REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
November 13, 1979
The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor
Chappell in the West Covina City Hall Council Chambers. The Pledge of Allegiance
was led by the Mayor and the invocation was.given by Rabbi Elisha Nattiv of the
Temple Shalom.

police patrol vehicles from Mandy Oldsmobile Inc. at
$25 over invoice cost under the testing program and
to extend the agreement for maintenance of police
patrol vehicles outlined in the staff report. Motion

CITY MANAGER 1) NATIONAL LEAGUE OF CITIES ANNUAL CONFERENCE
Council reviewed staff's report. .
National League of Motion by Shearer, seconded by Browne, and unani-

City's votes on National Municipal Policy amendments
and resolutions at the Conference.
City Manager to 2) City Manager requested permission to be absent from

the National League of Cities Annual Conference.

Election results
3) City Manager stated the Los Angeles County Registrar -
Recorder's Office has 21 days 'from the November 6th
consolidated statewide election to tabulate and
finalize results. Therefore, Council will be unable
to declare the final results of West Covina's Propo-
sition U until formal notice by the County.
MAYOR'S REPORTS
Mayor Chappell proclaimed NATIONAL BIBLE WEEK as November
18 through 25, 1979.
San Gabriel Valley
Mayor Chappell mentioned the San Gabriel Valley
Asso. of Cities
Association of Cities meets every third Wednesday of the
month at 6:00 P.M. He will attend the first few meetings
and then Council wi:ll appoint --a representative. Browne
suggested the representative be rotated annually.
Mayor Chappell announced his intentions to run for
re-election.in April, 1980.
COUNCILMEN'S REPORTS/COMMENTS
Councilman Miller stated that he and the City Manager
attended the Los Angeles Independent Cities Annual Con -

re-election.in April, 1980.
Resolution of Commendation
Councilman Browne suggested a permaplaque. resolution
for Frank Abbott
of commendation for Frank Abbott, Jr.,--and Frank Abbott,
Sr., of Abbott Ford Company in La Puente, for their out-
standing support of the West Covina Police Department and
law enforcement in general_, but particularly because they
supplied two cars for the CEACE Home Security Inspections
and volunteered and refurbished a house in the commercial
area for the EVBIT.Program. Motion by Browne, seconded
