The Pledge of Allegiance was led by Councilman Browne, invocation was given by Councilman'Shearer. PRESENTATIONS Proclamations The Mayor presented a proclamation to all veterans organizations and commented on the "Band"Aide. Brigade'!. Col* * James Kordell The following people presented proclamations Disabled Veterans to Col. James Kordell,represehting the Disabled Veterans: Mayor Marvin Ersher, San Dimas; Mayor Jack Crippen, El Monte; Mayor,'Cha�Tj-e Storing, La Puente; Mr. Joe Guarrera, Community Development Director of City of Azusa; Mayor Herb Tice, West Covina. American Legion #790 The American Legion made a presentation to Ken Chappell for his work with the March of Dimes Walk-a-Thoh. Knights of Columbus Day Mayor proclaimed March 29 as "Knights of Columbus Day" ' A representative of the Club invited the City Council to their celebration of March 30, 1979. Certificates Chief Meacham and Mayor Tice made the following presentations to four citizens who were willing to get involved by assisting in saving lives of their fellow citizens. Certificates went to Judith K.-Snook, Arnold R. Martinez, John L. Martinez and Albert J. Franco. Read a protest letter Barranca Vista Apts. signed by the renters at the Barranca Vista 2900 E. Virginia St. Apartments. Stressed a.great need for rent control measures. - M. R. Celdon Explained some of the problems that the City 909 S. Fircroft would face if we have rent control. Maurice 0. Malone Urged the Council to consi.der this matter 906 E. Herring seriously. Stated'the solution.would be2., more housing Jay Wallace Has worked with the El Monte Rental Mediation Board and stated that the Board does not have any legal rights with regard to rent control. Councilman Miller Stated that the Rental Mediation Board has a lack of legal authority with regard to rents. He pointed out that rent control is a method of trying to get two.sides to come to a fair agree- ment. Urged Council*to look for other methods to address this issue. Mayor Tice... Stated:` that this matter will be taken under advisement. Councilman Shearer Informed Council —that this would not be the answer and -that he would not support rent control . Codmci-lman Miller Informed the citizens that they should go through the initiative process and that he would be happy to assist them. Brooks Serves on the Rental Mediation Board. Was Barrance Vista Apts. evicted because of his activities in rent control. Marilyn Turner Stated the majority of renters at her apartment 1234 W. Cameron are senior citizens. Edward Welsh Asked other members of Council how they felt Barranca Vista Apts. about this issue. Council stated that they cannot seal one segment such as rent control without sealing everything else. If this were to happen, it would cause many problems. Stated that a small City our size could not enforce such an issue, that it should be done at the State level. The general feelings of the Council were that of opposition of rent control enforced by the City. .Jim King Explained reasons for citizens who do not show Barranca Vista Apts. up in favor of rent control their fear of eviction. COUNCILMEN'S REPORTS/COMMENTS Mid -Valley Mental Clinic Shearer asked for clarification of Council's decision as to the*Mid Valley Clinic and the ,City's support. Stated that the Board of Directors are considering consolidating the three clinics to cut costs. Shearer asked for the Council's confidence in Mayor Tice and his judgements and decisions with regard to Mid Valley.
