05-14-1979 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA May 14, 1979 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Chappell in the West Covina City Hall Council Chambers. The Pledge of Allegiance was led by Mayor Chappell. The invocation was given by Rev. Robert Burton of Inter -Community Hospital, Covina. ROLL CALL Present: Mayor Chappell, Mayor Pro Tem Browne, Councilmen Shearer, Tice, Miller Others Present: Fast, Calmes, Eliot, Miller, Thomas, Diaz, Keating, Lennard, Tynes, Salazar, Mc allend, Koniarsky, Wolff, Paikoff, Yoshizaki PRESENTATIONS Mayor Chappell presented a permaplaqued Resolution of Commendation to Bill Freemon of the San Gabriel Valley Tribune recognizing his outstanding coverage of events and activities in West Covina. Mr. Freemon accepted Bill Freemon the plaque with gratitude. Mayor Chappell presented a Certificate of Recognition to David K. Hedlund, who is credited with saving the David K. Hedlund life of a fellow swimmer. A proclamation proclaiming the month of May as "CORRECT POSTURE MONTH" was presented to C. Ray Cheney, a doctor of chiropractic and a representative of the Los Angeles "CORRECT POSTURE MONTH" County Chiropractic Society. A proclamation proclaiming the week of May 6 - 12, 1979, as "GOODWILL WEEK" was presented to Donna Basore, "GOODWILL WEEK" representing Goodwill Industries. A representative from the American Legion Post #790 presented a $700.00 check to Fire Chief Bob McClelland for paramedic equipment. McClelland expressed his American Legion donation appreciation for the donation. The councilmen individually commended Bill Freemon on his journalism and professionalism throughout his tenure with West Covina. APPROVAL OF MINUTES Motion by Shearer, seconded by Tice, and unanimously carried to approve the Minutes of the regular meeting of April 23, 1979. CONSENT CALENDAR City Manager Fast stated that in the matter of proclaiming May 18th and 19th as "Buddy Poppy Days", the Veterans of Foreign Wars was also requesting permission to sell Buddy Poppies on these two days. This request was then considered along with the other Consent Calendar items. Mayor Chappell suggested the Southern California Legislators opposed to the completion of the canal be informed of the City of West Covina's stand re this issue. Councilman Shearer felt there was not enough information re this issue, and other issues as well, made available to the public. . Mr. Anastasios Andrianos, owner of the property, stated he would prefer selling his whole parcel of land to the City rather than just a portion. !J There being no others wishing to address Council, Mayor Chappell closed the public portion of the hearing. City Council reconvened at 8:38 P.M. with all council- men present. CITY MANAGER 1) Ratification of Blaster Agreement for Animal Control Services Animal Control Fast presented staff report. Discussion followed covering fees, charges, and :._,,services of the society. Motion by Shearer, seconded by Browne, and unanimously carried to approve staff's recommendation. 2) Legislation Legislation Fast summarized proposed legislation., Motion by Tice, seconded by Browne, and unanimously carried to approve staff's recommendation re the proposed legislation and authorize the Mayor to correspond with the appropriate legislators. 3) 1979-80 Tentative Budget Schedule Budget Schedule Fast presented the tentative budget schedule. Due to prior commitments, Shearer requested the second meeting be held on the 14th of June.
