The Pledge of Allegiance was led by Councilman Shearer, invocation was given by Rev. Dennis Nelson, Christ Lutheran Church. ORAL COMMUNICATIONS Paul Breit Presented a petition to the Council regarding the BKK 2701 Miranda landfill.. Petition signed by 420 residents demanding the Council to enforce the provisions of the UUP No. 71, with respect to the control and elimination of odors from the landfill site. Henry Aldana Stated his concern again regarding the ordors at the BKK • 2740 Miranda landfill. Said he would like to see an affirmative action taken without politics entering into the picture. Shearer asked if Council did waive or grant a variance in that case. It was brought out that this particular item is not the same as the one of seven years ago. Shearer suggested that staff; 6t an early date, report back to Council, to the appropriateness as it relates to the General Plan regarding this area and other areas in the City. Browne recommended that stafffalso come back to Council with alternative proposals as to what could be done with this piece of property to help Mr. Andrianos. Chappell stressed ctbe General Plan shows the 15 feet dedication on the south "side of West Covina Parkway where said property is located and therefore this variance cannot be approved. The other councilmen concurred. Tice asked Staff if the City couldjnfitia,te. the wa-i-ving of the filing fees if the applicant would like to reapply within the next six months. COMMISSION Commission recommends Council approval of charges for use of City facilities; approve facility policies and help support Municipal Pool with funds. WA CITY COUNCIL Page eight Boards, Commissions 12/11/78 Shearer stated that the activities we offer the youth, such as baseball, soccer, etc. are worthwhile . Feels these activities should be available without having to charge enormous fees for use of facilities. Shearer . recommended that costs for the transition of one year be reduced from 50% to 25% and that City appropriate $5,000 instead of $3,000 toward the support of the Municipal Pool. Stated that these changes and the amount is small in relation to our availability to fund it. All other. Council members concur with this concept. Tice suggested that this be reviewed after the six month period in order to have the plan more concrete. Shearer CJ • • CITY COUNCIL Page twelve Councilmen's Reports 12/11/78 COUNCILMEN'S REPORTS Miller stated his interest with information regarding the sale of drug',paraphernalia. He wanted to make the City Council aware of what is going on in other cities. Shearer suggested a new ordinance be prepared to change back the City election to April. City Attorney will prepare. Browne reported on' his tour of the BKK and how impressed he was with their progress. He asked staff,to review the UUP and see how close they are complying with the require ments. BKK is coordinating with the Co. Sanitation District trying to find additional solutions and will be getting a firm in to help with the problems.
