ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
October 15, 1979
The adjourned regular meeting of the City Council was called to order at 6:30 P.M. by Mayor
Chappell in the City Manager's Conference Room. The Pledge of Allegiance was led by
Mayor Chappell.
ROLL CALL
Present: Mayor Chappell, Mayor Pro Tern Browne, Councilmen Miller,
Shearer, Tice
Others Present: Fast, Eliot, Fowler, Miller, a/.arela, Volmert
Los Angeles County -West Covina Civic Center Directional and Informational Signage Program
Fast presented a brief report;.and Miller and Fowler presented sketches. The proposed signage
program will meet the West Covina Sign Ordinance, will specifically indicate the location of
the court building, and will be coordinated with the County's signage program.
Motion by Browne, seconded by Tice to ,authorize the Mayor and City Clerk to execute
an agreement with the consulting firm of G M Sign Co. in the amount of $3,000 for
• the preparation of plans and specifications for the directional and informational si.gnage
of the Los Angeles County -West Covina Civic Center, with costs to be shared proportionally
between County and City; and authorize staff to solicit bids forconstruction and installation.
Motion carni:ed on a ro!I call vote.

City Yard Improvements - Phase I (Warehouse Addition)
Fast.presented a brief report. Fowler briefly described the floor plan of the Public Services Yard
Administration Building, and indicated that plans and specifications are nearing completion.
Motion by Tice, seconded by Chappell to approve the plans and specifications for the
expansion of the City Yard Warehouse facility and authorize staff to solicit for con-
struction bids. Motion carried on a roll call vote.

Edgewood Baseball League Request to Reconstruct Snack Bar Facilities at Walmerado Park
• Fast indicated that the Park Improvement Team had reviewed and approved the proposed snack
bar addition, since the Park has not yet been master planned. Larry Petty, President of the
Edgewood Baseball League, briefly described the proposed improvements, and -:outlined the
League's plans for future improvements. He indicated that the League wishes to place lights
on the field, and that homeowners living near the park were now generally in favor of the
lights. He clarified that the League would proceed with the addition to the snack bar even
if the League knew that lights would not be permitted in the future.

Motion by Tice, seconded by -Browne and unanimously carried to -grant the Edgewood
Baseball League permission to reconstruct the existing snack bar at Walmerado Park,
to include a scorer's and announcer's booth and storage area, and direct the League
• to coordinate the project with the Recreation and Park Department staff.
Other Matters
Councilman Miller indicated his. concern over co-op conversions and said that he had asked
the City Attorney to review the Municipal Code and to make recommendations.
Executive Session
The Council recessed to Executive Session at 7:05 P.M.; then reconvened the City Council
meeting at 8:40 P.M.

Motion by Browne, seconded to Chappell, -and unanimously carried to adjourn the
meeting at 8:40 P.M.
