The adjourned regular meeting of the City Council was called to order at 5:30 p.m.
by Mayor Herb Tice.
ROLL CALL
Present:
Mayor Tice; Mayor Pro Tem Chappell;
Councilmen: Miller, Shearer, Browne
Others Present: Fast, Diaz, Eliot, Markham, Miller,
Salazar, Volmert, B. Freemon (S.G.V.D.T.)
Fast discussed the background and the purpose of the meeting. Salazar described
and gave a status report,on the following items: 1979 Housing Element, 1979-80
Community Development Block Grant, Baldwin Park Housing Authority Agreement,
Cluster Housing, San Gabriel Valley Fair Housing Council Proposal, and the
Apartment House, Accessibility Survey. In response to councilmanic questions,
Salazar indicated that some of the content of the Housing Element is determined
by state law. He also indicated that the Baldwin Park Housing Authority concept
would replace the current contract with the Los Angeles County Housing Authority
and would help localize our housing program decisions.
Council members expressed some concern about the need and methodology of the San
Gabriel Valley Fair Housing Council proposal and the Apartment House Accessibility
• Survey.
Council members will receive copies of the Draft'Housing Element, the Fair Housing
Council Proposal, the Apartment House Accessibility Survey Proposal, and a report
on Cluster Housing.
Motion by Chappell, seconded by Browne to approve the Baldwin Park Housing Authority
agreement and to authorize the Mayor and City Clerk to execute the agreement (sub-
ject to City Attorney approval). Carried 5 - 0.
Motion by Shearer, seconded by Chappell at 6:54 p.m. to adjourn!to.the next regular
Ci.ty.Council meeting on January 22, 1979. Motion carried.
