10-08-1979 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA • October 8, 1979 • • The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Chappell in the West Covina City Hall Council Chambers. The Pledge of Allegiance was led by Councilman Tice. The invocation was given by Rev. Lawrence Cole of the Community Presbyterian Church in West Covina, ROLL CALL Present: Mayor Chappell, Councilmen Shearer, Tice, Miller Absent: Mayor Pro Tem Browne Others Present: Fast, Lennard, Calmes, Eliot, Thomas, Miller, Diaz, Meacham, Volmert, Paikoff, McClelland, Koniarsky, Berry APPROVAL OF MINUTES Motion by Tice, seconded by Miller, and unanimously carried to approve the Minutes of adjourned regular meeting held September 28, 1979, and the regular meeting held September 10, 1979. PRESENTATIONS CONSENT CALENDAR SCAG Ad Hoc Committee Civil Air Patrol Mayor Chappell presented a proclamation to Mavis Thompson, President of the West Covina Business & Professional Women's Club for NATIONAL BUSINESS WOMEN'S WEEK, October 21 through October 27, 1979. Mr. Ed Cano received a permaplaqued Resolution of Commendation for his tenure on the Human Resources Commission. 1) Written Communications A letter dated September 12, 1979, was received from the SCAG Alternative Ad Hoc Committee.(refer to staff) Request to sell.:stuff.ed animals during the Christmas season. CONSENT CALENDAR MOTION Motion by Tice, seconded by Miller to approve Items 1 through 9 on the Consent Calendar, with the exception of Item 7a. Motion carried by roll call vote: AYES: Miller, Tice, Shearer,_ Chappell NOES: None ABSENT: Browne Item 7a Mrs. Drooks commended the Traffic Committee's recommendation to install a signal on the corner of Durness and Sunset and urged Council to approve their recommendation. Motion carried by roll call vote: AYES: Miller, Tice, Shearer, Chappell NOES: None ABSENT: Browne ORAL COMMUNICATIONS Commander Richmond Shulver of the Disabled American Veterans invited Council to an appreciation dinner at the Prime Rib Inn on November 14th to start at 7:00 P.M. - 2 - CITY COUNCIL Oral Communications (Cont) October 8, 1979 Page Three Mrs. Ellen Glazer, 1232 S. Gretta Avenue, West Covina, • noted that the street sign on the corner of Gretta and Michelle was knocked down some time ago. She said a pole has been installed, but there is still no street sign. Mayor Chappell referred the -.matter to staff. There being no others wishing to address Council, Mayor Chappell closed ORAL COMMUNICATIONS. AWARD OF BIDS 1) B(GD NO. 80-39 TO PROVIDE VARIOUS TRUCKS AND VANS Council reviewed staff report. Bid No. 80-39 Motion by Tice, seconded by Miller to award the Fairway Chevrolet contract to the low bidder, Fairway Chevrolet, El Monte, for $68,919.30 including tax. Bid No. 80-40 Motion by Miller, seconded by Tice to award the E1 Monte Ford contract to the low bidder, El Monte Ford, El Monte, in the amount of $49,763.26 including tax. Adoption of Resolution No. 6000 Tract No. 33666 Ridgewood Associates, Ltd. Adoption of Resolution No. 6001 City Attorney presented: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING FINAL TRACT MAP OF TRACT NO. 37212 AND ACCEPTING AN AGREEMENT BY THE SUBDIVIDER AND SURETY BONDS TO SECURE THE SAME .Motion by Shearer, seconded by Miller, and unanimously carried to waive further reading and to adopt. 2) TRACT NO. 33666 - APPROVE FINAL MAP - RIDGEWOOD ASSO., LTD. Location: Southeast corner of Parkside and Fairgrove. Council reviewed Engineer's Report. City Attorney presented: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING FINAL TRACT MAP OF TRACT NO. 33666 AND ACCEPTING AN AGREEMENT BY THE SUBDIVIDER AND SURETY BONDS TO SECURE THE SAME Motion by Shearer, seconded by Miller, and unanimously carried to waive further reading and to adopt. 3) SP-77006 - CITRUS/WORKMAN PROJECT Council reviewed Engineer's Report. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 5952 RELATING TO THE LIST OF AUTHORIZED POSITIONS BY THE ADDITION OF.TWO POSITIONS IN THE POLICE DEPARTMENT Motion by Miller, seconded by Tice, and unanimously Adoption of carried to waive further reading of the resolution and Resolution No. 6002 to adopt. CITY ATTORNEY There were no items scheduled for this Agenda. Recess for Mayor Chappell called a -recess at 7:50 P.M. for the purpose • Redevelopment Agency of conducting the Redevelopment Agency meeting. Council reconvened at 7:58 P.M. MAYOR'S REPORTS Mayor Chappell proclaimed the Month of October, 1979, as INTERNATIONAL ENERGY CONSERVATION MONTH. He also proclaimed the week of October 1 through 7, 1979, as WEST COVINA JUNIOR FOOTBALL WEEK. COUNCILMEN'S REPORTS/COMMENTS Councilman Tice reported.on his meeting with the Queen of The Valley Hospital re crime victims. He was pleased with the comprehensive program they are putting together and stated it would be implemented..shortly after the first of the year. Twice a month Councilman Tice requested staff to report back to street sweeping Council after studing the possibility of implementing street cleaning twice a month. He also mentioned that he attended the Water Otter's Awards Banquet and found it very informative. They thanked the City for its support during the past year. • PUBLIC HEARING ZONE CHANGE NO. 544 NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT City Initiated-! Zone Change No. 544 City Clerk verified Affidavits of Publication and Mailing. Staff presentation by Planning Director Diaz. Mayor Chappell opened the hearing for public input. Webster Casson, 1729 E. Francisquito, r-equ.ested;a clarification of the zoning changes. Diaz answered his question. - 4 - CITY COUNCIL Public Hearing (Cont) October 8, 1979 Page Five Zone Change No. 544 (Cont) Mr. Philip Underwood, 17314 Autumn Drive, expressed • concern about the effects of heavy rains on the developing hillsides. There being no others wishing to address Council re this matter, Mayor Chappell closed the public portion of the hearing Council discussion followed. Councilman Shearer noted that the change of zones!�are just a technicality to change the wording to correspond with the West Covina Municipal Code and that the allowances in each zone, after this prezoning procedure, will basically remain as those designated by the County. Councilman Tice felt Mr. Underwood's concern was valid. He stated that West Covina does have requirements for hill- side developments and that ground cover has been planted in the portion already belonging to West Covina. City Attorney presented for introduction: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE BY AMENDING THE OFFICIAL ZONING MAP (Pre -zone Change No. 544 - City of West Covina) Motion by Shearer, seconded by Miller, and unanimously carried.to waive further reading of the ordinance. Motion by Shearer, seconded by Miller to introduce the ordinance. Motion carried by roll call vote: AYES:: Miller, Tice, Shearer, Chappell NOES: None • Ordinance introduced ABSENT: Browne CITY MANAGER 1) Mr. Fast requested an adjourned regular meeting of October 15, 1979, to discuss Meet and Confer items and to present a directional sign program involving the City and the County of Los Angeles. 2) Mr. Fast requested permission to be absent from the October 22nd meeting. Motion by Shearer, seconded by Tice; and unanimously carried to grant the request. APPROVAL OF DEMANDS Motion by Shearer., seconded by Tice to approve Demands totaling $501,042.24 as listed on Registers No. 75666 and 75859• Motion carri-ed by roll call vote: AYES: Miller, Tice, Shearer, Chappell NOES: None ABSENT: Browne Executive Session Mayor Chappell called a recess at 8:18 P.M. for the purpose of conducting an Executive Session. Council reconvened at 8: 30 P.M. Rowland School District The City Attorney,,.was instructed to defend the City in the court case of Rowland School District vs. The City of West Covina. • ADJOURNMENT Motion by Shearer, seconded by Tice, and unanimously carried to adjourn the meeting at 8:31 P.M. to October 14, 1979, at 6:30 P.M. in the City Manager's Conference Room.
