AND JOINT MEETING WITH CHAMBER OF COMMERCE
CITY OF WEST COVINA, CALIFORNIA

The adjourned regular meeting of the City Council and joint meeting with the Chamber of Commerce
was called to order at 6:00 p.m.- by Mayor Herb Tice. The Pledge of Allegiance was led by Council-
man Shearer.
ROLL CALL:
Present: Mayor Tice; Mayor Pro Tem Chappell; Councilmen: Miller, Shearer,
and Browne.
Others Present: Fast, Eliot, Preston, Volmert, and Freemo.n..
1. DISCUSSION OF SOURCES OF REVENUE FOR 1978-79 FISCAL YEAR BUDGET
Fast presented a staff report regarding revenue projections. He indicated that many things
are unknown at this time and interim decision -making will be necessary. Staff will continue
r to reassess the revenue projections as more information becomes available. He presented a
proposed two to three year fiscal overview and indicated that the City Council should not
expect to receive revenues from the state's surplus or from the (remaining) property tax.
Fast presented the overall revenue changes and explained the decreased revenues and the
proposed increased revenues. He recommended that the trustee of the parking authority
bonds be instructed to utilize the one year funded emergency reserves to make the bond
payment with the City placing one-half of the amount needed next year in a sinking fund
to help meet the future obligations. He also briefly discussed some of the levels of service
which could be provided with current projected revenues and emphasized that it was an
expenditure overview report and not a recommended budget.
Shearer clarified that the City does not have any legal "claim" to the (remaining) property
tax. Fast explained that cities have other sources of revenues (for example, sales tax) and
property tax accounts for 20-25% of cities' total revenues compared to 43% of school revenues,
and approximately 40% for counties. Fast explained that the cautious approach to revenue
projections was partially based upon discussions with state legislative leaders and League of
California Cities' officials who are not optimistic about cities receiving their proportionate
share of the property tax. He also discussed the estimated fund balances that would exist
at the end of the current fiscal year.
Fast presented and the City Council discussed the proposed increased fees and service charges.
Council discussed the proposed occupational fee and determined that it was inappropriate to
enact the fee at this time. The opposition was based on philosophical reasons, legal concerns,
the possible long-range affects upon West Covina, and the "message of June &`
Shearer indicated that the new increased fees would total $400,000, which is only 10% of the
lost revenues of $4 million. He agreed with the construction related fees and the service re-
lated fees. He indicated his support of the business license fees fora number of reasons and
his support of the paramedic service fee (although he indicated that the revenues might not
meet the estimates).
Chappell agreed with the construction fees and said that contractors might otherwise have
serious delays in getting plans approved. He indicated his support of the business license
fee and said that the City provided many direct services to businesses. He said that he was
very supportive and proud of the paramedic program and that the fees would help to continue

an outstanding service to the residents of West Covina. Chappell agreed with the
sewer service charge indicating that citizens were already paying for this important
service through an ad valorem property tax and that.the service fee was just a different
form of collection.
• Browne indicated his support of the business license fee since it would help restore public
safety positions and since businesses will have to pay less property tax under Proposition 13.
He supported the increased BKK fees "100%" and said the :current fees were less than in
other communities.
Tice indicated his support of the business license fee, but questioned the office/commercial
fee. He expressed his support of the BJKeK, fee and the transient./occupancy fee.
Miller expressed his support of the business license fee and the BKK fee.

II. JOINT MEETING WITH CHAMBER OF COMMERCE ADVISORY BOARD
Forest Tennant introduced Joe Riordan, President-elect of the Chamber of Commerce,
who presented the 1978-79 Program Of Work and Proposed Budget. Tennant indicated
that under Proposition 13, the City would have an increased reliance on'sales tax
revenues and that the Chamber of Commerce will work to continue to provide an in-
creased 'sales tax base to the City. He concurred with"the staff recommendation
regarding increased business license fee except for the office/commercial fee. He
indicated that the Chamber is prepared to help the City in all fiscal matters. Tennant
also expressed his appreciation for the cooperation of the City Manager and the
Assistant City Manager. The Council expressed their thanks to the Chamber of Commerce
and indicated that the Chamber continues to do an excellent job for the City of West
Covina.
