10-22-1979 - Regular Meeting - Minutesn M I N U T E S REGULAR MEETING OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA • October 22, 1979 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Chappell in the West Covina City Hall Council Chambers. The Pledge of Allegiance was led by Councilman Tice. The invocation was given by Rev. Dennis Nelson of Christ Lutheran Church, West Covina. De Jesus Adoption of resolutions Council discussed the request by the County Board of Supervisors relating to special legislation re strikes and b i nd`iiing a rb i t rat ion. Counc i 1 support:edi'the -proh'i b i:t i}on of strikes by those -in key public services, but opposed the binding arbitration idea. It was felt 'no action' would be the appropriate action in this case, and Tice made a motion to receive and file the communication. It was seconded by Miller, and carried by roll call vote: AYES: Miller, Tice, Shearer, Browne, Chappell NOES: None Mr. Roy Proctor of the West Covina Disposal Company addressed CounciI"requesting a rate adjustment due to the cost of f ue.l:s. (AZUSA SITE) TO SUNSET SCHOOL SITE Transfer of fees Council reviewed 'staff::report. Konwiser. Corp. Motion by Browne, seconded by Tice to authorize the transfer of fees for the Daisy SVI Associates, Ltd. (Konwiser) apartment project from the Azusa site to the Sunset School site. Motion by Miller, seconded by Tice, and unani- mously carried to support the State -mandated cost reimbursement claim filed by the County, and authorize the Mayor to correspond with the County Counsel's Office. 4) POLICE DEPARTMENT Law Enforcement Assistance IMPLEMENTATION OF THE LAW ENFORCEMENT ASSISTANCE Act REFORM ACT Council reviewed staff's report. . Motion by Miller, seconded by Tice, and unani- mously carried to support the proposed plan as presented by the California Criminal Justice Plan- ning Directors Association and authorize the Mayor to correspond with the appropriate State agencies. • CITY ATTORNEY 1) Ordinance for adoption: ORDINANCE NO. 1455 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE BY AMENDING THE OFFICIAL ZONING MAP (Pres-zone Change No. 544 - City of West Covina) Motion by Browne, seconded by Shearer, and unanimously carried to waive further reading of the ordinance. Motion by Shearer, seconded by Browne, and unanimously carried to introduce the ordinance. Mayor Chappell called a recess at 7:53 P.M. to convene the Redevelopment Agency meeting. Council reconvened at 7:55 P.M. 1) CETA PROGRAMS Council reviewed staff report. Motion by Shearer, seconded by Browne, and unani- mously carried to object to the increasing federal limitations, restrictions and regulations regarding CETA programs, and authorize the Mayor to correspond with the appropriate federal legislators and agencies. MAYOR'S REPORTS Mayor Chappell proclaimed the first week of November, 1979, as NATIONAL ART WEEK. He also proclaimed November • 5 - .11 1979-; as:AMERICAN VETERANS ORGANIZATION WEEK. San Gabriel Valley After much discussi:on,.Browne moved and Tice seconded Association of Cities to join the San Gabriel;Valley'.Association of Cities for one year with the consideration that a full review be made at the end of the year for possible continued membership. Motion carried by roll call vote: AYES: Miller, Tice, Shearer, Browne, Chappell NOES: None American Legion Mayor Chappell noted that the American Legion is plan- ning a City Officials Night for January 19, 1979. COUNCILMEN'S.REPORTS/COMMENTS Councilman Shearer requested a clarification be made by the press for the benefit of the citizens in Sunset School site West Covina stating the ballparks at Sunset School will remain as recreational areas, - APPROVAL OF DEMANDS Motion by Browne, seconded by Shearer to approve the Demands totaling $1,224,067.69 as listed on registers UCB 75860 and 76103. Motion carried by roll call vote: AYES: Miller, Tice, Shearer, Browne, Chappell NOES: None • Recess for Executive Session Mayor:Chappell called a recess at 8:05 P.M. for the purpose of.conducting an Executive Session. Council reconvened at 8:30 P.M. Drug paraphernalia Motion by M.1-1 er, seconded by Browne; and unanimously carried to communicate with the legislators in Sacramento re new laws for drug paraphernalia for minors.
