The Pledge of Allegiance was led by Councilman Miller; the invocation was given by the Reverend^~ Arthur Small, Nazarene Church of West Covina. Staff presented the Report. Council concurred with the suggestion of Shearer that it would be more prudent to await the results of step one of the Staff recommendation prior to proceeding with .action on step two. Motion made by Shearer, seconded by Miller that the City Council authorize Staff to request proposals for the preparation of an appraisal of the property. Motion carried. PROJECT ­NO... MP-79015 PARK Location: Cortez, Del Norte, Gingrich IMPROVEMENTS _ APPROVAL and Palm View Parks. OF PLANS AND SPECIFICATIONS Council reviewed.Engineer's Report. .In response to question by Shearer, Staff delineated the amounts of money allocated to security lighting in the parks, and explained that financing for security lighting had been incorporated into budget planning as an item separate from recreational lighting. Council concurred on the need for security lighting in the parks, considering the expense of energizing the system to be one warranted for safety measures.. Motion made by Chappell, seconded by Browne that the City Council approve plans and specifications for City Project MP 79015 and authorize the City Engineer to call for bids. Motion carried. COUNTY FLOOD CONTROL DISTRICT COMMISSION DISPOSAL OF PROPERTY Council reviewed the Staff Report. Motion made by Shearer, seconded by Browne that the City Council approve the recommendation of the Recreation and Parks Commission not to purchase the excess property declared so by the Los Angeles County Flood Control District, and • that the Director of Recreation and Parks be authorized to contact the District to inform them of the City's action. Motion made by Chappell, seconded by Browne that the City Council maintain the animal regulations as they are currently written, and that any zone changes not be initiated by the City. Motion carried. CITY ATTORNEY ORDINANCE NO. 1409 The City Attorney presented: ADOPTED A14 ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE BY THE ADDITION OF A NEW CHAPTER 6 TO ARTICLE VI RELATING TO RELIGIOUS SOLICITATION, AND AMENDING SECTION 6226 OF THE WEST COVINA MUNICIPAL CODE. October 23, 1978 Page Eight Staff presented the Report, correcting the Guidelines for Rental Mediation Program, page "...by apartment and mobile -home - In response to question by Shearer, Staff explained that the intent of the proposal at this point would be to offer the subject service to citizens of West Covina, however, it might be that in the future the volunteer Board could and would choose to broaden the program base to other cities with volunteers from these cities becoming involved. Motion made by Browne, seconded by Shearer that the City Council: (1) authorize Staff to provide telephone assistance to provide a referral service to the voluntary rental mediation program; and, (2) receive and file the Report. Motion carried. MEMORANDUM OF UNDERSTANDING SERVICE EMPLOYEES' INTERNATIONAL UNION SET DATE FOR CAPITAL IMPROVEMENTS PROGRAM STUDY SESSION Staff presented the Report. Motion made by Browne, seconded by Chappell that the City Council receive and file this Memorandum of Understanding. Motion carried. The Council set the date for this Study Session to be October 30, 19782 8:00 P.M. AID TO CITIES Staff reported that the Los Angeles County Board of Supervisors rescinded their action relative to Aid to Cities. They are now back on a full program, and all cities are free to make applications as they have in the past. Reviewed the dimensions of the wall and sign area in question,.noting that the sign would be approxi- mately 3.2 percent of the total wall area, a minimal size, not one to abuse the ordinance. Stated that if the Council decided to accept and approve the amendment recommended by Staff, the applicant would withdraw the subject application since the matter would be moot. MAYOR'S REPORTS PROCLAMATION Mayor Tice proclaimed November 5-11, 1978 as "Youth Appreciation Week". CHARTER VS. GENERAL Tice requested the Council read the LAW CITY Memorandum re the Pros and Cons of • a Charter vs. General Law City, and to be prepared to discuss same. Shearer noted that in 1969 a Blue Ribbon Committee. had considered this subject and submitted a report on same. A ceremony in November will be conducted.
