The regular meeting of the City Council was called to order at
• 7:30 PM by Mayor Tice in the West Covina City Hall Council
Chambers. The Pledge of Allegiance was led by Mayor Pro Tom
Chappell; and the invocation was given by Reverend Dennis Nelson
of Christ Lutheran Church.

Minutes
Jim Patton Questioned the validity of the traffic
West Covina count based on the time of the year (bad
weather conditions) and at the hours
taken disagreeing that they were the peak
hours. Stated at the time of the closing
of Vincent School a meeting was called of
the parents and at that meeting Dr. Jones
.promised that there would be a Crossing
Guard at the Vincent/Rowland intersection.
Requested that a further study be made and
that there be more public information
available.

Carmen Trujillo Submitted a revised Ordinance regulating
abortions and asked what the status was

• ;. Shearer asked if we say a "half —way no"
to SCAG in this regard does that
jeopardize anything we have under con—
sideration? The City Attorney said
"yes, it does" but I cannot tell you what
would happen. The course of events would
be.the EPA has required a positive
response from each member jurisdiction in
terms of the guidelines put out by EPA.
In the event the Regional Planning body
would not be able to get those commit—
ments then 1 presume EPA would have
before it the choice of not approving
the 208 water quality plan in which case
that would have a drastic effect on federal
funds' far .wat6t,,quality purposes.

The Mayor commented in reviewing the
report he felt it is a good synopsis of
what they intend to do and if it can be

it will go a long way to help the
situation. City Manager stated if anyone

it can be viewed at the counter in the
Engineering Department.

Sharing committment must await first of
all Council action relative to the
budgetary process this year, and also we
have to have a hearing for Revenue Sharing
expenditures. Actually what we are doing

budget and Council action on the Capital
Improvement Program you choose to allocate

tion Commission,
Staff Report presented. In general the
request and invitation of response•from
the Commission was one of general opinion
from time to time as the Commission looks
into various subjects.. Staff recommends
that the City Council communicate the
fo.11.owiing opinions to the Commission and
to the Board of Supervisors:
1. In addition to saving -costs, the proposals should address
themselves to. the critical area of -local prerog.at.i.v-es.
2. The Commission should consider Ehe current subregional-efforts
that cities are involved in (such as manpower consortiums, the
sharing'of data-processing services, and joint power authori—
ties for animal control services) as an alternative to County—
wide consolidation of services.
3. Most historic attempts•to provide services on a County —wide
basis have not been:,, successful; and local cities have a
jaundiced view toObrdp-tograms that are not responsive to
local residents", ,`d`o no.t appropriately meet the individual needs
of local commu-nit.i.e . s.i anal. a.r.e., often more costly than locally —
administered pr.ogframs'.
4. The Commission should hA'd.'public hearings on each specific
proposal, acid attempt to thoroughly analyze -the -impact of
each proposal,, on, residents„ o•f .the': 81 cities in L.A. County.
COUNCIL COMMENTS: Tice said we now have.'81 "cities in the
County of L.A. which leads me to believe
that -:consolidating under one Agency such
as.„the County has not worked from the
'- standpoint•of being responsive to cities
, needs. Al's,o"J there have been several
attempts to form new conties out of L.A.
;,County, which is another indication that
;the .services. are not being provided and
I. feel :in tt e last few years the San
Gabriel Valley has.been short—changed
insofar as what we have been able to
attain in support from the County., I
don't think it is too.practical in the
long run to go all-out on this;. I am not
in favor of losing local control anymore
than we.have to.
Shearer agreed, stating we have to be
careful when we start out on these type
of things; I am sure Mr. Fast as a member

RENT CONTROL Mayor Tice.: At the last meeting the
majority of Council took
the position that local
rent control would probably have a negative
effect on the individuals most seriously
affected — senior citizens, handicapped
and the lower income people. However,
we felt _rent control if initiated should
be at the State or Federal level.
I believe much can be done however without
the use of controls if landlords become
fully aware,of the seriousness of the
problem. In listening to some of the
`testimony that was given at the previous
meeting and hearing of what is occuring
at the Rental Mediation Board meetings,
it seems to me that landlords are out of
communication with their tenants. I feel
itwould be desirable for the Rental
Mediation Board to make a special effort
to communicate directly with all land—
lords in the City urging them to show
constraint and consideration of the
serious problem affecting senior citizens,
the handicapped, and lower income people.
I am suggesting that a letter be sent to
Rental Mediation Board from the Mayor
making this suggestion and in addition I
am suggesting that we explore every
possibility through "our Human Resources

Department to see what we can do with
Section 8-Rental and also try and find
other areas to help senior citizens,
the handicapped and low income people to
meet this rent problem,
If there are no objections by Council I
.would ask that staff ppepare such a
letter and also explore the means tohelp
subsidize people on fixed incomes.
Councilman Browne: I agree. I made some of the same
suggestions to Mr. Fast at the last meet—
ing I had with him. I still say that the
Federal Government is the one that should
regulate and place all controls. You can't
do one without the other.
Motion Motion by Chappell to carry out the Mayor's
suggestions; seconded by Browne.
Councilman Shearer: I have one concern. As long as the letter
doesn't imply that the position of the
City Council supports necessarily rent
control at the Federal or State level.
Mayor Tice:
That is not my intent.
Councilman Miller: One comment — these types of approaches
are positive to their limitations. I
agree we should explore the areas that can
be of some benefit but they do not address
the total problem.
Mayor Tice:

As my last official item I would like to
thank my fellow Councilmen for their
support this past year. It has been a
hectic -year and without their support I
don't think I could have gone forward.
I also thank my wife and my family for
their understanding and help during this
term. And a special thanks to city staff.
If it hadn't been for city staff we would
be nowhere — especially this past year
when we were trying to get some stabilize—
". tion,after PROP 13. I do think we have
made' some progress this past year we did
get thet astland Shopping Center Redevelop—
ment Plan underway and we finalized the new
General.,�Plan.
I also.think w:e learned some new ways of
providing services to our citizens and we
will probably continue to find innovative
Ways of providing the needed services.
We, h'ave a good citizenry in this City;
"on the whole our citizens are knowledge—
able and astute; it has been a pleasure
t:o serve this'as Mayor this past year.

Councilman Miller:
Requested information from the City
Attorney r.e,the status of the'Drug
Paraphanalia Ordinance; City Attorney
advised the present status is that it
still has not gone to trial; they are
still doing"some deposition work. The
matter should shortly be before the Court;
I will keep on top of it and give you a
status report at the next Council meeting.
Councilman Shearer:
At our last meeting I asked for and
received a vote of confidence with
regard to your and my position on the
Mid —Valley Mental Health Board of
Directors. I would inform Council that
the Board of Directors unanimously voted
to consolidate the health care of the
centers into one facility in the city of
El Monte with an outreach program into the
various communities. That action was
taken and in case any of you are quizzed
on the matter it was one of strictly
finances and a move we could not avoid.
Secondly, I would like to commend the
outgoing Mayor for his fine job this past
year. He did.so well we let him have it
for 13 months, whereas the rest of us only
had it for 12 months. Seriously, the Mayor
has done an outstanding job and his efforts
should be appreciated by the citizens.
From personal experience it is a very taxing
time in one's life.
Councilman Browne: I agree — Mayor Tice has been totally
dedicated, in fact sometimes over —dedicated.
He has"done a very good job.
Councilman Chappell: There have been two times in the 11 years
that I have served on this Council that have
been very trying for the Mayor — Council—
man Browne's tenure and your tenure Mayor
Tice. I think both of you handled the
trials and tribulations in an excellent
manner and it shows that the citizens
of our community are to be commended
on their ability to elect responsible
'citizens to Council.

The first thing I would like to do as
Mayor is something that all Mayors after
serving their term look forward to re—
ceiving. A small token of recognition,
in this instance 13 months of dedication,
I herewith present a plaque to our out—
going Mayor Tice for his contribution
to the City.
As you know there are a few remarks
that the newly elected Mayor makes each
year. We have goals that have been
set by the Council throughout the years.
Councils in cities provide only one thing
for its citizens and that is service and
the level of service is the most important
item. We try to provide these services in
an efficient manner and we look for new

and innovative means of providing these
services. In the past year we had change
of leadership in two of our large depart-
ments in the City. The Fire Department
and the Police Department. Both of these
new leaders are looking at new methods
to provide these services. Most recently
our Chief of Police Meacham gave us and the
Chamber of Commerce a briefing on how he
was reorganizing the Police Department so
our citizens would be better protected and
he is to be commended for that. I know
our Fire Chief is also working in the same
direction.
So even with limited funds we will continue
to provide .these excellent services.
I also think it is important that we work
with our legislators in Sacramento
informing them of our needs and requests
and keeping them informed of what we
really put priorities on. We are also
going to have to continue our close
relationship with our Congressman because
he too can provide us with some of the
necessary funding and ideas for the
services we so desperately need.
This City has been outstanding in its
endeavors to create the Headquarters
concept of the East San Gabriel Valley.
We have been very successful in that
concept starting with my first time as
Mayor with the Fashion Plaza redevelopment
project completion and in this past year
the Eastland Redevelopment Project.
The buildings are now all underway.
I think the cooperation we have with our
Chamber of Commerce is most important
because sales tax is needed to provide
more and more of the funds that are needed
to provide the services we are responsible
for• providing.
Our employees have been more than dedicat-
ed - they have worked above and beyond
duty this'past year under trying circum-
stances and many of them went home not
knowing whether they had a job next
morning.. This did not help morale.
'But thee employees were shown that we'
did consider them and at the first
opportunity we hadto do something for
them we moved immediately and did not
hold off until July or some other date
in the future. Hopefully they understand
that we feel towards them just as we see
them feeling towards our City.
Our recreation program has almost been
wiped out this past year and hopefully
with the limited resources available

Shadow Oak Park.can be -dedicated and put
into operation this year. Federal and
State funds have been provided and we are
using the funds to get every penny from
.every dollar we spend.
I hope Council gives me the same coopera-
tion that it has given the Mayors that
have gone before me and I dedicate myself
to being a Mayor o.f 'this City that has the
responsibilities that he understands are
there and hopefully will provide the
leadership the City continues to need.
I will dedicate this next year for the
citizens of our City.
I would like to congratulate our Mayor
Pro Tem Browne; I know he will work with
me,as he -,has in the past and that we will
have- another good year. I thank my
fellow councilmen for voting for me as
Mayor. This will be my fourth term as
Mayor .of the City and I am very proud
to serv,e..the City.
