to set March 19, 1990, as the date for the public
hearing on the curbside recycling and automated refuse
service proposals.
Proclamations
Mayor Bacon proclaimed March, 1990 as Portable Radio and
Batteries Month (Earthquake Survival Program).
Mayor Bacon proclaimed March 18-24, 1990 as United Way
CareWeek.
COUNCILMEMBERS' REPORTS
West Covina Food Bank (McFadden)
Council reviewed staff report.
West Covina Food Bank
Discussion ensued regarding possible ways to fund the
requested $1,200. Councilmember Manners noted the Food Bank
serves surrounding communities as well as West Covina and
suggested that other cities, churches,
and private donors be asked to contribute.
Motion by McFadden, seconded by Tarozzi, and unanimously
carried to approve $400 from FY 89-90 budget of
unappropriated funds to assist the West Covina Food Bank.

Councilmember Manners commented on an article in the Tribune
which claimed that all Councilmembers have sought the advice
of a particular former Councilmember at one time or another.
She refuted that claim stating she has never sought that
person's advice on matters coming before the Council.
Mayor Pro Tem Lewis reported on the West Covina Optimist
Club Athletic Games and commended the Club on an outstanding
job. He also reported on the Arbor Day ceremony and
presented packets of seeds to each of the Councilmembers.
He presented a Tree City flag to the City Manager.
Councilmember McFadden reported on the Local Government
Commission seminar he recently attended and encouraged other
Councilmembers to attend LGC seminars as they are very
worthwhile. He also requested information about the City's
Earth Day celebrations.
Mayor Bacon reported on the National League of Cities meeting
he attended in Washington, DC. The Energy, Environment, and
Natural Resources Committee set their priorities for the next
year with recycling as the number one priority.
