REGULAR MEETING
February 12, 1990
The regular meeting of the West Covina City Council was called to order at 7:30
p.m. by Mayor Bacon in the City Hall Council Chambers, 1444 W. Garvey Avenue,
West Covina. The Pledge of Allegiance was led by Mayor Bacon and the invocation
was given by Reverend Jerry Kitzis of Youth for Christ.

Councilmember McFadden requested the following
correction: replace "forcing" with "requesting"
on page two of the January 22 minutes.
Motion by Manners, seconded by Tarozzi, and unanimously
carried to approve the Minutes of the regular meeting
of January 22, 1990, as corrected, the Minutes of the
adjourned regular meeting of January 22, 1990, and the
Minutes of the special meeting of January 30, 1990.
HEARING Weed Abatement - 1990
The request is to abate the weeds and rubbish on
those properties described in Resolution No. 8451
Weed Abatement - 1990 adopted by Council on January 22, 1990.
Deputy City Clerk Perkins verified the affidavit
of mailing. Mayor Bacon opened the hearing and
Fire Chief McClelland present the staff report.

questions were answered by staff.
Notion by Manners, seconded by McFadden, and carried
unanimously to direct the Fire Chief to abate the
weeds and rubbish on those properties described in
Resolution No. 8451.
HEARING Adoption of Model Well Ordinance
Section 13801(c) of the California Water Code requires
Model Well Ordinance the City to adopt a Water Well Ordinance.
Deputy City Clerk Perkins verified the affidavit of
publication and mailing. Mayor Bacon opened the hearing
and City Engineer Thomas presented the staff report.

ADOPTING A WATER WELL, CATHODIC PROTECTION WELL,
AND MONITORING WELL DRILLING AND ABANDONMENT ORDINANCE
AND ADOPTING BY REFERENCE STANDARDS THEREFORE.
Motion by Manners, seconded by Lewis, and unanimously
carried to waive further reading of the ordinance.
Motion by Manners, seconded by McFadden, and unanimously
carried to adopt the ordinance by the following
roll call vote:

PRESENTATION Mayor Bacon proclaimed February 11-17, 1990, as
DECA WEEK and presented the proclamation to Jennifer Able
and Lillian Finegold, of the Distributive Education
Club of America, Del Norte Chapter.
AGENDA COMMUNICATIONS Steve Herfert, 1124 Donna Beth, (Item No. E-2) spoke in
favor of child care in West Covina and suggested alot of
publicity for it. In regards to Item K-1, he supported
• broadcasting the Council meetings live but suggested
waiting the 6 month trial period before making the final
Steve Herfert decision.
Royal Brown, 2153 Aroma Drive, (Item No. H-1) asked
questions regarding the sale and use of the property
Royal Brown proposed for sale.
Katherine Castucci, 430 Pima Avenue, wanted to thank
staff for the answer she received regarding why the Sr.
Katherine Castucci Citizen's Center used a travel agency from San Dimas.

Sale of Aroma Property
Mayor Bacon stated the reason for the sale of this
property is because it is surplus property. The
funds are allocated to another CIP project probably
for Fire Station No. 2. The current structures
will be removed by the purchaser. Recommendation
is to adopt the following:
RESOLUTION NO. 8463 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING
THE PURCHASE AND SALE AGREEMENT BETWEEN THE CITY AND
BRUTOCO DEVELOPMENT FOR THE SALE OF THE AROMA PROPERTY
SUBJECT TO CERTAIN TERMS AND CONDITIONS.
Motion by Tarozzi, and seconded by Manners and carried
unanimously to waive further reading of the resolution and
adopt.
Mayor Bacon recessed the City Council meeting at 8:26 p.m.
to convene the Redevelopment Agency meeting. The City
Council reconvened at 8:32 p.m. with all members present.

City Council reviewed the staff report.
Motion was made by Manners, seconded by Lewis, to
wait until the six-month trial period is over to make
a decision. Motion carried by the following vote:

APPROVAL OF DEMANDS Motion by Lewis, seconded by McFadden, and carried
unanimously to approve Demands totaling $2,203,749.57
as listed on check registers FI 113561 through 113988.,
ORAL COMMUNICATIONS Emma Fischbeck, 1137 Auburn Drive, requested that
• a crossing signal be installed across Citrus Street
where the equestrian center is being developed due
to nearby school, park, and church. She also suggested
Emma Fischbeck restriping the street to facilitate left turns.
Iris Delameter, 1212 West Eckerman, commented on
Iris Delameter two birds she saw on the courthouse lawn this morning.

Katherine Castucci, 430 Pima Avenue, expressed concern
about the delays in the Interstate Hotels project and
suggested the City should look at vacancy rates of nearby

Corey Warshaw, 3330 East Holt, stressed the importance
of child care facilities for West Covina employees as well
as residents. He also suggested developers should be
required to provide facilities in projects with more than

APPROVAL OF RESOLUTION OF COMMENDATION
Motion by Lewis, seconded by Manners, and unanimously
carried to approve a resolution of commendation
for retiring Ray Knapp, a long-time City employee.
Mayor Bacon discussed his reasons for not seeking
reelection. He wants to spend more time with his
family and devote more time to his law practice.
He also stated his belief that incumbents shouldn't serve
forever.
Voting Machines
Council reviewed the staff report. Mayor Bacon commenced
discussions. Motion was made by Lewis, seconded by
Manners, to direct staff to provide more information and
solicit informal bids. Motion carried by the following
vote:
AYES: Lewis, Manners, Bacon
NOES: McFadden, Tarozzi
Councilmember Tarozzi commented on Water Fund/MIF trans-
actions. He requested staff to agendize for a later date.
Councilmember McFadden requested staff to agendize
publishing the Council votes from the past two years
McFadden either in the City newsletter or in the newspaper.
Closed Session Mayor Bacon called a recess at 9:29 p.m. for the
purpose of a closed session to confer with the City
Attorney about litigation entitled Tolleson v. City
of West Covina. Council reconvened at 9:49 p.m.
with all members present.
