06-12-1979 - Regular Meeting - MinutesMINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA J U N E 12, 1979 The meeting was called to order at 6:00 p.m..by Mayor Chappell,. Present: Others Present: Staff Presentation: Mayor Chappell, Mayor Pro Tem Browne, Tice and Shearer Councilman Miller, H. Fast, L. Eliot, R. Paikoff, A. Koniarsky, T. Tynes, M` Miller, C. Meacham Mayor Chappell requested staff presentation. Fast prefaced staff report with discussion of procedures for agenda, and noted additional infor- mation at Council places. Mr. Fast presented a review of the Revenue and Fiscal Policy adopted by the City Council, and its relationship to the development of the recommended 1979-80 budget; and proceeded with the review of the recommended budget by section, including the Capital Improvement Program. Mr. Fast stated that staff would be requesting a,future study session with the City Council on the Capital Improvement Program. Orate Communications: Lionel Browne 15819 Dubesor Street La Puente, Calif. Stated concern that funds spent for contracts and services do provide Representing NAACP jobs for people. Council Discussion: (--au'ncil commented on the staff presentation, and discussed request by WE-_TPand National League of Cities. Motion by Shearer to include $1,500 for WE TIP, and $1,900 for membership in the National League of Cities in Budget. Seconded by Browne and carriedcon,a roll call vote. Council further instructed staff to bring recommended budget as amended to informal hearing on 6/25/79. Mayor Chappell recessed the meeting for the purpose of Executive Session and reconvened the meeting at 8:55 p.m., with all members present. Mayor Pro Tem Browne expressed the Council's appreciation of the City employees during the past year and the balance of Council concurred. Mayor Pro Tem Browne further stated that in keeping with Council established policy of reviewing the budget on a quarterly basis, he would introduce the following motion: "We would like to instruct management staff to offer all the respective employee organi- zations a seven percent salary increase to all represented and non -represented employees, effective July 1 . We further instruct staff to prepare necessary resolutions and documents for consideration by Council for June 25. It is also to be understood that this salary increase offer does not preclude the meet and confer process with those respective employee associations, that=are on a calendar yearmemorandum of understanding. June 12, 1979 "Not prepared to include management at this time, however, we would like to consider this matter in the near future." Motion seconded by Tice and carried on a roll call vote.
