REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
• June 11, 1979
The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor
Chappell in the West Covina City Hall Council Chambers. The Pledge of Allegiance
was led by Councilman Tice. The invocation was given by Rev. Myrus Knutson of
Christ Lutheran Church, West Covina.

ORAL COMMUNICATIONS Mayor Chappell opened the meeting for persons wishing to
address Council under Oral Communications.
Joseph`Battagl_ia Mr. Joseph Battaglia of Battaglia _.a.nd.Assob,iates
re Moratorium addressed Council re the moratorium imposed by the Rede-
velopment Agency of West Covina. Hb�stated'the lenders,
for his project -,are no longer interested in backing him
now that his project has been included in the survey area.
Battaglia requested Council to consider his particular
problem and check the method of notification used by the
Redevelopment Agency.
There being no other persons interested in addressing
Council, Mayor Chappell closed ORAL COMMUNICATIONS and
responded to Battaglia's problem..
Mayor Chappell stated the City Council considered the
matter of the moratorium very carefully before approving
it, knowing that it could possibly interfer or incon-
vience some people temporarily. The only.feasible way -to
analyze the redevelopment in the City was to impose the
moratorium.
City Attorney Lennard stated the procedures in.which
the City adopted .the moratorium.ordinance was specifically
made possible by provisions in the Government Code.
City Manager Fast added that staff has been -instructed
to proceed as rapidly as possible with the study of the
. survey area..and avoid any extensions to the Moratorium.

Councilman Shearer suggested the mailing of the'.Notices
of Public Hearing for the two street vacations.encom=
pass not•.only the property owners within 300 feet of
the streets, but surrounding.neighborhoods and other
concerned groups as well: He felt that although this
was not legally required, the impact of the street
vacations would interest and effect many people in the
Woodside Village area.

Mayor Chappell stated that the street, lighting,
and landscaping districts were implemented many years
ago and are ongoing programs.

a prepared statement supporting the Housing Element
and'emphasizing portions contained therein concurring
with..the League's commitment towards fair housing.
There being no others wishing to address Council,
Mayor Chappell closed the public portion of the hearing.
Discussion -ensued re wording in various portions
of the Housing Element.. .Council unanimously a.ppro;v:ed
the following changes:..,
1) Policy 2 on page 17 to include "young" with
the other categories
2) Action 3 on page 20 to insert after the word
support "under appropriate circumstances"

MAYOR'S REPORTS
Mayor Chappell stated it was his duty as mayor to inform
Council of the governmental provision that provides a
salary schedule based on populations for councilmembers.
The population growth of West Covina has placed them in
a higher bracket. After the ordinance introduction,
Council is requested to comment.
City Attorney presented:

COVINA, CALIFORNIA, AMENDING SECTION 2124 OF THE WEST
COVINA MUNICIPAL CODE RELATING TO COUNCILMEMBERS SALARIES
Discussion ensued with all councilmen stating
opposition to a:salary increase.
