JANUARY 8, 1979
The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Tice
in the West Covina City Hall Council Chambers. The Pledge of Allegiance was led by
Councilman Shearer, invocation was given by Rev. Norris Barnes, United Methodist
Church,

Beatrice de Uribe` Expressed her appreciation to the Council for the service
1121 E. Greenville Drive they provide to the City of West Covina. Commended
Chief Meacham and his staff for the drug bust made at
the local High School. Asked that Council consider in
our next budget, support for this type of program related
with drugs,
Commended Gus Salazar for his activities and services
here at the City.

Council mentioned the letter of concern from Mr. R. K.
Brown and his comments with regard to the BKK landfill
as it relates to the General Plan Amendment.
Diaz responded as follows: "Mr. Brown's additional comments
are similar to those of the Solid Waste Management Board in
terms of the impact of the BKK landfill on the proposed
development, in this case ;as it relates to the General Plan
Amendment and that the association is opposed to the
General Plan Amendment and requests it be denied until
a buffer zone is indicated between the BKK and property.
The purpose of the EIR is to relate the impacts on the
environment of the proposed project not the impacts of the
environment on a proposed project. The conditions of the
landfill with regard to providing a bufferzone, that would
be a condition that should be imposed on the landfill rather
than the developer because that is an impact on the environ-
ment caused by the landfill rather than development. The
UUP 71, Rev. 5 amendment and the entire monitoring pro-
cedure that has been established has been established for the
purpose of mitigating the problems from the landfill
particularly the odors, so that to deny the General Plan
Amendment because of the lack of a buffer zone between the
landfill and the site, this is not the purpose of the EIR, nor
could there be a condition imposed because any development
that would go on that property irregardless of density, would
be the same distance of the landfill. That would conclude
the response on this last comment made on the EIR . "

Human Resources Commission There was discussion on the commission going from a nine
member to a seven member;. commission. The Mayor will
speak with the Chairman so that he may receive comments
from all the members of the commission.
Appointment of City, Clerk Mayor stressed the need to appoint a City Clerk before
the end of January to replace Lela Preston. The City
Treasurer, Yvonne Calmes was considered, she has agreed
to accept the unexpired term. The Mayor asked Lennard
if there were any legal restrictions with regard to the
City Treasurer holding both elected positions.
Lennard responded: "No Mr. Mayor, in light of the
fact that all fiscal duties in the City are with the Finance
• Director there would be no incompatibility in both
offices being held by'the same,. person".
Council supported the appointment of Yvonne Calmes, City
Treasurer to the position of City Clerk.
Resolution No. 5858. The City Attorney presented:
Adopted A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPOINTING YVONNE
CALMES TO THE POSITION OF CITY CLERK FOR THE
CITY FOR THE REMAINDER OF THE TERM.
Motion made by Shearer, seconded by Browne to waive further
reading of the body of resolution and to adopt same; motion
carried on roll call vote:

COUNCILMEN'S REPORTS Browne` stessed a concern with the condition of Merced
Avenue. Contractor for utility company should be contacted
to take care of the condition. Staff will handle this area.
Council welcomed the new Police Chief, Craig Meacham
and new Fire Chief, Bob McClelland.
