09-28-1979 - Regular Meeting - Minutes0 C M I N U T E S ADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA September 28, 1979 The adjourned -regular meeting of the City Council was called to order at 6:30 P.M. by Mayor Chappell in the West Covina City Hall Council Chambers. The Pledge of Allegiance was led by Mayor Chappell. ROLL CALL Present: Mayor Chappell, Mayor Pro Tem Browne, Councilmen Tice, Miller Absent: Councilman Shearer Others Present: Fast, Terzian, Miller, Eliot, Koniarsky, Fowler, Lopez, Volmert, Paikoff, Berry Recess for Mayor - Chappell called a recess at 6:32 P.M. for the pur- Redevelopment Agency pose of conducting the Redevelopment Agency meeting. Council reconvened at 6:40 P.M. PUBLIC HEARING EXTENSION OF THE BUILDING MORATORIUM IN PORTIONS OF THE CENTRAL BUSINESS DISTRICT SURVEY AREA NO. 1, AS AMENDED (SUB AREA NO. 4) Extension of building City Clerk verified the Affidavits of Publication and Mailing. moratorium City Clerk stated hb:.Writ.ten communications re this matter had been received. Staff presentation by Ruben Lopez, Project Coordinator for the Redevelopment Agency. Council discussion followed. Mayor Chappell opened the hearing for public input. Mr. George Strachan, Executive Vice -President of the West Covina Chamber of Commerce, spoke in behalf- of the Board of Directors of the Chamber,stating their unanimously support for the extension of the moratorium. There being no others wishing to address Council, Mayor Chappell closed the public portion of the hearing. City Attorney presented: URGENCY ORDINANCE NO. 1454 AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, EXTENDING THE PROVISIONS OF URGENCY ORDINANCE NO. 1439 FOR A PERIOD OF EIGHT MONTHS ON THOSE PARCELS PRESENTLY ZONED MF-20 IN THE AZUSA AVENUE AREA WITHIN A PORTION OF THE CENTRAL BUSINESS DISTRICT SUR- VEY AREA NO. t, AS'.AMENDED Motion by Browne, seconded by Miller, and unan-imously carried to waive further reading of the ordinance., Motion by Browne, seconded by Miller to adopt. Motion carried by roll call vote: AYES: Miller, Tice, Browne, Chappell Adoption of NOES: None Ordinance No. 1454 ABSENT: Shearer 0 0 CITY COUNCIL Adjourned regular meeting September 28, 1979 Page Two GENERAL PLAN AMENDMENT Motion by Tice, seconded by Browne, and unanimously carried to approve the Redevelopment Agency staff's recommendation to authorize the Planning Department to process a General Plan amendment, to include Area No. I (Sunset School site) from Park to MF-20/Commercial (Zebra designation), and Area No. 2 from MF-20 to S-C (Service -Commercial). AWARD OF BID REPLACEMENT OF AIR CONDITIONING COOLING TOWER CITY HALUPOLICE BUILDINGS Council reviewed staff report. Motion by Browne, seconded by Tice to: 1) Award contract to Air Conditioning Company, Inc. (ACCO) for $13,955 and authorize the Mayor and City Clerk to execute the agreement 2) Authorize the transfer of $2,000 from the expired lighting district to Project GP-80037. Motion carried by roll call vote: AYES: Miller, Tice, Browne, Chappell NOES: None ABSENT: Shearer PROCLAMATION OTHER MATTERS Mayor Chappell proclaimed FIRE PREVENTION WEEK as October 7 through 13, 1979. Councilman Miller stated the League of California Cities Conference in San Francisco was very informative;and�,fe1t-.--.`.: it an honor to represent West Covina. APPROVAL OF DEMANDS Motion by Brownei seconded byl.Tice to approve the list of Demands total.,i-ng $1,083,158-52 as shown on UCB Registers No. 75439 and 75665.
