M I N U T E-S WEST COVINA CITY COUNCIL ADJOURNED REGULAR MEETING January 15, 1990 The adjourned regular meeting of the West Covina City Council was called to order at ;1 6:35 pm by Mayor,Bacon.in the Management Resource Center, Room 316 at City Hall, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Bacon, Councilmembers Manners, McFadden, Tarozzi Absent: Mayor,Pro Tem•Lewis Others Present: Fast, Miller, Wylie, Lennard, Perkins, Holler, Berry and Roy Proctor;(West Covina Disposal Company) AUTOMATED REFUSE SERVICE AND CURBSIDE RECYCLING Mike Miller, Community Services Director,,noted the purposes of the study session: to inform; receive comments and questions and direction from the City Council on possible informal public..hearing on those proposals. Staff presented an overview of the need for more responsible management of our waste. Information reviewed with the City in past.meetings provide the basis for the proposals the City has received from West Covina Disposal. These pro- posals call for the implementation of a.citywide curbside recycling program and automated waste management service. Mr. Miller reviewed the reasons we need to pursue imple- mentation of these proposals. The reasons included: �• declining landfill capacity;increasing collection and disposal costs; the need for resource conservation; and legal mandates. The last point is underscored by the enactment of AS 939. This legislation mandates cities divert waste away from landfills. Recycling is just one' element of,this diversion requirement. Staff reviewed the economies involved'in curbside recycling and.the characterization of a household's waste. The information illustrated the importance of an anti - scavenging ordinance. It also demonstrated that recycling can make a significant dent into the residential waste produced,howeverait only results in an eight percent reduction in the total waste stream. Staff reviewed the proposals, the staff's recommendations and the recommendations of the Waste Management and Environ- mental Quality Commission.' Staff responded to City Council questions and clarified the presented recommendations. City Attorney Colin Lennard commented on the new state law AB 939, effective January 1, 1990 entitled the Integrated Waste Management Act of 1989._ Penalties are stiff at $10,000 a day if the Act is not complied with by certain deadlines. The goal of the Act is to divert waste from landfills through source reduction, recycling, and com- posting with the -following milestones: 25% diversion by the year 1995 50% diversion by the year 2000 Municipalities are required to adopt a source reduction and recycling element by July, 1991,.containing several specific components: - 1 - CITY COUNCIL MINUTES January 15, 1990 .. .. .
