Motion carried on roll call vote: AYES: Miller, Shearer, Browne, Chappell, Tice NOES: None ITEM 6(c) Mr. DiGiovanna explained to Council the CLAIMS FOR DAMAGES circumstances involved and stated he and t-he other party involved both claim having green lights. The Mayor explained that the Council would deny his claim and in . turn it'would be handled by the insurance carrier who in turn would be in touch with Mr. DiGiovanna. Motion Motion by Shearer, seconded by Miller, to deny claim and turn.the matter over to the insurance carrier; motion carried 5-0. ORAL COMMUNICATIONS Miss Trujillo Re Informed Consent on Abortions: 1555 No, Central.Ave., Briefly presented a report and asked for South El Monte City Council approval of an ordinance entitled "Informed Consent on Abortions". Presented Council with a copy of ordinance and a petition signed.by interested citizens. The Mayor suggested referring the Ordinance to staff for meview and a report back; Miller agreed. Shearer said -h-e was 100'/'0' opposed to abortions except in a few personal cases, however in looking at the proposed ordinance he did not feel it was something the City could • handle from the enforcement standpoint. The City does not have a Health Department or a Health Officer or control over the medical. profession-. He could support the principles involved but felt this kind of thing could only be handled at the State level. Motion=carried 5-0. Re Orangewood Little League: Explained each year the boys participate in a fund raiser, this.year the plan is to hold a Jog-A-Thon'ori March 25 at Orangewood Park. Asked Council permission for use of the field and to have a Dime -A -Dip. Stated. the boys are insured. Motion by Chappell, seconded by Browne t-o approve request subject to staff re- quirements. Motion carried 5-0. (The Mayor requested that a letter be sent stating the request so that their would be a record on file) PROJECT NO. SP-79009 Location: Citywide STREET NAME SIGNS Bids received in th.e Office of the City LA DOT-H-2-79-991 Clerk up to 10:00 AM on Thursday, March.8, 1979, and thereafter publicly opened and read. Council reviewed Engineer's report. Motion Motion by Chappell, seconded by Shearer to hold over the award of Project SP-79009 until March 26, 1979 to allow Staff time to determine the source of the additional funds required. Motion carried 5-0. BID NO. 79-52 Bids received in the Office of the Con - FURNISHING THREE (3) troller up to 10:00 AM on Wednesday, ONE TON PICKUP TRUCKS February 28, 1979, and thereafter publicly opened and read. Council reviewed staff report. Motion Motion by Browne, seconded by Shearer to award Bid No. 79-52, for the purchase of three (3) one ton trucks to Leo Hoffman Chevrolet for $25,804.98 including tax. Motion carried 5-0. 7 • • • CITY COUNCIL City Manager Agenda CONSORTIUM IN NEED OF ADDITIONAL FLOOR SPACE Page Eight March 12, 1979 City Manager requested permission to negotiate with the Consortium re additional floor space; the City does have 580 sq'. ft. that could be leased to them; th7e lease would contain a 60/90 day cancellation clause should the City have need:for the space; and at the same time staff will be discussing a modest increase in the rental fee. Recreation &'Parks '.City.Mana.ger requested Council considera- Commission tion to refer to the Recreaion and Park Referral Commission their study of the new and. innovative methods of fund raising that the various organizations.are coming up with. They will be using public facili- ties and staff feels our current ordinance. did not contemplate these types of activities so we would like a study made to.see if our ordinances are appropriate and broad enough. Informational City Manager stated a week from tonight at 7:30 PM in the Council Chambers city staff will be meeting.with various interested groups of the Burglar Alarm - Systems; letters have been sent out to attract as many users as we can as well as to companies. MAYOR'S REPORTS PROCLAMATIONS: Hearing no objections the Mayor proclaimed the following: "EPSILON SIGMA ALPHA INTERNATIONAL SORORITY DAY" - March 18, 1979; PRIVATE PROPERTY WEEK April 15/21/79; CANCER CONTROL MONTH - April, 1979; and INTERNATIONAL YEAR OF THE CHILD - 1979. CHARTER CITY BOARDS, COMMISSIONS, ETC. APPOINTMENTS A couple of,months ago I brought up the matter of a charter city and since talking to a number of people and receiving the report from the City. Attorney I will not pursue the matter further. The only advantage to a Charter City is there is a little more flexibility from the taxing standpoint. Asked Council members if they would continue on in their liaison appointments until the end of this month; Council reorganizes in April and at that time a new.mayor will be appointed. INSURANCE FOR COUNCIL A few months ago I asked staff to look into MEMBERS & CERTAIN the situation of insurance for members of STAFF MEMBERS Council when on city business and also certain staff members --have we had any additional information on that? The City Manager advised staff has it.in writing and it will be distributed to Council members. BOBBY SOX SOFTBALL The Mayor advised the Leagues start this LEAGUES coming Saturday at 8 AM - three Council members indicated they would be attending. COUNCILMEN'S REPORTS/COMMENTS Councilman Shearer: There is a SCAG meeting this coming Friday and although I am not sure I will be able to attend, it costs $15.00 to go, so I would like Council.approval. Motion Motion by -Chappell approving request, seconded by Browne and carried 5-0. Councilman Chappell: Just a comment - I.was reelected to my position as a LAFCO'representative. (Council members congratulated Chappell) APPROVAL OF DEMANDS Motion by Chappell to'approve Demands totalling B788,902.17 as listed on two check registers UCB 72321 and 72560; seconded by Browne and carried on roll call vote:.
