01-22-1990 - Regular Meeting - MinutesM_'I N U_,T'E S ' REGULAR MEETING WEST COVINA CITY' COUNCIL , January 22, 1990 • The regular meeting of the West Covina City Council was called to order by Mayor Bacon at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance and invocation was given by Mayor Bacon.. ROLL CALL Mayor Bacon, Mayor Pro Tem Lewis, Councilmembers Manners, .. McFadden, Tarozzi Others Present: Fast, Hanna, Eliot, Thomas, Perkins, Berry, Wylie, Johnson, Haley, Miller, Koniarsky, McC1e11and, Meacham, Holmes, Holler, Yoshizaki, Keating, Bonaparte, Weiser APPROVAL OF MINUTES Motion by Manners, seconded by McFadden, and unanimously carried to approve the minutes of the regular meeting of January 8, 1990 and the adjourned regular meeting of January 15, 1990. Motion by Manners, seconded by McFadden to approve the minutes of the special meeting of January 8, 1990. Motion carried with Tarozzi abstaining as he was not in attendance for that meeting. HEARING APPEAL OF THE ADMINISTRATIVE REVIEW BOARD DECISION TO DENY SLIGHT MODIFICATION NO. 132 Anne Squillacote, 2442 James Avenue • Mayor Bacon stated that this hearing had been held over. Slight Modification from October 9, 1989 and staff has recommended that the No. 132 (Squillacote) matter'be referred to the .Traffic Committee for review and action. Motion by Tarozzi, seconded by Manners, and unani- mously carried to approve the staff recommendation. HEARING OVERSIZED VEHICLE OVERNIGHT PARKING RESTRICTION ORDINANCE Mayor Bacon noted that Council has already received 5? - ' hours of testimony on this subject and asked Council Oversized vehicle how they would like to proceed with this matter tonight. parking restrictions Prior to Council's discussion on the,proceedings, ._ a staff report was presented by City Engineer Thomas and a synopsis of a recent General Attorney's opinion was given by the City Attorney.. Motion by Tarozzi, seconded by McFadden to open ' - the hearing for more testimony. Mayor Pro Tem amended to the motion to limit the number of testimonies to five,people on either side of the issue. Councilmeimber Manners corrected statements made in Frank Barbagallo's letter under Written Communications and - noted her opposition to taking Council comments early in the meeting before City business is conducted. Councilmember Tarozzi agreed with Councilmember Manners and noted his mistake in'voting for the Agenda change.• Mayor Bacon explained the Council/Manager form of govern- ment and the consequences ''if that process is abused.
