Garvey Avenue,West Covina, California. The Pledge of Allegiance was led by Council - .member Manners, ROLL CALL Mayor Shearer, Mayor Pro Tem Chappell, Councilmembers Manners, Tennant Absent: Councilmember Bacon Others Present: Fast, Salazar, Miller, Wylie, Penfield, Thomas, Moraga, Keating, Gurr, Krieger, Berry ORAL COMMUNICATIONS No comments offered by audience members. THEME SHUTTLE Consultant Steve Rooney gave a brief introduction regarding the committee's recommendation for a Goshen type vehicle„ and then invited the Council to ride in an executive coach and a trolley for comparison sake. Recess Mayor Shearer recessed the. City Council at 7:05 pm to convene in the parking lot for test, rides. At 7.-45 -� r-_ the Council meeting recon���-��; _ -_ . in the Management' Resource Center. Discussion Council asked several questions to clarify the cost, main- tenance, and handicapped lifts for the vehicles. All councilmenhers in attendance stated their preference for the Goshen type vchi_cle, noting particularly the quiet ride, comfortableness or the seats, accessibility for wheelchairs, : and stress of ireewa-1 d.riviMZ on the vehicle's. Motion by Manners, seconded by Tennant, and unarL niously .carried to approve the use of a Goshen type vehicle with a modernistic.cdesign and authorized staff to solicit proposals. CABLE TELEVISION PUBLIC/EDUCATIONAL ACCESS PROPOSAL Communications Director Jack Keating presented the staff report. City Manager Fast stated that details.of the concept are not definite and at this point staff is seeking direction from Council and.will ensure Council concerns are addressed in the final,agreement. Upon conclusion of council discussion, Tennant�moved'aiid, Chappell seconded to'a)`...approve-..the conceptual tripartite agreement between the City, Mount San Antonio College and Falcon Cable TV, and b) upon.adoption of 1987/88 operating budget, authorize the allocation of $50,000 from the • franchise fee revenue in support of the agreement. Motion by Tennant, secondec by Chappell, and unanimously carried to submit the name of Benjamin Franklin Maxson to Rose Hills Memorial Park for inscription on the Founders' Wall. C� J CALIFORNIA ENERGY COMMISSION HEARING Council reviewed staffs report. Motion by Chappell, .: seconded by Manners, and unanimously carried to concur with Councilmember Tennant's appearance at'the April 23*" 1987 public hearing to represent the City -Council. Council favors the.proposed order to terminate proceedings on Pacific Waste Management's application to construct a waste -to -energy plant in Irwindale.
