The Pledge of Allegiance was led by Mayor Pro Tem Browne and the invocation was given by Father Ray Smith of St. Martha's Church, West Covina. Motion by Browne, seconded by Miller, and unanimously carried to authorize the Mayor and City Clerk to execute an agreement to purchase tax deeded land from the County of Los Angeles. 10) FIRE HYDRANT RENTAL AND MAINTENANCE AGREEMENTS Fire Hydrant Rental and Location: Citywide Maintenance Agreements Council reviewed Engineer's Report. Motion by Miller, seconded by Shearer, and unanimously carried to authorize the cancellation of Fire Hydrant Rental and Maintenance Agreements with Southwest Suburban Water Systems and Azusa Valley Water Company. 11) Item 11 was held over to later in the meeting. Baymar Street, W.C., asked why the change of the General Plan and for Council to carefully consider changing the original plan for a park to multiple residences before tying up the land. Mayor Chappell opened the hearing for public input. Those speaking in favor of the amendment were: George Zart man, Treasurer of ;the Executive Committee of the West Covina Chamber of Commerce, stated the Cham- ber's total support of the amendment. Harold Robershaw, 121 S. Baymar';Street, W.C., spoke in favor of the amendment but offered these questions: 1) What is planned for'the'old West Covina Center? 2) Why'is the -'General. Plan being-amended'in:certai-n areas instead of'redoing the whole plan at one time? Those speaking in opposition were: Jack Orman, 1910 E. Garvey, W.C., expressed concern of the land value to neighboring residents should an auto- mobile dealership be allowed in the area. Dorothy Morris, 2035 Norma Avenue, W.C., questioned the noise element accompanying an automobile dealership and the residents' protection. Jim Dycus, 144 Juniper St.,W.C., felt an automobile dealership would limit the available air. Lorraine Shaffer, 1945 Norma, W.C., expressed concern re fumes from the possible auto dealership, increased traffic on Garvey, and if Baylor Street would be blocked • off. Mrs. Charles Jones, 1317 S. Baymar;., W.C., also was concerned about an automobile dealership. Tom Lemon, 1914 E. Garvey, W.C., stated that the automobile dealerships presently located in the area have cut down on the test driving of vehicles up and down Garvey Avenue. He stated the questions re air and noise pollution cannot be addressed until there is a precise plan specifying the land use. At such time.the precise plan i,s presented, those questions wi;1.:1, -.be addressed and any mitigating measures that might be necessary will be spelled out. The suggestion. that:;Baymar.,and-!Juniper be closed was made in an attempt to separate the residential traffic from the commercial traffic.
