CITY OF WEST COVINA, CALIFORNIA
December 26, 1978
The adjourned regular meeting of the City Council called to order at 5:00 P.M.
in the West Covina Council Chambers by Mayor Herb Tice. The Pledge of Allegiance
was led by Mayor Herb Tice.
ROLL CALL
Present: Mayor Tice, Mayor Pro Tem Chappell;
Councilmen: Shearer, Browne
Absent: Councilmen: Miller
Others Present: H. Fast, L. Eliot, L. Preston, M. Miller,
C. Meacham, R. Paikoff, T. Tynes
MEMORANDUM OF UNDERSTANDING - City Manager reviewed the staff report and
WEST COVINA POLICE ASSOCIATION. outlined the following points covered by
the Memorandum of Understanding:
1) A four percent salary increase effective July 1, 1979.
2) A classification study to define the responsibilities of the sworn ranks
up to and including Police Lieutenant. Based upon the results of this
study certain compensation differentials between each sworn rank may
require adjustment.
• 3) An additional City contribution toward employee health insurance programs.
4) Payment of the uniform cleaning allowance from bi-monthly to a single
annual payment.
5) Implementation of a calendar -year Memorandum of Understanding so that
meet and confer will now start after the conclusion of the budget process.
Motion by Chappell, seconded by Browne and
carried to receive and file this Memorandum of Understanding and authorize staff
to take the necessary administrative actions to implement the -Memorandum,

CODE RELATING TO SUBDIVISIONS.
ORDINANCE NO. 1418 AN.ORDINANCE OF THE CITY COUNCIL OF THE
ADOPTED CITY OF WEST COVINA, CALIFORNIA, AMENDING
THE WEST COVINA MUNICIPAL CODE BY THE
ADDITION OF SECTION 10101.55 TO PART I,
CHAPTER 1, ARTICLE X, RELATING TO DANCING ON PROPERTY ZONED FOR NON-RESIDENTIAL
USES. (Amendment No: 149)
ORDINANCE NO. 1419 AN ORDINANCE OF THE CITY COUNCIL OF THE
ADOPTED CITY OF WEST COVINA, CALIFORNIA, AMENDING
SECTION 10602.13 OF PART VI,, CHAPTER 1,
ARTICLE X OF THE WEST COVINA MUNICIPAL CODE,
RELATING TO SIGN BONUSES. (Amendment No. 150)

ORDINANCE NO. 1420 AN ORDINANCE OF THE CITY COUNCIL OF THE
ADOPTED CITY OF WEST COVINA, CALIFORNIA, AMENDING
THE WEST COVINA MUNICIPAL CODE BY THE ADDITION
TO SECTION 10802.02 "SINGLE FAMILY CON-
DOMINIUM DWELLINGS", AND AMENDING SECTION 10807.05 - "OFF-STREET PARKING" OF
PART VIII, CHAPTER 1, ARTICLE X RELATING TO CONDOMINIUM DEVELOPMENT AT A DENSITY
ABOVE 8 DWELLING UNITS PER ACRE. .(Amendment No. 151)
Motion by Shearer to waive full reading
of the body of each of the foregoing Ordinances; seconded by Chappell and
carried.
Motion by Chappell to adopt said Ordinances;
seconded by Browne and carried on roll call vote:
AYES: Shearer, Browne, Chappell, Tice.
NOES: None
ABSENT:. Miller
APPROVAL OF DEMANDS Motion by Chappell to approve Demands
totalling $1,977,027.72 as listed on
U.C.B. sheet No. 71174, 71400; seconded
by Browne and carried on roll call 'vote:
AYES: Shearer, Browne, Chappell, Tice.
NOES: None
ABSENT: Miller
ADJOURNMENT Motion by Shearer to adjourn the meeting
at 5:05 P.M., seconded by Chappell and
carried.
