REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
• November 26, 1979
The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor
Pro Tem Browne in the West Covina City Hall Council Chambers. The Pledge of
Allegiance was led by Councilman Shearer and the invocation was given by Rev.
Donald Helsel of Shepherd of the Valley Lutheran Church.

CONSENT CALENDAR MOTION
PRESENTATION
Motion by Shearer, seconded by Miller to approve Items
1 through 8 of the CONSENT CALENDAR. Motion carried by
roll call vote:

Mayor Pro Tem Browne presented a BILL OF RIGHTS WEEK
proclamation for December 9 through 15, 1979, to Stan
Smith.
• ORAL COMMUNICATIONS George Abich, 1024 S. Craig, addressed Council re a Tempo-
rary Use Permit to sell Christmas trees on the northeast
APPEAL re a Temporary corner of Cameron and Glendora. The TUP application had
Use Permit denial been denied by the TUP Committee, and Abich appealed that
decision.
After much discussion and questioning, Shearer
entertained a motion, seconded by Miller, and unanimously
carried to reverse the DENIAL and grant the applicant the
Temporary Use Permit subject to the following conditions:
a) applicant to hire a full time adult to advise
customers of the proper parking areas,
b) applicant to notify the immediate neighbors of
the precautions they are taking to rectify past parking
problems, and
c) the City Clerk to revoke the TUP upon the recom-
mendation of the Police Chief if parking complaints con-
tinue to be received by the City.
WE TIP Presentation. Dr. Forest Tennant, Membership Chairman of WE TIP, intro -
to Council duced Bill Brownell, Executive Director and founder of WE
TIP. Tennant thanked the City of West Covina for a $1500
contribution to join and Brownell presented to Mayor Pro
Tem Browne a commendation for the City's moral and financial
support.
Chet Chalais re multi- Mr. Chet Chalais, 1821 Danes Drive, representing senior
• purpose center citizens, addressed Council re a multi -purpose center. He
reported on the latest findings of the Triple A Council
and the Multi -purpose Center Committee.
HEARINGS AMENDMENT NO. 154
CATEGORICAL EXEMPTION
Initiated by the City of West Covina
Staff report by Hunter.
Councilman Tice asked for a clarification of the location
of possible sites affected by the amendment.

Councilman Shearer asked the intent and legal impact
of the paragraph in the amendment re a resident caretaker.

City Attorney answered that the purpose of the phrasing in
that paragraph is to avoid possible complications in the
future.
Motion by Tice, seconded by Miller, and unanimously
carried to receive and file the Affidavit of Publication.
Mayor Pro Tem Browne opened the hearing for public
input.
Mr. Bill Trader, 2522 E. Walnut Creek Parkway, asked
questions re the locations and the sleeping quarters of
the resident caretaker.
Gladis Chalais, 1821 Danes Drive, requested clarifi-
cation re the possible locations.
There being no others wishing to address Council, Mayor
Pro Tem Browne closed the pub.lic portion of the hearing.

CHAPTER 1, OF ARTICLE X, RELATING TO STORAGE LOTS AND MINI
WAREHOUSES IN THE S-C, I-P AND M-1 ZONES (Amendment 154)
Motion by Shearer, seconded by Tice, and unanimously
carried to waive further reading of the ordinance.

Council reviewed staff report.
Motion by Shearer, seconded by Miller to award the
contract to ARMSTRONG CONSTRUCTION CO., West Covina,
for the amount of $30,104 and authorized the Mayor
and City Clerk to execute the contract. Motion car-

COMMISSIONS, BOARDS AND DEPARTMENTAL ITEMS
1) PLANNING COMMISSION
a) Building Color for Red Onion Restaurant
Color of Red Onion Location: Southwest corner of Sunset and Garvey.
Restaurant Hunter presented the staff report.
The applicant, Mr. Arthur Valdez, and Mr. Tern
of the Red Onion Corporation appealed to Council
re the color of the Red Onion Restaurant.
Motion by Shearer, seconded by Tice, and unani-
mously carried that the Council finds the color not
consistent with the requirements of the Civic Center
Overlay Zone.
.Motion by Shearer, seconded by Tice, and unani-
mously carried to direct: staff to investigate the
need for an update and revision to the color scheme
requirements of the Civic Center Overlay Zone.
2) POLICE DEPARTMENT
• a) Agreement for use of Safety Town Units — City of Chino
Safety Town Units Council reviewed staff's report.
City of Chino Motion by Shearer, seconded by Tice, and unani-
mously carried to execute an agreement with the
City of Chino for the use of West Covina Safety
Town Units under the conditions stipulated in the
agreement.

Council reviewed staff's report.
Senior Services Task Force Councilman Tice suggested the possibility of some of
the vacant schools being used for potential sites.
Motion by Tice, seconded by Miller, and unani-
mously carried to appoint one representative from
the following agencies to a "Senior Citizens Ser-
vices Task Force:"
The West Covina Area Committee on Aging
The West Covina Senior Citizen Club
The West Covina Senior Citizen Association
The East San Gabriel Valley Consortium
The Bassett Older Adults Program
West Covina City Staff
Mr. Chet Chalais interjected his comments re psychological
effects of color on human behavior.
4) COMMUNICATIONS DEPARTMENT
Waiver of formal bidding procedures for procurement
of two thermo electric generators
Thermo electric generators Council reviewed staff's report.
Motion by Tice,seconded by Shearer to 1) waive
formal bidding procedures and 2) authorize staff to
purchase from GLOBAL T-E POWER SYSTEMS LTD. a 12 volt
and a 24 volt thermo electric generator for a combined
total of $8148.69. Motion carried by roll call vote:

• Leave of Absence for Communications Operator - Gordon
Leave of Absence - Gordon Council reviewed staff's report.
Motion by Shearer, seconded by Miller, and unanimously
carried to approve a 90 day leave of absence without
pay to commence on December 6, 1979 and end March 5,
1980.
CITY ATTORNEY No items scheduled for this Agenda.
Recess for Mayor Pro Tem Browne called a recess at 9:17 P.M. for the
Redevelopment Agency purpose of conducting the Redevelopment Agency meeting.
Council reconvened at 9:19 P.M.
CITY MANAGER 1) Proposed Constitutional Initiative
Council reviewed staff's report. Assistant City Manager
Eliot added to the report.
Constitutional initiative Motion by Tice, seconded by Miller, and unanimously
carried to strongly oppose the Fire, Police, and
Emergency Medical Services Initative Constitutional
Amendment and communicate such opposition to organi-
zations, media and citizens.
