01-08-1990 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING OF THE WEST COVINA CITY COUNCIL January 8, 1990 The regular meeting of.the West Covina City Council was called to order by Mayor • Bacon at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge' of.;Allegiance was "led by Councilmember McFadden and the invocation was giden by. Rev. Lawrence Cole of. Community Presbyterian. ROLL CALL a Mayor Bacon Mayor Pro Tem Lewis, Councilmember Manners, McFadden, Tarozzi Others Present:., Fast, Hanna, Wylie, Eliot, Miller, Thomas, Perkins,' Holmes, McC1ellAnd, Yoshi'zaki, Holler, Glover, Koniarksy, ` Keating, Panas,, Berry, Meacham ANNOUNCEMENT Mayor Bacon announced that this meeting would be the first Council meeting to be aired on CABLE.TV. Although it would be ,recorded this evening,,it would air -on Channel 56 Tuesday evening at 7:00 pm. For the sake of the viewing audience, Mayor Bacon reviewed the Council process and the procedures used throughout the meeting. APPROVAL OF MINUTES Motion by Manners, seconded by Lewis, and unanimously carried to approve the minutes of the adjourned regular meeting of December 4, 1989 and the regular meeting of December 11, 1989. PRESENTATION Mayor Bacon presented a resolution of commendation to Harold Blackard_ of Blackard's Towing Service for their outstanding forty years of service for the City of West Covina. HEARING RV Parking Ordinance RECREATIONAL VEHICLE PARKING ORDINANCE Council reviewed the staff report wherein additional time was requested to finalized an ordinance for Council's consideration. Motion by Manners, seconded by McFadden, and unani- mously carried to hold over the item until January 22, 1990. AGENDA AND ORAL COMMUNICATIONS Ellen Howe, 1248 Dore Street, supported approval of Traf- fic Committee Item VII requesting a traffic signal, multi - way stop or crossing guard at the intersection of Amar Ellen Howe and Grandview Drive. - Katherine Castucci, 430 S. Pima Avenue, noted the Civic Katherine Castucci Center sign is not well lit and could cause accidents. Iris Delameter, 1212 W. Eckerman Avenue, suggested that the City enforce the 72 hour parking limit by noting Iris Delameter the mileage.(in reference to R.V. parking ordinance). Mayor Bacon stated that the recommendation regarding the Traffic Committee item was to hold it over for further investigation. He.also_reported •on the West Covina Youth Soccer League Lewis y`; ceremonies celebrating 20,years of successful activities. Thirdly, he reported on a meeting with County and local officials on drug, trafficking in Los Angeles County, pressing for greater federalresources to fight the drug problems. ." Councilmember. Manners commented on the passing.of Jack Stinson, Recreation and Parks Commissioner and suggested the meeting be adjourned in his memory. She repeated his request for more handicapped accessible restrooms Manners inIFashion Plaza. She also commented on a recent news- paper article and -.felt that iE was inappropriate to publicize the fact.that Police officers are not citing motorists for lack of insurance. Councilmember McFadden announced his candidacy for State Senate District No. 31. He reported on SCAG and SCVAC efforts to implement -plans to improve air quality and. 'McFadden transportation as well as working to improve water quality in the San.Gabriel'Valley. He supported the change in the Agenda.and favored televising Oral Communi- cations and Councilmembers' Reports.. ' Councilmember Tarozzi commented on a letter to the editor from Robert F. Lee and declined to take full credit for Tarozzi the City's balanced budget. He pointed out that it takes a cooperative effort between staff and Council. He reminded everyone to vote in the February 6th Senate race. .. _ _. Mayor Baconreported'"that a Campaign Financial.Report ' - produced by the California Commission on Campaign Financing included'several recommendations regarding campaign spending limits-." He requested staff to place Bacon the matter on the next Agenda. He also commented on the importance of Council participaion at conferences and seminars. From She most recent National League of Cities Conference, he is submitted ten new ideas to help the.City run more effectively. He encouraged all Council - members to participate in the conferences. Rod LaMond of McGladrey & Pullen, the City's auditing firm, pre- sented further information and clarification of the annual financial reports. Councilmember Tarozii'made several comments and two of his questions would receive a written response by staff as the information was not readily available. Motion by Manners, seconded by McFadden, and unanimously carried to receive and file the Compre- hensive Annual Financial Report of the City. POLICE DEPARTMENT 1) EXPANSION OF SCHOOL RESOURCE OFFICER PROGRAM Council reviewed the staff report. Motion by Manners, seconded by McFadden, and unanimously carried to a) expand the School Resource Officer program to two full time officers, b) increase the sworn staffing level of the Police Department from 112 to 113 by the addition of one Police Officer position effective January 15, 1990, and c) fund the Officer and the expanded School Resource Officer progran from the Drug Enforcement Rebate Account. ORAL COMMUNICATIONS Henry Palmer, 3436 Acridge Drive, requested that the public Henry Palmer be given an opportunity to address the revised ordinance. Allen Sill, 1738 E. Thackery Street, felt the revised ordinance will be very difficult to enforce and announced the formation of -a group of R.V.. owners to address any Allen Sill -'future R.V. matters. Katherine Castucci, 430 S. Pima Avenue, suggested that R.V. owners begin an opportunity to provide input to staff before • -.the finalization of the revised ordinance. She inquired as . • to why travel arrangements from the Senior Citizens Center are made through a San Dimas firm rather-4 than a West Katherine Castucci Covina agency,.'' Fred Romens,..1863 Woodgate Drive, urged Council to recon- sider their positions on the R.V. ordinance in light of a Fred Romens recent newspaper article. Emma Fischbeck, 1137 Auburn Drive, thanked the City for the quick removal of graffiti she had reported during the Emma Fischbeck holidays. She also requested more explicit agenda summaries. Corey Warshaw, 3330 E. Holt Avenue, commented that the Council didn't hold to the 15 minute time limit during Council comments and suggested the City' -Clerk time the . Corey Warshaw Councilmembers.. Steve Herfert„ 1124 Donna Beth, favored televising Oral Steve Herfert - ,Communications and further public input on the R.V. ordinance Irving Rubinstein, 414 Mannington Place, reminded Council - that he had proposed some time ago to have the R:V. ordinance • developed by an ad hoc committee.: He felt Council -should - take another vote.on it, in light of the recent newspaper Irving Rubinstein article. Iris Delameter, 1212 W. Eckerman,.thought the ordinance was suppose to strengthen the 72 hourclimitation, not ban •. Iris Delameter parking. She also felt it was unfair.to call R.V•.s ugly.
