REGULAR MEETING OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
May 29, 1979
The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor
Chappell in the West Covina City Hall Council Chambers. The Pledge of Allegiance
was led by Mayor Pro Tem Browne. The invocation was given by Father Ray Smith of
St. Martha's Church, West Covina.
ROLL CALL
Present: Mayor Chappell, Mayor Pro Tem Browne, Councilmen
Shearer, Tice, Miller

APPROVAL OF MINUTES Miller requested a correction to the Minutes on Page
Eleven under Councilmen's Reports to add "federal
representatives." It was moved by Tice, seconded by
Shearer to approve the Minutes of the regular meeting
of May 14, 1979, as corrected, and carried unanimously.
INTRODUCTION Mayor Chappell introduced William Petrie, the Mayor
of Dumbarton, Scotland, who i.s�also a member of their
William Petrie, super.vi sory :counci 1 , Ithe.-equi val ent .to the.Los Angeles
Mayor of Dumbarton County Board of Supervisors.
Mr. Petrie stated.it was a privilege and honor to
attend the West Covina Council meeting. He noted that
the two councils, though separated by miles of ocean,
shared a common belief - to improve the quality of life
and to serve our fellow man. He feels the general pub-
lic appreciates the position and work of a councilman,
and in turn, the councilman takes pride in representing
the people in the community.
Mayor Chappell presented Mr. Petrie with a City
tile. Mr. Petrie accepted with pleasure and presented
Mr. Chappell with a tie of his Council bearing the Coat.
of Arms given them by Her Majesty the Queen. Upon his.
return to:Scotland, he.is planning to send their formal
plaque to the City of West Covina.
CONSENT CALENDAR Mayor Chappell asked if there was anyone in the audience
wishing to speak on a Consent Calendar item.
Nancy Ridinger, 319 N..Hartley, West Covina, expressed
interest in discussing Item 7a. Mayor*Chappell removed
that Item from the Consent Calendar to be discussed
after the routine portion of the meeting.

Consent Calendar Item 7-2 Mayor•:. Chappell stated the matter of terminating the
Vincent -Rowland interim installation of an interim crossing'guard.at Vincent -
crossing guard Rowland intersection would-be discussed -at this time.
Nancy'Ridinger expressed opposition to the removal
of the crossing guard for the following reasons:
a) more children in the future will be crossing
at the intersection
b) length'of°ti.me WALK indicator is on is not
sufficient to walk across the street

Vincent -Rowland Motion by Tice, seconded by Shearer to terminate the
intersection crossing guard at the end of the school term, restudy
the traffic count again in October, 1979, and to recheck
the timing of the WALK indicator for sufficient time to
allow school children to walk across the street. Motion
carried by roll call vote:

ORAL COMMUNICATIONS Mayor Chappell opened the meeting for persons wishing to
address Council under Oral Communications. There being
no citizens wishing to speak, Mayor Chappell closed ORAL

CITY MANAGER
1) Set date for budget hearing
Budget meeting dates set
Fast stated,the_tentative-dates for the budget
meetings,wer:e June 12th.and 14th at 7:30 P.M. in
the Council Chambers. Shearer suggested the meetings
begin at 6:00 P.M.
Fast reminded Council they would be adjourning
from the regular council meeting on the llth to the
12th and that the Public Hearing is scheduled for
the 25th of June, 1979.
Motion by Tice, seconded.by Shearer, and unani-
mously carried to meet at 6:00 P.M. Tuesday, the
12th of June for the first budget meeting.
2) Leave of Absence without pay - Corporal Vincent O'Rourke
Leave of Absence Fast gave a recommendation of four months.
O'Rourke Motion by Shearer, seconded by Browne, and
unanimously carried to approve staff's recommendation.

Fast summarized proposed legislation.
Motion ,by Tice, seconded by Shearer, and unanimously
carried to approve staff's recommendation concurring
with the League of California Cities to oppose
SB 462,and support AB 766, AB 859, and the actions
of the Senate Finance Subcommittee.
MAYOR'S REPORTS
Mayor Chappell proclaimed June 14 (Flag Day) through
July 4 (Independence Day). as the Annual 21-day Salute
to Honor America.
Letter.of Resignation,
Mayor Chappell asked for a motion to present a Resolution
Gordon M. Grein
of Commendation to Gordon M. Grein, the City's liaison
to the Regional Library Council, who submitted a Letter
of Resignation. Motion by Shearer, seconded by Mill"ilcer.,
and unanimously carried,.
COUNCILMEN'S REPORTS/COMMENTS
Councilman Shearer announced that Saif Ullah was resigning
as Director of the Mid -Valley Community Health Clinic
as of July 15, 1979.E Mayor Chappell suggested a Reso-
